Wellington Town Council minutes April 2003

Minutes of the meeting of Wellington Town Council held in the town council chamber at 28 Fore Street, Wellington on Monday, 7th April 2003 at 7pm.
PRESENT: Councillor R. Henley (chairman), who presided, Councillor Mr J. Angus (vice-chairman), Councillors Mrs S. Angus, Mrs K. Biscoe, who arrived at 7.05pm, and Mrs N. Wilson, who arrived at 7.10pm, Councillors R. Bowrah, P. Critchard, D. Gill, A. Govier, M. Jennings, P. Lee, M. Rose, C. Tolchard, E. Warren, P. Watkin and the clerk A. Brown. There were 10 members of the public present.
12210 CHAIRMAN’S ANNOUNCEMENTS
There were no announcements by the chairman.
12211 POLICE MATTERS
Sgt R. Caburn reported that during March 2003 the main crime issue had been the number of reported thefts from motor vehicles – 24 for the month. An arrest had been made in respect of that offence and a person bailed pending forensic checks. The neighbourhood watch scheme had been used to warn vehicle owners not to leave valuables in their vehicles. The offences had occurred throughout the town, not just in one specific area. Other crime figures were: Burglary: 5 dwelling and 4 non dwelling. Three of the dwelling offences had been within the town and an arrest had been made for one of the commercial burglaries; criminal damage: 10, including an arson at Kelway Road where an electricity sub-station had been set alight: a 12 year old boy was due to appear in court for that offence; 17 thefts, 5 assaults, 7 criminal damage offences to vehicles, mainly windscreen wipers damaged and vehicles scratched. There had been 20 arrests, including 5 for assault, 4 for theft, and various other offences. There had been a 100% clear up rate for assaults. There had been 3 arrests for drink driving which indicated that it was still a habit among some motorists. The police would continue to focus on drink driving throughout the year, not just the Christmas period. The drink drivers arrested had been 35-plus. There had been no crimes of violence in the main streets. Asked about the effectiveness of CCTV in the town, Sgt Caburn replied that it was still too early to make an informed judgement but its main use was to improve safety, making it safer for people to use the streets and to reduce violence to people. In reply to questions about motorists exceeding the 40mph limit on the relief road, he said he would arrange for more speed checks to be carried out. Sgt Caburn was thanked for attending.12212 PUBLIC PARTICIPATION TIME: PARK CENTENARY CELEBRATIONS
The chairman of Wellington in Bloom Committee, Mrs Isabel Ward reported that there would be over 40 stalls at the Edwardian Day in Wellington Park on 5th May 2003 to mark the centenary of the park.12213 PUBLIC PARTICIPATION TIME: PROVISION OF YOUTH SHELTER
Mr C. Hindley asked what progress had been made about the provision of a youth shelter in Wellington which had been discussed for some time. The clerk replied that seating had been provided in the Recreation Ground shelter and its use as a youth shelter was to be monitored, particularly now the lighter evenings had just arrived, before an decision was made about the need for a further youth shelter. It had been extremely difficult to find a site for a youth shelter because of residents’ opposition.

The minutes of the council meetings held 3rd March 2003, as circulated to members, were received, taken as read and signed as correct.
12215 PROVISION OF SHUTTERS AT PLAYING FIELD FOOTBALL STAND
With reference to minute 12151 Councillor Henley reported that Taunton DBC had agreed to pay for the full cost of the shutters at Wellington Playing Field football supporters stand. His report was noted.
