Minutes of the 88th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 7th June 2004 at 6.15pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillors Mrs V. Byrne and Mrs V. Stock-Williams, Councillors P. Critchard, D. Gill, A. Govier, who arrived at 6.19pm, C. Hindley, A. Horsman, G. James and D. Mitton, the clerk, A. Brown and Taunton DBC West area planning manager, Mr J. Hamer. There were apologies from Councillors C. Biscoe, R.Henley, A. Milne, E. Warren and N. Wilson. There were 7 members of the public present.12790 APPROVED PLANNING APPLICATIONSThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to grant full planning permission to the following applications subject to the developments being started within five years of the date of this permission, to the external surfaces of the developments being of materials as shown on the plan hereby approved and to no other materials being used without the written consent of the local planning authority or, in default, by the Secretary of State for the Environment: (A) Amended plans for the conversion of a workshop to a dwelling at 82c Mantle Street, Wellington (43/2001/086: the amendments comprised the partial bricking up of a window opening and the use of an obscured glazed window in the south elevation); (B) Erection of a single storey extension to side and conservatory to rear at 75 Laburnum Road, Wellington (43/2004/054: The planning officer recommended refusal because of the impact on the open plan estate, intrusive feature and impact on visual amenity. There was a letter of objection from Mr P. O’Sullivan on the grounds that it was too close to their windows. Standing orders were suspended to allow the applicant Debbie Tozer to address councillors on the reasons why she felt the plan should be approved and distribute photographs. An additional condition was imposed as follows: The landscaping proposals shall be as approved by the local planning authority before the start of the development); (C) Erection of a conservatory to the rear of 80 Wardleworth Way, Wellington (43/2004/063: There was a letter of objection from Mr H. Harkins on the grounds that the conservatory was too big and out of keeping with adjoining conservatories).
12791 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Extension to hay and straw barn at Tonedale Farm, Westford, Wellington (AG/11/2004); (b) Internal alterations and repainting to listed building at 1a South Street, Wellington (43/2004/061LB); (c) Change of use of first floor from retail to charity office/consultation room, change of use of second and third floors from residential to storage and change of use of rear storage building to charity office/ consultation room at 1a South Street, Wellington (43/2004/060); (d) Demolition of shop and erection of 3 flats at 126 Rockwell Green, Wellington (43/2004/071: providing there is no undue overlooking or loss of privacy for neighbours); (e) Application to carry out tree work on one willow tree included in Taunton Deane Borough (Wellington No 3) Tree Preservation Order 2001 to the rear of Lloyds TSB, 27 Fore Street, Wellington and adjacent to Bishops Court, North Street, Wellington (43/2004/068T); (f) Erection of dwelling on land adjacent to 1 Twyford Place, Wellington (43/2004/067); (g) Demolition of house and erection of 6 flats at 2 Lodge Close, Wellington (43/2004/066); (h) Proposed secure storage compound for 2023WELLINGTON TOWN COUNCIL: JUNE 2004 PLANNING MEETING
12791 COMMENTS TO TAUNTON DBC ON PLANS (continued)touring/motor caravans, siting of caravan for site staff and erection of extension to existing reception at Cadeside Caravan Club Site, Nynehead Road, Wellington (43/2004/070). It was agreed to inform Taunton DBC that the town council was opposed to the following plans): (a) Residential development to provide two semi-detached dwellings and one detached dwelling on land opposite 10 Farthings Pitts, Wellington (43/2004/058: because it is overdevelopment. The town council is also concerned about the disparity in ground levels with adjoining properties which could lead to problems); (b) Formation of ramp with handrail for disabled access, National Westminster Bank, 12 Fore Street, Wellington (43/2004/046: because it will partially block the public footway. The town council would like to see a ramped access provided within the large entrance to the bank so there is no interference with the public footway); (c) Erection of chalet bungalow on land adjacent to Oakleigh, Pyles Thorne, Wellington (43/2004/059: because it will lead to overlooking and the design is out of keeping).
12792 DEFERRED APPLICATION: 2 OAKLEIGH, PYLES THORNE ROADIt was agreed to defer commenting on an application for the erection of a dwelling on land adjacent to 2 Oakleigh, Pyles Thorne Road, Wellington (43/2004/072) pending the receipt of reports from the highways officer and landscape officer.
12793 RELOCATION OF LIVESTOCK MARKET AT CHELSTONIt was agreed to inform Taunton DBC that the town council was in favour of a plan for the erection of a livestock market comprising covered livestock stalls and sales arena, administrative building and toilet facilities, together with car and articulated vehicle parking, livestock unloading area, vehicle washdown area, site drainage and strategic landscaping and formation of vehicular access into the A38 on land at Chelston Heathfield, Wellington (46/2004/018: It was also agreed to state that the town council would like to comment further when the environmental impact and traffic impact assessments were available).
