Minutes of the meeting of Wellington Town Council held in the town council chamber at 28 Fore Street, Wellington on Monday, 1st December 2003 at 7pm
PRESENT: Councillor R. Henley (chairman), who presided, Councillor R. Bowrah (vice chairman), Councillors Mrs V. Byrne, Mrs A. Milne, Mrs V. Stock-Williams, Mrs N. Wilson, Councillors P. Critchard, D. Gill, A. Govier, who arrived at 7.17pm, C. Hindley, A. Horsman, G. James, D. Mitton and E. Warren, the clerk A. Brown. There was an apology from Councillor Mrs C. Biscoe. There were 3 members of the public present. Mr D. Greig, parish liaison officer, was welcomed by the chairman.
12526 DEATH OF FORMER COUNCILLOR MAURICE JENNINGSThe chairman, Councillor Henley referred to the death at 71 on 9th November 2003 of former Councillor Maurice Jennings, who served the council for almost 40 years until his retirement in May 2003. Members and the public stood in two minutes silence in memory of Councillor Jennings to whom tributes for paid by various councillors for his outstanding service to the town and the council. On the suggestion of Councillor Critchard it was agreed to ask Taunton DBC to rename Wellington Sports Centre the Maurice Jennings Sports Centre as a memorial to Councillor Jennings.
12527 CHAIRMAN’S ANNOUNCEMENTSThe chairman referred to the successful switching-on of Wellington’s Christmas lights on 28th November 2003 and thanked everyone involved in the organising of the event.
12528 POLICE MATTERSIn a written report Sgt Richard Caburn, who was unable to attend because of police commitments, stated that during November 2003 there had been 15 thefts; 14 criminal damage offences (4 involving damage to vehicles); 3 thefts from motor vehicles; 3 domestic burglaries (all on the same day in Wiveliscombe); 2 commercial burglaries; 4 burglaries of outbuildings/sheds; 9 assaults (6 common assaults with culprit known to victim and 3 from incident at Vintage Inn); 1 robbery (paperboy was robbed of two newspapers at 7am, possibly linked to ongoing harassment case). Crime figures for November were favourable, particularly criminal damage down to 14 compared with 43 in October. There had been 11 arrests during November for a variety of offences. Historically domestic burglaries rose at this time of year and to-date it had been fairly minimal. . The police were continuing to distribute to the elderly dawn to dusk night lights from the police station and had special constables patrolling vulnerable areas. The beat surgeries would continue to run although there had not been many visitors. His hope was that when these became more established the public would utilise them. The surgery at the Kings Centre would run in tandem with Wellington East Residents Association on the first Monday of the month between 10am and 12 noon. The next Rockwell Green surgery would be held in the village hall on 9th December 2003 between 3pm and 5pm. There had been an incident in the Vintage public house on 14th November when several people had been assaulted and a window broken. Enquiries were continuing into the incident. Regarding the lines outside the police station, many officers had commented to him that when they were on an emergency call that they had difficulty pulling out into Victoria Street towards Longforth Road as there was a row of cars in their line of vision. The application (see minute 12533) was for the area to become a no parking zone during the day when it was most busy and to allow residents to park there overnight. The report was noted. Councillor Gill reported that he and Councillor Warren had attended, on behalf of the town council, a crime and disorder training day organised by the police (see minute 12483) on 26th November 2003. It had been a very useful day. The police were keen to get local action groups going: one had been started in Halcon, Taunton. It would be useful to get one started in Wellington. 12529 PUBLIC PARTICIPATION TIME: POLICE SURGERIESMr Stan Broom said that police surgeries were currently being held between 3pm-5pm which he felt was the wrong time as people were at work. He suggested it would be better to have the surgeries between 5pm-7pm and it was agreed to ask the police to try these times.
12530 MINUTESThe minutes of the council meetings held on 5th November 2003, as previously circulated to councillors, were received, confirmed and signed as correct. With reference to minute 12501 Councillor Critchard recalled that he had raised the issue of collecting leaves with Councillor Mark Edwards, Taunton DBC executive councillor for environmental services. The clerk stated that he understood that this issue would be covered by the review taking place about the cleaning and tidying up of all areas.