12216 TRIBUTES TO THREE RETIRING COUNCILLORS
Councillor Henley paid tribute to the outstanding service of three retiring councillors, Councillors Maurice Jennings, Peter Lee and Michael Rose whose combined service totalled more than 80 years. On behalf of the council and the residents of Wellington he presented each of them with inscribed salvers and wished them well for the future. Councillor Jennings had joined the old Wellington UDC in 1961, had completed 38 years on the town council, had twice been chairman, in the 1970s and 1990-92, had served on Taunton DBC for 16 years, had served on many other local committees and had been the driving force behind Wellington Sports Centre which had been years ahead of its time when it had been provided in 1973 and which had, also been very controversial at the time. He had also been supportive when the town council had provided money so that the Wellesley Cinema could be purchased by Wellington Arts Association and retained as a place of family entertainment. Councillor Lee had been elected to the town council in 1977, had served for over 22 years, had been chairman from 1982-84, had served on Taunton DBC for 16 years and had been mayor of Taunton Deane 1990-91. Councillor Rose had been elected to the town council in 1981 and had been chairman from 1994-96. All three councillors suitable replied and also thanked the clerk Tony Brown for his help and hard work for the town. Tributes were also paid to the three councillors by Councillor Ernie Warren and Wellington Weekly News reporter and former town councillor John Nash. Councillor Henley also thanked all councillors for their work during the past four years and urged everyone to ensure they voted at the council elections on Thursday, 1st May 2003.
12217 POSSIBLE INDUSTRIAL RE-USE OF FORMER FOX’S WET-FINISHING WORKS AT TONEDALE
Members received a copy of a letter from Regeneration Through Heritage (The Prince of Wales Foundation) about the possible industrial re-use of the former Fox’s wet- finishing works at Tonedale, Wellington. Councillor Govier reported that he had been invited by RTH to join a group of potential stakeholders and to attend a planning day to talk through some of the options for the development of the site. That meeting was to be held on Wednesday, 9th April 2003 which he would be attending. It was also agreed that Councillor Warren should represent the council at that meeting and that a report on the meeting should be made at the May council meeting.
12218 TOWN CENTRE PARKING
With reference to minute 12181 a report was received from the clerk on a site meeting with county traffic engineer Ian Titcombe, at his request, to discuss the proposals for town centre parking in the light of continuing objections to the changes from the police, taxi firms and because of some practical difficulties. Mr Titcombe was keen to publish proposals that would be acceptable to all to avoid delays caused by objectors. The amended compromise proposals were: North side of High Street: Four on-street parking spaces in a line outside the old post office/Warrens in place of the present loading bay with possibly one or two bollards at the bus shelter end to protect pedestrians; reduce the present taxi bay from two to one with on-street parking being increased by one; the present police bay to become a loading/unloading bay. South side of High Street: The present loading bay outside Lane’s Garden Shop to become one on-street parking space (too small to two spaces). East side of South Street: The loading bay by Bristol & West to become 24/5 (Monday to Friday) instead of 24/7 (Monday to Sunday) as at present with 30 minute waiting allowed on Saturdays and Sundays; the loading bay outside the Green Dragon to be reduced in size to create one additional on-street parking space. South side of Fore Street: A police bay to be created in the present disabled parking bay outside the council community office. North side of Fore Street: The loading restrictions to remain because the county council and the police both feel congestion will be created (as in the past) if the present restrictions are removed. After some discussion it was agreed, on the proposition of Councillor Warren, seconded by Councillor Tolchard, to accept the amended proposals It was agreed to take no further action over a letter from Mrs S. Adams, of The Paper Shop, 53-55 High Street, Wellington in which she repeated her request – previously made at the March council meeting – for the existing four on-street parking spaces near her shop to be reduced to two.
12219 FLOWERS FOR LOCAL WAR GRAVES
With reference to minute 11729 a letter was received from the Wellington branch of the Royal British Legion thanking the council for its support of the war grave flowers at Wellington Cemetery and asking the council to consider paying for the flowers for a further 12 months. It was agreed to meet the cost up to £150 for a further year. Councillors J. Angus, S. Angus, Critchard, Govier and Rose declared an interest and left the chamber while this item was discussed.
12220 WELLINGTON CRICKET CLUB GRANT REQUEST
With reference to minute 12193 a letter of thanks was received from Wellington Cricket Club for the council grant of £1,500. The letter was noted.
12221 BECKY STONEBRIDGE GRANT APPLICATION
With reference to minute 12155 a letter of thanks was received for the grant of £50 for Becky Stonebridge. The letter was noted.
