Minutes of the 85th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 1st March 2004 at 6.15pm
PRESENT: Councillor R. Henley (chairman), who presided, Councillor R. Bowrah, (vice-chairman), Councillors Mrs V. Bryne, Mrs A. Milne, Mrs V. Stock-Williams and Mrs N. Wilson, Councillors D. Gill, A. Govier, C. Hindley, G. James and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager, Mr J. Hamer. There were apologies from Councillors P. Critchard, A. Horsman and D. Mitton There were 2 members of the public present
12635 APPROVED PLANNING APPLICATIONSThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to grant full planning permission to the following applications subject to the developments being started within five years of the date of this permission, to the external surfaces of the developments being of materials as shown on the plan hereby approved and to no other materials being used without the written consent of the local planning authority or, in default, by the Secretary of State for the Environment: (A) Erection of pre-fabricated single storey garage, 5 Wharf Cottages, Tonedale, Wellington (43/2004/001: The planning officer recommended refusal on the grounds that the design, siting and external appearance of the garage would have a detrimental impact on adjoining public footpath and visual amenity); (B) Change of use of commercial properties to two 2 bedroom properties, alterations to front and extension to rear, 83/84 North Street, Wellington, as amended by applicants’ letter and plan received 11th February 2004 (43/2003/148: subject to additional condition as follows: Details of all guttering, downpipes and disposal of rainwater shall be submitted to and approved by the Local Planning Authority before works commence. Two letters of concern were received from L. Buckland, of 3 Hills Mews, and Mrs C. Johnson, of 81 North Street, about boundary walls, rear access, downpipes and an asbestos roof).
12636 REFUSED PLANNING APPLICTIONThe town council refused the following application: Erection of single storey extension and partial conversion of garage to living accommodation to rear of 24 Trinity Close, Wellington (43/2004/004) because the proposal would result in the loss of vehicle parking facilities and would therefore encourage parking on the highway with the consequent risk of additional hazards to all users of the road which would not be in the interests of highway safety, contrary to policies S1 and H19 of the Taunton Deane Local Plan Revised Deposit. Mr Hamer reported that the county highway authority objected as the proposal would lead to a loss of garage and parking space. Councillor Warren moved deferment for a site meeting but there was no seconder to his motion. Councillor Gill proposed refusal, with Councillor Hindley seconding, and this was carried 9-1. Councillors Henley and Wilson declared an interest and left the hall while this application was considered, with Councillor Bowrah presiding.
12637 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Application to carry out tree work on one lime tree included in Taunton Deane Borough (Wellington No 1) Tree Preservation Order 1986 at 12 Millstream Gardens, Wellington (43/2004/007T); (b) Erection of replacement dwelling, Stable Place, Eight Acre Lane, Wellington as amended by plans received 11th February 2004 (43/2003/137: providing there is no undue overlooking or loss of 1990

12637 COMMENTS TO TAUNTON DBC ON PLANS (continued)privacy for neighbours); (c) Change of use of commercial store to residential dwellings including raising height of roof, Unit 1, Mill Walk, Wellington, as amended by letter dated 10th February 2004 enclosing revised site plan (43/2003/142: providing there is no undue overlooking or loss of privacy for neighbours); (d) Installation of replacement windows at 4 Mantle Street, Wellington (43/2004/014LB).
12638 COMMENTS TO COUNTY COUNCIL ON PLANSIt was agreed to inform Somerset County Council that the town council was in favour of the following plans: (a) Erection of three classroom teaching block with associated support facilities at Court Fields Community School, Mantle Street, Wellington (43/2004/005: Some concerns were expressed about an existing row of trees in the school grounds between the proposed classroom block and the public footpath known as Black Path. It was agreed to suggest that consideration should be given to reducing the height of these trees which have been the source of complaints from the tenants of the nearby bungalows for the disabled at Grooms Orchard as the trees cause considerable shading to their rear gardens. Councillor Henley declared an interest as a governor of Court Fields School and left the hall while this item was considered, with Councillor Bowrah presiding. Councillor Govier declared a personal interest as a member of the county council but did not leave the hall); (b) Demolition and reconstruction of existing boundary wall at Wardleworth House, Wardleworth Way, Wellington (43/2004/011: Councillor Govier declared a personal interest as a member of the county council but did not leave the hall).