12531 CLOSURE OF STRATFIELD HOUSE, WELLINGTONWith reference to minute 12514 and following the meeting with representatives from Taunton Deane Primary Care Trust on 10th November 2003 about the draft strategy “Modernising Older People’s Services in Taunton Deane” further consideration was given to the proposals which included the closure of Stratfield House for the elderly mentally ill at Wellington, the relocation of the EMI beds from Wellington to Pyrland House in Taunton, the relocation of in-patient beds at Wellington Cottage Hospital into the vacated Stratfield House, and the development of enhanced outpatient and new clinical services for the population of Wellington. It was agreed to inform the trust that the town council welcome the relocation of the existing first floor beds at Wellington Cottage Hospital into Stratfield House and the provision of three additional in-patient hospital beds (making 14 in all); welcomed the possible future provision of enhanced outpatient and new clinical services at the cottage hospital; but regretted the closure of Stratfield House an an EMI hospital and the relocation of the existing 11 in-patient beds to Pyrland House, Taunton as it would mean the loss of a local service for Wellington. It was also agreed to express concern that the closure could cause visiting problems, particularly for the elderly relatives of EMI patients transferred to Pyrland House and to seek an assurance that help over transport would be available to those who might be affected. It was agreed to welcome the aim of providing additional home care services and support to enable more of the elderly mentally ill to stay in their own homes and to welcome the continuing of day services for EMI patients at Wellington but to question whether the resources would be available to provide the extra home care services and support that would be needed. It was agreed to seek an assurance from the trust that the necessary funding would be available.
12532 FEDERATION OF SPORTS CLUBS & NEW NOTICEBOARDA report was received from the clerk on a meeting held on 4th November 2003 between council representatives and officers of the Wellington Federation of Sports Clubs about more pitch provision, council support for sports clubs and the federation and the suggested provision of a noticeboard for sports clubs in the town centre area. On the question of more pitch provision, it was felt that Hoyles Road field – owned by Taunton DBC – and Beech Grove School Field – owned by the county council but unused because it was subject to flooding – offered positive opportunities for providing more sports pitches which should be explored. It was pointed out that the town council had given support to a wide range of sports – and non sporting – clubs over the years, including substantial grants this year to Wellington Cricket Club and1968WELLINGTON TOWN COUNCIL: 1ST DECEMBER 2003
12532 FEDERATION OF SPORTS CLUBS (continued)Wellington Soccer Club. The councillors (Councillors Critchard, Govier and Warren) were confident that the town council would continue to back local sports clubs and the federation, which has 1,500 members, as the council fully appreciated the value of the various sports clubs, particularly in providing activities for the youth of the town. The federation would like to have a noticeboard where sports clubs could display their fixtures in the town centre area, possibly similar to the council’s noticeboard outside of Somerfield. Councillors were also supplied with details of the federation’s aims and constitution. A letter was received from the federation asking for the council’s support over the erection of a town centre noticeboard. It was agreed to support the provision of a sports clubs noticeboard, to suggest the best location would be outside the old post office in High Street and to find out from the federation more details about the size and type of noticeboard to be erected. The clerk pointed out that the existing public noticeboard outside of Somerfield was frequently full and that more public display space for posters etc would be useful.
12533 YELLOW LINES IN VICTORIA STREETA letter was received from Somerset Highways asking for the council’s views on a request from the local police for a ban on daytime parking in Victoria Street on the length of road between the two lengths of double yellow lines north east of the police station. There would be no waiting Monday to Saturday 8am to 6pm but overnight parking for residents would be allowed. It was agreed to support the police request.
12534 PROBLEMS IN POST CLOSEA letter was received from Somerset Highways referred to the previously reported parking problems at Post Close at school pick up/drop off times. The police had suggested that advisory access protection markings should be provided in Post Close to those residents who required them. It was intended to contact Post Close residents asking if they required these markings. It was agreed to support this proposal.
12535 ELDERLY PERSONS SIGNS AT BULFORDWith reference to minute 12443 the clerk reported that Somerset Highways had erected two elderly persons signs at Bulford. The report was noted.
12536 CHRISTMAS LIGHTSWith reference to minute 12476 the clerk reported that a donation of £100 had been received from Wellington Chamber of Trade and Commerce towards the cost of the 2002 Christmas illuminations. The report was noted.
12537 WELLINGTON CARNIVAL COMMITTEE GRANTWith reference to minute 12519 a letter of thanks was received from Wellington Carnival Committee for the council grant of £700. The letter was noted. Councillor Warren declared an interest.
12538 WELLINGTON BOWMEN GRANTWith reference to minute 12519 a letter of thanks was received from Wellington Bowmen for the council grant of £250. The letter was noted.

12540 LONGFORTH FARM SCHEME AND TAUNTON CATTLE MARKETWith reference to minute 12506 (Longforth Farm development) and minute 12516 (relocation of Taunton Livestock Market), Councillor Horsman moved that the council should write to local MP Adrian Flook seeking his support over keeping the Longforth Farm scheme in the Taunton Deane Local Plan and over the relocation of Taunton Cattle Market to Chelston. His proposal was seconded by Councillor Milne and agreed.