12222 PYLES THORNE ROAD AND WELLINGTON RELIEF ROAD
With reference to minute 11875 a letter was received from Mr A. Stonebridge, of 4 Oakfield Park, Wellington, about the number of accident near misses and the danger at the junction of Pyles Thorne Road with the relief road. He also alleged that the speed limit on the relief road was never supervised. It was agreed to note the letter after it was pointed out the police were to carry out speed checks on the relief road.
12223 GRANT OF £400 FOR CAB
With reference to minute 12204 a letter of thanks was received from Taunton and District Citizens Advice Bureau for the grant of £400. The letter was noted.
12224 ALLOTMENTS AT THE BASINS
With reference to minute 12192 the clerk reported that the 8 vacant plots at the Basins allotments had all been let. There were no vacant plots left. The report was noted.

12225 PROVISION OF LIGHTING FOR COURTLAND ROAD CAR PARK
With reference to minute 12143 a letter was received from Taunton DBC stating that the Deane would look further into what lighting might be provided and how the work could be funded. The letter was noted.
12226 COUNTRYSIDE AND RIGHTS OF WAY ACT 2000
With reference to minute 12198 the clerk reported that the Footpaths Committee had written to Somerset County Council asking for three regularly used routes which were not on the definitive footpaths map to be added to the definitive map. One was an outstanding application which had been made in March 1999 for the footpath from Linden Drive to Burchills Hill under the railway “thunderbridge;” the second was the lane and causeway which runs from Corams Lane between the two ponds of The Basins to link up with public footpath WG17/10; and the third was the path between Webbers Close (off Hoyles Road) and Pyles Thorne Road which had been created some years ago as a pedestrian link to Wellesley Park Primary School and which had been hard surfaced with tarmac by the town council. The council had also stated it was interested in assisting in the development of the Rights of Way Improvement Plan. Letters were received from the county council stating that due to a backlog of applications, the investigation into the Linden Drive-Burchills Hill application was not likely to start for about two years and that the other two applications (Basins and Webbers Close) had been added to the list. The letters and report were noted.
12227 STATE OF ROADS AND PAVEMENTS
With reference to minute 12177 a letter was received from the county council stating that a safety inspection of class C and D roads around Wellington had been carried out in March 2003 and the necessary repairs from that inspection would be completed within the next month. In addition patching repairs, reinstatements and re-surfacing would be carried out at the Longforth Road/Victoria Street junction; outside 17, 18 and 31 Longforth Road; at the Crosslands junction with the B3187; at the Holyoake Street junction with the B3187; near the railway bridge on the B3187; from the North Street traffic lights to the Sportsman public house; Seymour Street junction with the B3187; Bakers Lane-Buckwell junction; South Street from mini-roundabout at Bulford junction to Wellesley Park junction; Priory area; Pyles Thorne Close/Pyles Thorne Road area; Bulford/South Street car park entrance; Victoria Street; the Mantle Street end of Bulford; and future surfacing in Longforth Road, Victoria Street and Church Fields. The letter was noted.
12228 NEW EDITION OF WELLINGTON TOWN GUIDE
The clerk reported that a new edition of the Wellington Town Guide would be published in August/September 2003 and that any local clubs and organisations wishing to be included should send details, with a short resume about the group, to the clerk as soon as possible. There would be 48 pages of editorial of A5 size and the new guide would contain new high quality digital maps of the town, the town centre and the area. The report was noted.
12229 PRIORY, BAKERS LANE AND SYLVAN ROAD TRAFFIC CALMING
With reference to minute 12144 the clerk reported that preliminary road markings had been put in place by the contractors and that the bulk of the work would start the following week, beginning 14th April 2003. It was expected to last for two/three weeks. The report was noted.
12230 PROPOSED CLOSURE OF WELLINGTON JOBCENTRE
With reference to minute 12180 the clerk reported that no date had been offered for the suggested meeting between the town council and Jobcentre officials but a letter was expected shortly. The report was noted.
