12523 APPROVED PLANNING APPLICATIONSThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to grant full planning permission to the following applications subject to the developments being started within five years of the date of this permission, to the external surfaces of the developments being of materials as shown on the plan hereby approved and to no other materials being used without the written consent of the local planning authority or, in default, by the Secretary of State for the Environment: (A) Change of use of agricultural land to domestic curtilage and erection of pre-fabricated garage on land adjacent to 1 Wharf Cottages, Tonedale, Wellington (43/2003/109: subject to the garage being used for domestic purposes only and to the removal of permitted development rights. A letter of objection was received from Edith Black, of 2 Longmead Close on the grounds that the proposed garage would be bigger than existing garages, with a different roof design and different materials. The planning officer, who recommended approval, stated it would have minimal visual impact).
12524 REFUSED PLANNING APPLICATIONThe town council decided to refuse planning permission for the following plan: Erection of first floor extension above existing garage at 23 Victoria Street, Wellington (43/2003/110: because it was overbearing on neighbours, would have a detrimental impact on the street scene, detract from the visual amenities of the area, lead to a loss of privacy for neighbouring properties and cause overlooking. There was a letter of objection from Mrs C. Perry, of 22 Victoria Street on the grounds of overlooking, lack of privacy and dominant impact on the street scene. Refusal was proposed by Councillor Horsman, seconded by Councillor Gill and carried 8-1 with one abstention).
12525 COMMENTS/RECOMMENDATIONS ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Erection of new dwelling with associated garage on land to rear of 31 Blackmoor Road, Wellington (43/2003/122); (b) Internal and external alterations to convert loft space to living space, insertion of two roof-lights, balcony and new porch to front, The Stables, Millstream Gardens, Wellington (43/2003/126LB: subject to the views of the conservation officer: Councillor Gill proposed, with Councillor Critchard seconding, that the application should be deferred for a month pending the receipt of the conservation officer’s views but an amendment by Councillor Hindley, seconded by Councillor James, that the application should be approved (subject to the views of the conservation officer) was carried 7-2). Councillor Warren stated that it would have been better if the town council had had the observations of the conservation officer before making its recommendation. Mr Hamer agreed that in future, if it was not possible to get a written report from the conservation officer before the council meeting because of time constraints, he would obtain a verbal report from the conservation officer for presentation at the appropriate meeting.
