Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday, 5th April 2004 at 7pm
PRESENT: Councillor R. Henley (chairman), who presided, Councillor R. Bowrah (vice chairman), Councillors Mrs C. Biscoe, Mrs V. Byrne, Mrs A. Milne, Mrs V. Stock-Williams and Mrs N. Wilson, Councillors D. Gill, A. Govier, C. Hindley, A. Horsman, D. Mitton, and E. Warren, and the clerk A. Brown. There were apologies from Councillors P. Critchard and G. James. There were 9 members of the public present.
12678 CHAIRMAN’S ANNOUNCEMENTSThe chairman reported that he had attended a music evening at Wellington School on 6th March 2004 which had been a superb night and a showcase for the young musical talent in the town. It had raised £1,300 for the Mayor of Taunton Deane’s charities.
12679 POLICE MATTERSSgt R. Caburn reported that in March in the Wellington sector there had been 17 thefts, 15 of which had been at Wellington Rugby Club where a man had entered both dressing rooms and had stolen wallets, cash, mobile phones and credit cards. The police had a suspect in mind. A car left behind in the rugby club car park had been found to contain 88 wallets etc stolen from other parts of the South West. There had been 4 assaults, 8 thefts from vehicles (5 in Wellington and 3 in Wiveliscombe), 1 house burglary at Tonedale where the premises had an insecure rear door, 2 distraction burglaries at Squirrel Court and Rockwell Green involving elderly people, 5 burglaries from sheds etc in the rural areas involving lawn mowers and power tools, 15 criminal damage offences, 15 criminal damage to motor vehicle offences, 9 arrests including 4 juveniles who had been terrorising the local community at Wiveliscombe causing destruction, damage and harassing elderly people. The police surgery at Rockwell Green had 1 visitor and the police hoped to be talking to children at Rockwell Green Primary School about relevant matters. The police still hoped to provide a portable youth skateboarding ramp costing £1,200 and had applied for funds to the Avon & Somerset Police Community Trust. Sgt Caburn was thanked for attending. Councillor Bowrah stated that he had been pleased to see the community officers taking action to deal with a group of youngsters in the town causing a nuisance and a noise.
12680 PUBLIC PARTICIPATION TIME: WELLINGTON IN BLOOMDuring public participation time Mrs Isabel Ward, the chairman of Wellington in Bloom Committee, invited councillors to the launch of this year’s competition on 29th April 2004 when a visit was being made to the Frank Rowe Nursery at Chelston near the Blackbird Inn. She asked for an update on progress over development at Cornhill and the former discount stores in High Street, and the proposed new toilets at the North Street car park. It was agreed to contact Taunton DBC on these three points. She also stated that Mantle Street pavement became a race track when pupils came out of Court Fields School and cycled quickly along the footway, pushing pedestrians off the pavement. It was quite dangerous walking from the town centre. Sgt Caburn replied that he would arrange for his officers to pay attention to the problem and also speak to the head of the school.

12682 LONGFORTH FARM SCHEME AND NORTHERN RELIEF ROADWith reference to minute 12647 consideration was given over what action to take following the decision of Taunton DBC to delete the Longforth Farm and Northern Relief Road Scheme from the Taunton Deane Local Plan and not to challenge the recommendation of the inspector who conducted the public inquiry into the plan and who recommended that the Longforth Farm and Northern Relief Road Scheme should be deleted. It was reported that Taunton DBC was proposing to include 250 homes at Cades Farm, Wellington in the Local Plan in place of the deleted 500 dwellings at Longforth Farm. The clerk reported that Taunton DBC had decided to accept the inspector’s recommendation after legal advice from counsel that it did not have sufficient grounds to challenge the inspector’s decision but had refused to let the town council see a copy of that legal advice. After a long discussion it was agreed to seek a special meeting with Taunton DBC to see how possibly to take Longforth Farm and Northern Relief Road Scheme forward in the future, to ask the county council to carry out a survey of HGVs through the town centre and to seek the advice of the National Association of Local Councils on possibly challenging and fighting the inspector’s recommendation.
12683 CAR PARKING PROBLEMS IN HOWARD ROADCouncillor Govier reported that parking problems had occurred recently in Howard Road with cars parking on Howard Green, causing some damage, and also parking close to bends, creating a nuisance as well as a danger to other motorists. On his suggestion it was agreed to ask Taunton DBC to provide parking bays which would also help to ensure there was sufficient room for emergency vehicles such as fire engines and ambulances.