12231 WELLINGTON FEDERATION OF SPORTS CLUBS
With reference to minute 12191 Councillor Govier reported that the meeting of the newly formed Wellington Federation of Sports Clubs held on 6th April 2003 had been a useful one, highlighting the issues the clubs wished to raise with Taunton DBC and the town council about the need for more pitch facilities in the Wellington area. He had pointed out the potential of the proposed Longforth Farm development to provide more pitches. The next meeting of the federation was its annual general meeting on June 15th 2003. The report was noted.
12232 WELLINGTON FOOTBALL CLUB GRANT APPLICATION
A letter, grant application form and accounts were received from Wellington AFC asking the town council to consider making a grant of £1,500 towards the £9,078 cost of a new roof and new flooring. On the proposition of Councillor J. Angus, seconded by Councillor Watkin, it was agreed to make a grant of £1,500.
12233 1ST WELLINGTON SCOUT GROUP GRANT APPLICATION
A letter, grant application form and accounts were received from 1st Wellington Scout Group asking the town council to consider making a grant of £3,625 towards the £15,000 cost of garden renovation, making boundary walls safe and erecting a garage and store at the rear of their Fore Street headquarters. In reply to questions, group chairman, Mr S. Ward said that £12,000 shown in the balances had been spent on the work. Councillor J. Angus proposed a grant of £1,500, seconded by Councillor Govier, but Councillor Watkin moved an amendment, seconded by Councillor Critchard, that the grant should be £3,000. The amendment was carried 11-4.
12234 WELLINGTON EAST TENANTS AND RESIDENTS GRANT REQUEST
A letter was received from the Wellington East Tenants and Residents Association asking the town council to consider making a grant towards the estimated £18,000 cost of providing a five a side soccer pitch off Kelway Road, Wellington. All the tenants and residents in the area would be asked for their views and a survey would be completed. It was agreed to defer a decision pending the results of the survey and also information from Taunton DBC about the question of funding the scheme after Councillor Warren reported that there appeared to be nothing in the Deane’s estimates for such a scheme.
12235 DORSET & SOMERSET AIR AMBULANCE TRUST GRANT REQUEST
A letter was received from Dorset & Somerset Air Ambulance Trust asking the town council to consider making a grant towards the cost of running the air ambulance. It was agreed to defer a decision pending the receipt of the trust’s accounts.
12236 TREE PRESERVATION ORDER AT 10 HAWTHORNE ROAD
A letter was received from Taunton DBC stating that a tree preservation order had been placed on a snow gum tree in the rear garden of 10 Hawthorne Road, Wellington. The letter was noted.
12237 PARKING PROBLEMS OUTSIDE AMBULANCE HEADQUARTERS
A letter was received from Mr A. Woollard, of 1 The Rowans, Victoria Street, Wellington about parking problems outside the St John Ambulance headquarters in Victoria Street which resulted in the adjoining driveway to his home being regularly blocked on Monday and Thursday evenings. Councillor Govier reported that the county council had agreed to repaint the faded white line across the front of the St John Ambulance HQ and across Mr Woollard’s driveway to discourage motorists from parking there. It was hoped to carry out this work in the near future.
12238 VARIOUS PROBLEMS IN ROCKWELL GREEN
A letter was received from Mr T. Holland, of 21 Rockwell Green, Wellington about various problems in Rockwell Green, including children walking in the road, street litter and faint double yellow lines. It was agreed to ask Taunton DBC to provide a litter bin near the bus stop and the county council to repaint the faded double yellow lines in Rockwell Green at the junction with the Exeter Road by the traffic lights.
12239 QUALITY TOWN AND PARISH COUNCIL INITIATIVE
A letter was received from the Department for Environment, Food and Rural Affairs about the quality town and parish council initiative. The letter was noted.
12240 ELECTED REGIONAL ASSEMBLIES
A letter and report were received from Taunton DBC about a Government “soundings exercise” to determine the level of interest in holding a referendum on elected regional assemblies. The report showed that the level of interest was very weak. The letter and report were noted.
12241 LICENSING APPLICATION FOR CO-OP STORE, LONGFORTH ROAD
Notice was received of a licensing application for the transfer of the off-licence for the Co-op Store, Longforth Road, Wellington to Michael Gerard Morgan and Alan Ronald Wickenden, the application to be heard by Taunton Deane magistrates on 8th April 2003. The application was noted.
