Wellington Town Council planning minutes November 2003
Minutes of the 81st planning meeting of Wellington Town Council held in the town council chamber at 28 Fore Street, Wellington on Monday, 3rd November 2003 at 6.15pm.
PRESENT: Councillor R. Henley (chairman), who presided, Councillor R. Bowrah (vice chairman), Councillors Mrs V. Byrne, Mrs V. Stock-Williams, Mrs N. Wilson, Councillors P. Critchard, D. Gill, A. Govier, C. Hindley, A. Horsman, G. James D. Mitton and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager, Mr J. Hamer.. There were apologies from Councillors Mrs C. Biscoe and Mrs A. Milne. There were 3 members of the public present.
12494 APPROVED PLANNING APPLICATIONSThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to grant full planning permission to the following applications subject to the developments being started within five years of the date of this permission, to the external surfaces of the developments being of materials as shown on the plan hereby approved and to no other materials being used without the written consent of the local planning authority or, in default, by the Secretary of State for the Environment: (A) Erection of first floor extension at rear of 93 Springfield Road, Wellington as amended by agents’ letter dated 13th October 2003 with accompanying plans (43/2003/096: A letter of objection was received from Mr A. Parsons, of 95 Springfield, to the pitched style of roof planned as he would not be able to carry out an extension to his property and tie in his roof to the roof of 95 unless both extensions had flat roofs. The planning officer recommended approval, pointed out that the objection was not a planning one and that the problem could easily be overcome by a gutter layout).
12495 COMMENTS/RECOMMENDATIONS ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Alterations to ceiling at The Manse, Westford, Wellington (43/2003/107LB: Standing orders were suspended to allow the applicant Mr A. Bundy to address councillors); (b) Erection of extension at front of The Manse, Westford, Wellington (43/2003/111 and 43/2003/112LB: Standing orders were suspended to allow the applicant Mr A. Bundy to address councillors); (c) Change of use of part of building to form one bedroom ground floor flat and three bedroom first floor flat, erection of dormer and raising of roof, 11 North Street, Wellington (43/2003/115 and 43/2003/116LB). It was agreed to inform Taunton DBC that the town council was opposed to the following plan: (a) Retention of externally illuminated projecting sign, 2 North Street, Wellington (43/2003/105A: because the proposed location of the sign obstructs the view of the North Street CCTV camera in the Corn Hill direction. The town council would support the relocation of the sign in a position which does not block the view of the CCTV camera). It was agreed to inform Somerset County Council that the town council was in favour of the following plan: (a) Alterations to an existing adult learning and leisure centre, including disabled access ramp and disabled space, new ICT computer suite, improved teaching and office space at Somerset County Training, 4 Corams Lane, Wellington to replace adult learning and leisure centre at 10 Courtland Road, Wellington (43/2003/113).