12684 LACK OF WHITE LINES AT DOBREE PARK ESTATECouncillor Govier reported that he had received complaints that the lack of white lines at various junctions on the Dobree Park housing estate, Rockwell Green, was causing danger for motorists. The estate had not yet been adopted by the county council. It was agreed to ask the county council to get the road adopted as soon as possible and to put down the necessary white lines.
12685 CLEANING OF COURT DRIVE FOOTPATHCouncillor Horsman reported that concerns had been expressed about the condition of the footpath from Court Drive to Blackpath between Popham House and Grooms Orchard. It was agreed to ask the county council to tidy the path.
12686 COMMUNITY SPEEDWATCH SCHEMECouncillor Horsman asked for a comprehensive update on the community speedwatch scheme promoted by the council. It was agreed to put an item on the May agenda.
12687 STATE OF MANTLE STREET PAVEMENTCouncillor Horsman reported that he had received complaints from the public about the state of the pavement on the north side of Mantle Street from the Court Drive entrance to Luson surgery. It was agreed to ask the county council to carry out the necessary repairs.

12688 OVERHANGING TREES AT COURT FIELDS SCHOOL (continuedGrooms Orchard bungalows for the disabled that their rear gardens suffered a considerable loss of light due to the tall trees in the grounds of Court Fields Community School on its Blackpath perimeter. It was agreed to write to the county council and the Governors of Court Fields School asking for the trees to be lopped sufficiently to prevent the blocking of sunlight to the residents’ rear gardens. The clerk reported that a similar request had been made to the county council last month when the town council considered a planning application for the erection of new classrooms at Court Fields School adjacent to Blackpath.
12689 BAKERS LANE TRAFFIC CALMINGWith reference to minute 12643 the clerk reported that it was not illegal for cars to park on the traffic calming cushions but if it was felt there was a real problem then the county council would consider putting down short sections of yellow lines to ban parking. The report was noted.
12690 PROVISION OF DROPPED KERBSWith reference to minute 12668 the clerk reported that the provision of dropped kerbs for Kitts-Swains Lane, Oakfield Park-Hoyles road and Beech Hill-Sylvan Road would be added to the county council’s list for next year. The report was noted.
12691 FUTURE FUNDING OF PARISH PLAY FACILITIESWith reference to minute 12664 the clerk reported that the date when the percentage of grant paid by Taunton DBC towards the cost of parish play facilities would change from 85% to 33% was 1st April 2005. The report was noted.
12692 CHRISTMAS ILLUMINATIONSWith reference to minute 12605 a letter was received from Wellington Chamber of Trade and Commerce stating that the chamber was asking its members if they would be prepared to pledge a sum of money to ensure that the Christmas decorations in the town remained uniform and seasonal as well an an individual attraction to the town. The chamber would like to work with the town council to try and provide such displays as seen in Cullompton and Honiton in 2003. The chamber was considering asking local schools to get involved in the festivities and book a slot on one of the three Saturdays leading up to Christmas to sing carols and provide a seasonal atmosphere for shoppers. It was agreed to welcome the chamber’s ideas as outlined in their letter, to point out that the town council had included £8,000 in its budget for Christmas lights for 2004 and that if a small illuminated tree was erected outside each shop or office in the town centre area it would greatly enhance the effect of the Christmas illuminations.
12693 DWELLING AT STABLE PLACE, EIGHT ACRE LANEWith reference to minute 12637 the clerk reported that the application to erect a replacement dwelling at Stable Place, Eight Acre Lane, Wellington, had been withdrawn. The report was noted.
12694 INCREASED CAR PARKING CHARGESWith reference to minute 12596 the clerk reported that the new car parking charges for Wellington came into force on 29th March 2004. The report was noted.

12695 TWINNING LINK ANNIVERSARIESWith reference to minute 12646 a letter was received from Wellington Twinning Association stating that it had decided to invite a delegation from Torres Vedras in Portugal to take part in the Immenstadt 20th anniversary celebrations in June 2004 as it was the 5th anniversary of the link with the Portuguese town. After some discussion it was agreed to invite a representative from Torres Vedras Town Council to attend the civic celebrations in June.
