Minutes of the 87th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 10th May 2004 at 6.15pm
PRESENT: Councillor R. Henley (chairman), who presided, Councillor R. Bowrah, (vice-chairman), Councillors Mrs C. Biscoe, who arrived at 7.10pm, Mrs V. Byrne, Mrs A. Milne, Mrs V. Stock-Williams, Mrs N. Wilson, Councillors P. Critchard, D. Gill, A. Govier, who arrived at 7.13pm, C. Hindley, A. Horsman, G. James, D. Mitton and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager, Mr J. Hamer. There were 12 members of the public present.12720 APPROVED PLANNING APPLICATIONSThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to grant full planning permission to the following applications subject to the developments being started within five years of the date of this permission, to the external surfaces of the developments being of materials as shown on the plan hereby approved and to no other materials being used without the written consent of the local planning authority or, in default, by the Secretary of State for the Environment: (A) Amended plans for the change of use of commercial properties to two 2 bedroom properties, alterations to front and extension to rear, 83/84 North Street, Wellington (43/2003/148: the amendment comprised applying render to the modern brickwork of 84 North Street ).
12721 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Demolition of existing building and erection of 8 dwellings, Mill Chambers (to the rear of the Pet and Garden Shop), High Street, Wellington (43/2004/039); (b) Erection of five 2 bedroom bungalows on land between 63 and 65 Howard Road and associated parking (12 spaces) for new and existing dwellings on open space area adjacent to Howard Road, Wellington (43/2004/041: Councillor Byrne, proposed with Councillor Gill seconding, that the town council should object because of parking problems and the loss of green, open space but an amendment, proposed by Councillor Hindley, seconded by Councillor Mitton, that the town council should approve the plan was carried 8-5); (c) Erection of four 1 bedroom houses on land between 43 and 45 Howard Road and associated parking (8 spaces) for new and existing houses on open space area adjacent to Howard Road, Wellington (43/2004/042: a letter of objection was received from Mr and Mrs D.W. Schock, of 43 Howard Road, on the grounds that the nearest house would be only 15 metres from their kitchen window, that there would be no access for emergency vehicles and because there were drainage and water problems in the area: Councillor Byrne proposed, with Councillor Gill seconding, that the town council should object because of the loss of green space and parking problems but an amendment, proposed by Councillor Hindley, seconded by Councillor Mitton, that the town council should approve the plan was carried 8-5); (d) Erection of a detached dwelling on land adjacent to 15 Baynes Close, Wellington (43/2004/043); (e) Conversion of dwelling to form 2 flats at 43 George Street, Wellington (43/2004/045); (f) Conversion of barn to dwelling with demolition of lean-to buildings, Jurston Farm, Wellington (43/2004/049 & 43/2004/050LB); (g) Erection of a play wall and excavation of land to form a level play area on land to the south east of Lillebonne Close, Wellington (43/2004/053); (h) Conversion of bakery store building to rear of 13 High Street to form a two storey residential dwelling with access from White Hart Lane, Wellington 2008

12721 COMMENTS TO TAUNTON DBC ON PLANS (continued)(revised proposal: 43/2004/056: providing there is no undue overlooking or loss of privacy for neighbours). It was agreed to inform Taunton DBC that the town council was opposed to the following plans: (a) Erection of two disabled persons bungalows and car ports on land adjacent to 32 Alexandra Road, Wellington (43/2004/048: because it will result in the loss of an open space area); (b) Erection of dwelling adjacent to 2 The Waterpath, Westford, Wellington (43/2004/040: because it will cause overlooking and loss of privacy for neighbours and will worsen the already difficult traffic problems in Westford (43/2004/040: a letter of objection was received from Mr and Mrs F. Deller, Mrs W.M. Wereszynska, Mrs Watts and Mr Blair, all of Orchard Close, Westford, on the grounds of overlooking, loss of privacy and intrusiveness); (c) Demolition of existing warehouse and erection of block of 14 flats, former Haymans Coalyard, Westford, Wellington (43/2004/051: because it will worsen the already difficult traffic problems in Westford); (d) Erection of two detached dwellings and formation of vehicular access thereto on land to the east of Windyridge, Payton Road, Westford, Wellington (43/2004/052; because it will worsen the already difficult traffic problems in Westford).
12722 DEFERRED PLANNING APPLICATIONSIt was agreed to defer making comments on the following plan to be determined by Taunton DBC: (a) Expansion of business on to land to be used for covered and open storage of raw materials and finished products together with access and landscaping on land adjoining Unit 2, Rylands Farm Industrial Estate, Bagley Road, Wellington (43/2004/038: letters of objection were received from Mr S. Cusack, Mrs S. Cusack, of Ryelands Farmhouse, Mrs D. Land, of Westlands, Bagley Green, Mrs J. Goss, of Beaumont, Bagley Green and Mrs B. Baker, of Four Winds, Bagley Road. It was agreed to visit the site on Saturday, 15th May 2004 at 11.30am and to make a decision at the council’s annual meeting on 17th May 2004; (b) Residential development to provide two semi-detached dwellings and one detached dwelling on land opposite 10 Farthings Pitt, Wellington (43/2004/058: pending the receipt of the highways report).