12541 ON-STREET PARKING AND LOADING RESTRICTIONSWith reference to minute 12504 the clerk reported that Taunton DBC had had a really good look at the blue badge situation (disabled parking). Traffic Regulation Orders governing double and single line restrictions included a waiting limit of three hours for blue badge holders but TRO’s governing the designated disabled bays and the 30 minute bays did not. That meant there was no limit on how long a badge holder could park in these bays. Taunton DBC did not believe that situation was intended and was to look again at the orders as it felt that everyone – the public, badge holders, traders and parking enforcement staff – would benefit if badge holder provisions were the same throughout Taunton Deane. On the question of loading/unloading, if there was no shorter definition on time within the order or on the sign, then the provision was 24/7. The exceptions were in South Street outside Bristol & West where it was 8am-6pm Monday to Friday and in High Street (outside the Cellar Bar/vets) and Mantle Street (outside of Classy Glass) where it was 8am-6pm Monday to Saturday. The report was noted.
12542 ERECTION OF BARRIER/BOLLARD AT BLACKPATHWith reference to minute 12472 the clerk reported that Somerset Highways had erected a barrier at Blackpath near the pedestrian access to Court Fields Community School. The report was noted.
12543 INSTALATION OF TOWN CENTRE SEATSWith reference to minute 12467 the clerk reported that seats had been erected outside the old post office in High Street (with two cycle stands relocated) and Somerfield in Fore Street. The report was noted.
12544 HIGH STREET HEALTH CENTRE APPEAL With reference to minute 12474 the clerk reported that the appeal against the decision of Taunton DBC to refuse permission for the erection of a health centre on land at 42-46 High Street, together with land between High Street and Scotts Lane had been dismissed by an inspector appointed by the First Secretary of State, mainly because the inspector felt the piecemeal development of the site would be detrimental to the comprehensive development of the whole area. The report was noted.
12545 NEW LIGHTS FROM WARREN STREET, ROCKWELL GREENWith reference to minute 12016 a quote was received from Southern Electric Contracting Ltd of £2,657.66 plus VAT for the provision of three new street lights on the footpath from Warren Street to Rockwell Green main road. The clerk stated that Taunton DBC would meet 85% of the cost with the town council meeting 15%, which was £398.66. On the proposition of Councillor Warren, seconded by Councillor Wilson, it was agreed to accept the quote.
1970WELLINGTON TOWN COUNCIL: 1ST DECEMBER 200312546 CORN HILL LIGHTING AND DEVELOPMENTWith reference to minute 12509 a letter and detailed report were received from Taunton DBC about street lighting, the refurbishment and development of Corn Hill and land to the rear of Corn Hill. Each councillor received a copy of the letter and the report. Both were noted.
12547 APPOINTMENT OF SCHOOL GOVERNORSA letter was received from Somerset County Council about the appointment of school governors to serve from 1st September 2004, inviting the council to put forward the names of any suitable persons it wished to nominate as LEA governors of schools in the area. Nominations had to be in by 1st March 2004. Councillors were asked to let the clerk know of possible nominations. Councillor Milne stated that she was interested in being nominated.
12548 KIRSTY PAGE GRANT REQUESTA letter was received from Kirsty Page, of 7 Shuteleigh, Wellington, a pupil of Wellington School, asking the council to consider making a grant towards the estimated £3,500 cost of her proposed GAP teaching project in Botswana in January 2005. On the proposition of Councillor Bowrah, seconded by Councillor Critchard, it was agreed to make a grant of £50.
12549 JUSTICES LICENCE FOR KINGS ARMSNotice was received of the application for the transfer of the justices licence for the Kings Arms, 3 High Street, Wellington to Jeremy Mark Clark, of Eastwood Farm, Goodleigh, Barnstaple, the application to be heard by Taunton magistrates on 9th December 2003. The notice was noted.
12550 SEEABILITY 10-MILE RUN IN JULY 2004A letter was received from SeeAbility, of Drakes Park North, Wellington, about the charity’s fund-raising 10-mile Wellington Run which was being held on 11th July 2004 when 200 runners were expected. The letter was noted.
12551 WELLINGTON ECONOMIC PARTNERSHIPWith reference to minute 12516 no items were suggested for inclusion on the agenda for the next meeting of Wellington Economic Partnership to be held on Monday, 15th December 2003 at 6pm.

12554 COUNCIL INCOME/EXPENDITURE TO 30TH NOVEMBER 2003A report was received from the clerk showing that the council’s income for the period from 1st April 2003 to 30th November 2003 was £80,862 (£86,078 estimated for the full year to 31st March 2004) and that expenditure for the same period was £42,996 (£104,720). The report was noted.

12556 NEW LEASE FOR MUSEUMThe clerk reported on the present position over the new lease for Wellington Museum and it was agreed to continue discussions with Taunton DBC over security of tenure. It was also agreed that a sub-committee of Councillors Bowrah, Byrne, Critchard and Warren should look at alternatives.