12696 FEDERATION OF SPORTS CLUBS NOTICEBOARDWith reference to minute 12657 there was considerable discussion about erecting a public noticeboard outside of Somerfield in Fore Street following a site meeting with representatives from the Federation of Wellington Sports Clubs and the county council on 4th March 2004. It was stated that a similar board to the existing double sided board would cost about £2,400, that the federation was prepared to meet half the cost for exclusive use of one side of the board and that positions in line with and at an angle to the existing board had been considered. Councillor Govier proposed, with Councillor Gill seconding, that a new board should be provided at an angle to the existing board with the town council meeting half the cost. Councillor Warren moved an amendment, with Councillor Byrne seconding, that the new board should be in line with the present board. The amendment was carried 3-2 but when it was put as a resolution it was defeated 6-3.
12697 SKATEBOARDING FACILITIES IN WELLINGTONWith reference to minute 12665 Councillor Milne reported that following a joint meeting with local skateboarders, the town council and Deane executive councillor for leisure, Councillor Mrs D. Bradley, on 22nd March 2004 a subsequent meeting with local skateboarders and Councillors Warren and Milne had been held on 26th March to discuss possible equipment. It was stated that the Deane had £17,000 for the provision of new skateboarding facilities. At the meeting with the Deane both the local skateboarders and the town council had been unanimous in stating that these new facilities should be provided by the sports centre on the hard-surfaced (tarmac) area where the previous skateboarding equipment had been provided. The local skateboarders had suggested equipment which they thought would be most beneficial and the cost of this and a quote of £18,300 plus VAT had been obtained from Nulite Leisure, of Highbridge, who had visited the site with Councillor Milne and a local skateboarder. The equipment was a special quarter pipe, a pyramid and bauer box, a launch box and bauer box, a special bank and a drop rail. The equipment was exactly what the skaters wanted. Standing orders were suspended to allow skateboarders to address councillors and they confirmed Councillor Milne’s remarks. After some discussion, Councillor Mitton proposed, with Councillor Govier seconding, that Taunton DBC should be told that the town council supported these proposals and would meet the difference between the £17,000 the Deane had and the £18,300 cost of the Nulite quote. This proposal was carried. There was no seconder for a proposal by Councillor Gill that the town council should offer to match the Deane’s £17,000 so that even more equipment could be provided for skateboarding.
12698 STATE OF BULFORD FOOTWAY NEAR COTTAGE HOSPITALWith reference to minute 12664 the clerk reported that the defective section of the Bulford footpath between the Cottage Hospital and Wellington School Science Block entrance had been surfaced with new tarmac. The report was noted.2003

12699 CONDITION OF PUBLIC OPEN SPACE AT SWAINSWith reference to minute 12651 the clerk reported that Taunton DBC had met the developers Persimmon Homes on site and had asked for urgent repairs to be carried out to gates, fencing, loose chains and to fill in holes in the public open space to the west of the housing association homes at Blackberry Court. The gates to the play areas had been repaired and the holes filled in by the Deane DLO on behalf of the developers who had paid for the work. The report was noted.
12700 PARKING CHARGES FOR COURTLAND ROAD CAR PARK?A letter was received from Taunton DBC recalling that in the past the town council had expressed concern about the lack of lighting in the Courtland Road car park. It was felt there was merit in improving the lighting as suggested by the town council but to fund the improvements it seemed reasonable to introduce parking charges to bring the car park in line with similar car parking adjoining Vivary Park and Wilton Lands in Taunton. The town council was asked for its views on the idea before it was considered by the Deane’s Executive Committee. A letter from Wellington Federation of Sports Clubs expressed concern about the suggested introduction of parking charges. After some discussion it was agreed to inform Taunton DBC that the town council was against suggestion of introducing car parking charges.
12701 DELEGATED PLANNING SCHEMEA letter was received from Taunton DBC asking if the town council wished to continue with the delegated planning scheme for another two years to 31st March 2006. It was agreed to continue with the scheme for two years as suggested.
12702 WELLINGTON FIRST RESPONDERS GRANT REQUESTA letter, application form and accounts were received from Wellington First Responders asking the town council to consider making a grant of £500 towards the £3,500 cost of a second emergency response bag. The Responders eight volunteers worked in conjunction with the West Country Ambulance Service to provide a primary response aid to the local community in the event of a 999 emergency call. Councillor Govier proposed a grant of £500, seconded by Councillor Milne but an amendment by Councillor Mitton, seconded by Councillor Hindley, that a decision should be deferred pending more information about the treatment of Wellington patients was carried 8-5.
