Minutes of the 83rd planning meeting of Wellington Town Council held in the town council chamber at 28 Fore Street, Wellington on Monday, 5th January 2004 at 6.15pm
PRESENT: Councillor R. Henley (chairman), who presided, Councillor R. Bowrah, (vice-chairman), Councillor Mrs V. Stock-Williams, Councillors P. Critchard, D. Gill, C. Hindley, A. Govier, A. Horsman, G. James and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager, Mr J. Hamer. There were apologies from Councillors Mrs V. Byrne, Mrs C. Biscoe, Mrs A. Milne, Mrs N. Wilson and D. Mitton. There were 4 members of the public present.
12557 APPROVED PLANNING APPLICATIONSThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to grant full planning permission to the following applications subject to the developments being started within five years of the date of this permission, to the external surfaces of the developments being of materials as shown on the plan hereby approved and to no other materials being used without the written consent of the local planning authority or, in default, by the Secretary of State for the Environment: (A) Erection of two storey extension to rear of 103 Bulford, Wellington (43/2003/121: There were letters of objection from Mr P. Buckingham, of 102 Bulford and Mr and Mrs B. Samuel, of 101 Bulford, on the grounds of loss of view, natural light, encroachment and rights of access. Recommending approval, Mr Hamer stated that the extension projected only 3 metres and would not have a significant impact on the residential amenity: the proposal would have minimal impact, not significant enough to warrant refusal. Both Mr Buckingham and the applicant addressed councillors. Councillor Hindley moved approval, with Councillor Bowrah seconding and the proposal was carried 5-3 with 2 abstentions); (b) Erection of two storey extension and single storey extensions to side and rear of 2l Gillards Close, Rockwell Green, Wellington (43/2003/123: There were letters of objection from Mr and Mrs G. Hawker, of 25 Gillards Close and Mr and Mrs G. Talboys, of 23 Gillards Close on the grounds that the proposal amounted to building on existing parking space which would reduce the overall parking area in the neighbourhood, making existing parking problems worse. Recommending approval, Mr Hamer stated that the applicant proposed to build a garage on the parking space and that there was also one further parking space left, so it was not felt that any car parking space was lost due to the proposal. On the proposition of Councillor Govier, seconded by Councillor Warren it was agreed to approve the application subject to a condition restricting the garage to domestic use only); (c) Erection of single storey and first floor extensions at rear and side of 1 Burrough Way, Wellington (43/2003/129: There was a letter of concern from Mr F. Jones, a trustee of 3 Burrough Way, about the position of the extension and the depth/strength of the foundations. Recommending approval, Mr Hamer stated that residential amenity would not be harmed and the issue of the foundations would be dealt with at building regulations stage. On the proposition of Councillor Henley, seconded by Councillor Gill, it was agreed to approve the application. Councillor Govier declared a prejudicial interest and left the chamber while this application was discussed).
12558 COMMENTS/RECOMMENDATIONS ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Fell one birch tree within Wellington conservation area at 11 Mantle Street, Wellington (43/2003/132T); (b) Fell one larch tree within Wellington 1973

12558 COMMENTS/RECOMMENDATIONS ON PLANS (continued)conservation area at 91 Mantle Street, Wellington (43/2003/133T); (c) Retention of wooden fence and use of land as domestic curtilage to rear and formation of pedestrian access on to Champford Lane at 26 Champford Lane, Wellington (43/2003/136); (d) Erection of dwelling with parking space on land at Bulls Row, Mantle Street, Wellington (43/2003/135: Councillor Gill moved refusal but there was no seconder. Councillor Govier moved approval, with Councillor Warren seconding, and this was carried, subject to the views of county highways); (e) Erection of replacement dwelling at Stable Place, Eight Acre Lane, Wellington (43/2003/137: providing there is no undue overlooking or loss of privacy for neighbours); (f) Change of use of commercial store to residential dwelling, including raising height of roof, Unit 1, Mill Walk, Wellington (43/2003/142); (g) Change of use of shop to food takeaway, erection of dormer window, repair to shop front, internal and external alterations including new dormer, replacement rear windows, re-roofing and alterations to existing shop sign, 18 South Street, Wellington (43/2003/144 and 43/2003/145LB: providing the hours of opening are the same as for other takeaways in South Street); (h) External illumination of new sign at 18 South Street, Wellington (43/2003/146A); (i) Retention of fence in front of 15 Gillards Close, Rockwell Green, Wellington (43/2003/147); (j) Display of 6 non illuminated advance signs for development at Weavers Reach, Tonedale, Wellington, at locations at Chelston House Farm, Cades Farm, Cox’s Yard, junction of High Street and Longforth Road, junction of Station Road and Springfield Road, and west side of Station Road on south side of junction with Millstream Gardens, Wellington (43/2003/130A: it was agreed to inform the Deane that the town council was opposed to the signs at Chelston House Farm, Cades Farm and Cox’s Yard, but was in favour of the three other signs at the junction of High Street and Longforth Road, the junction of Station Road and Springfield Road, and the west side of Station Road on the south side of the junction with Millstream Gardens for a period of two years).