12242 LICENSING APPLICATION FOR NEW CANTON RESTAURANT
Notice was received of a licensing application for the grant of a justices restaurant licence for the New Canton Restaurant, 24-26 South Street, Wellington to Shi Tseng, the application to be heard by Taunton Deane magistrates on 13th May 2003. The application was noted.
12243 CORAMS LANE DOUBLE YELLOW LINE EXTENSION REQUEST
A letter was received from Mr R. Wood, of 6 Corams Lane, Wellington requesting a 14 yard extension of double yellow lines on the south side of Corams Lane, Wellington because of congestion and visibility problems caused by cars parking on the bend near the entrance to Wellington Sports Centre. A letter was also received from traffic engineer Ian Titcombe stating that he felt the proposal seemed sensible. After some discussion it was agreed to support the proposed extension.
12244 CIVIC SERVICE ON SUNDAY, 18TH MAY 2003
Members received a letter from Taunton DBC inviting them to a civic service at King’s Church, Wellington on Sunday, 18th May 2003 at 6.30pm which was to be attended by Mayor-elect, Councillor Andrew Govier.
12245 ROCKWELL GREEN ALLOTMENTS
A letter was received from Mr D. Helps, of Bryher, Spypost, Rockwell Green, Wellington, on behalf of the Rockwell Green Allotments Association, asking for the town council’s help/advice/information about the gift of the allotments to the inhabitants of Rockwell Green in the 1890s and about the Bath and Wells Diocesan’s registered claim to the allotment site on 9th February 1995. It was agreed to reply that some councillors were aware of the suggestion that the allotments had been gifted to Rockwell Green by farmer Mr Bond, of Perry Elm, more than 100 years ago but that no-one had any definite information about that. It was suggested that the relevant church records should be checked if possible and that the association should consider registering its claim to the allotments with the Land Registry Office in Plymouth. The clerk sent the association a copy of a letter the town council had sent to the Bath and Wells Diocesan Office on 14th December 2001 about the ownership of the allotments and a copy of the diocesan reply of 18th December 2001 in which the church claimed ownership of the allotments. Councillor Bowrah declared an interest and left the chamber while this item was considered.
12246 WELLINGTON ECONOMIC PARTNERSHIP
With reference to minute 12200 the clerk reported that the meeting of Wellington Economic Partnership due to have been held on 14th April 2003 had been cancelled because of lack of business and that the next WEP meeting would be held on Monday, 9th June 2003 at 6pm. His report was noted.

12248 COUNCIL INCOME/EXPENDITURE TO 31ST MARCH 2003
A report was received from the clerk showing that the council’s income for the period from 1st April 2002 to 31st March 2003 was £86,311 (£83,293 estimated for the full year to 31st March 2003) and that expenditure for the same period was £59,911 (£97,250). The report was noted.
12249 ACCOUNTS FOR PAYMENT
On the proposition of Councillor J. Angus, seconded by Councillor E. Warren, it was agreed to pay the following accounts and to authorise the signing of the following cheques: The Carly Press £43.98 for ink cartridge and laminations; Judith Goss Florists £30 for flowers for war graves; Wellington Cricket Club £1,500 grant; Mr A. Brown £1,351.81; Inland Revenue £493.90; Hinewood Cleaning Service £48 for office/chamber window cleaning for February and for 3 cleans of town centre bus shelters in February 2003; Taunton DBC £33.64 for share of gas bill for July to December 2002; Zurich Municipal £912.53 for council insurance; SWEB £5.85 for street lighting; Community Council for Somerset £20 annual subscription; PC Webshop £825.04 for balance for website design, domain name registration, hosting fee and setting up site; Neat Ideas £117.48 for new telephone and answering machine; Somerset County Council £223.36 for erection of new community centre direction sign; NALC £87 for annual subscription for direct information service; Herbert White Jewellers £285 for three salvers and engraving; Somerset Association of Local Councils £943.70 for annual affiliation fee for 2003/04 .