12703 SOMERSET RED ARROWS MAJORETTES GRANT REQUESTA letter, application form and accounts were received from Somerset Red Arrows Majorettes, of Wellington, asking the town council to consider making a grant of £2,100 for the purchase of new instruments. Councillor Gill proposed, with Councillor Hindley seconding, that an initial grant of £100 should be made and that the council should consider the request again after fund raising had been carried out by the Majorettes. An amendment by Councillor Govier, seconded by Councillor Wilson, that a decision should be deferred pending a meeting with the Majorettes about their future (only £1.11 in bank balances) and about fund raising was carried 8-4. Councillor Warren declared a personal interest and left the hall while this item was considered.

12704 FEDERATION OF SPORTS CLUBS GRANT REQUEST (continued) the estimated £3,550 costs of staging its planned Summer Spectacular on 30th August 2004. Councillor Warren proposed, with Councillor Gill seconding, that the council should meet a loss up to a maximum of £400 but an amendment by Councillor Byrne, seconded by Councillor Wilson, that a grant of £400 should be made was carried 6-5. Councillor Govier declared a personal interest and left the hall while this item was discussed.
12705 SPACE GRANT REQUESTAn application form and accounts were received from SPACE (Supporting Parents And Children Through Education) asking the town council to consider making a grant of £300 towards the £1,000 cost of new creche equipment. It was agreed to defer a decision pending more information. Councillor Govier declared a personal interest and left the hall while this item was discussed.
12706 CALAMITY JANE SHOW INVITATIONA letter was received from Wellington Operatic Society inviting the council chairman to be its guest at its forthcoming production of Calamity Jane at the Wellesley Theatre from Tuesday, 11th May to Saturday, 15th May 2004. Councillor Henley stated that he would attend on 11th May. Councillors were asked to inform the clerk if they wished to have tickets for the same evening.
12707 AFFECT OF WELLINGTON PLANS ON MILVERTONA letter was received from Milverton Traffic Action Group stating that the group felt that two possible developments in Wellington – the Longforth Farm Scheme and the relocation of Taunton Cattle Market to Chelston – would lead to increased through traffic in Milverton, particularly heavy vehicles and asking if these considerations had been addressed by the town council in considering both projects. During discussion involving Councillors Gill, Mitton, Byrne and Hindley, it was pointed out that both developments were bound to have some affect on Milverton but it was felt that the soon to be constructed bridge over the railway at Silk Mills, Taunton would reduce through traffic in Milverton. Standing orders were suspended to allow Mrs N. Little, MTAG chairman, to address councillors on the group’s concerns.
12708 ADDITION OF WESTFORD STREAM TO MAIN RIVER NEWWORKA letter and map were received from the Environment Agency stating there was a need to ensure a more integrated and consistent approach to managing flood risk and so it was proposed that all those watercourses that posed the greatest flooding risk to people and property would come under the jurisdiction of the Agency. The Westford Stream in Wellington was to be classed as a main river under the proposals. It was agreed to point out that the Westford Stream suffered from yearly silting problems which would need to be tackled annually.
12709 GOVERNOR OF WELLINGTON SCHOOLA letter was received from Wellington School stating that the four year term of office of Councillor Warren as the council’s nominated governor of Wellington School expired in September 2004 and asking the council to nominate a representative to serve after September. It was agreed to appoint Councillor Warren.

12710 LICENSING APPLICATION FOR CELLAR BARNotice was received of the application for the granting of a justices licence for The Cellar Bar, 21 High Street, Wellington, to Mr Ashley Thomas Huggett, the application to be heard on 13th April 2004. It was noted.
12711 LICENSING APPLICATION FOR PICCADILLY SERVICE STATIONNotice was received of the application for the granting of a new provisional off-licence for Piccadilly Service Station, Chelston, near Wellington to Mr Peter Lloyd, the application to be heard on 13th April 2004. It was noted.
12712 GREENSPACE FORUMA letter was received from Taunton DBC about the suggested setting up of a Greenspace Forum for Wellington following a meeting involving the town and Deane councils and local sports clubs about green spaces strategy and sports pitch issues held on 3rd March 2004 when Wellington sports pitch assessment key findings and Wellington Playing Field/Recreation Ground vision details had been presented. The town council was asked if any of its members were interested in joining the forum. Councillors Byrne, Govier and Warren expressed an interest and it was also agreed to suggest that there should be representatives from various sports clubs on the forum.
12713 FLOWERS FOR LOCAL WAR GRAVESA letter was received from the Wellington branch of the Royal British Legion asking if the town council would continue to meet the annual £150 cost of providing flowers for local war graves. It was agreed to meet the cost of £150 for 2004-05.
12714 WELLINGTON ECONOMIC PARTNERSHIPWith reference to minute 12670 no additional items were suggested for the agenda for the next meeting of Wellington Economic Partnership on Monday, 19th April 2004 at 6pm.

12717 COUNCIL INCOME/EXPENDITURE TO 31ST MARCH 2004A report was received from the clerk showing that the council’s income for the period from 1st April 2003 to 31st March 2004 was £85,991 (£86,078 estimated for the full year to 31st March 2004) and that expenditure for the same period was £100,393 (£104,720 estimated for the full year to 31st March 2004). The report was noted.
12718 ACCOUNTS FOR PAYMENTOn the proposition of Councillor Bowrah, seconded by Councillor Gill, it was agreed to pay the following accounts and to authorise the signing of the following cheques: L.J. Tubb £1,095 for painting council chamber and clerk’s office; Taunton Deane Borough Council £750 for museum rent from 1st October 2003 to 30th June 2004; MrA. 12680 PUBLIC PARTICIPATION TIME: WELLINGTON IN BLOOMDuring public participation time Mrs Isabel Ward, the chairman of Wellington in Bloom Committee, invited councillors to the launch of this year’s competition on 29th April 2004 when a visit was being made to the Frank Rowe Nursery at Chelston near the Blackbird Inn. She asked for an update on progress over development at Cornhill and the former discount stores in High Street, and the proposed new toilets at the North Street car park. It was agreed to contact Taunton DBC on these three points. She also stated that Mantle Street pavement became a race track when pupils came out of Court Fields School and cycled quickly along the footway, pushing pedestrians off the pavement. It was quite dangerous walking from the town centre. Sgt Caburn replied that he would arrange for his officers to pay attention to the problem and also speak to the head of the school.

12682 LONGFORTH FARM SCHEME AND NORTHERN RELIEF ROADWith reference to minute 12647 consideration was given over what action to take following the decision of Taunton DBC to delete the Longforth Farm and Northern Relief Road Scheme from the Taunton Deane Local Plan and not to challenge the recommendation of the inspector who conducted the public inquiry into the plan and who recommended that the Longforth Farm and Northern Relief Road Scheme should be deleted. It was reported that Taunton DBC was proposing to include 250 homes at Cades Farm, Wellington in the Local Plan in place of the deleted 500 dwellings at Longforth Farm. The clerk reported that Taunton DBC had decided to accept the inspector’s recommendation after legal advice from counsel that it did not have sufficient grounds to challenge the inspector’s decision but had refused to let the town council see a copy of that legal advice. After a long discussion it was agreed to seek a special meeting with Taunton DBC to see how possibly to take Longforth Farm and Northern Relief Road Scheme forward in the future, to ask the county council to carry out a survey of HGVs through the town centre and to seek the advice of the National Association of Local Councils on possibly challenging and fighting the inspector’s recommendation.
12683 CAR PARKING PROBLEMS IN HOWARD ROADCouncillor Govier reported that parking problems had occurred recently in Howard Road with cars parking on Howard Green, causing some damage, and also parking close to bends, creating a nuisance as well as a danger to other motorists. On his suggestion it was agreed to ask Taunton DBC to provide parking bays which would also help to ensure there was sufficient room for emergency vehicles such as fire engines and ambulances.
12684 LACK OF WHITE LINES AT DOBREE PARK ESTATECouncillor Govier reported that he had received complaints that the lack of white lines at various junctions on the Dobree Park housing estate, Rockwell Green, was causing danger for motorists. The estate had not yet been adopted by the county council. It was agreed to ask the county council to get the road adopted as soon as possible and to put down the necessary white lines.
12685 CLEANING OF COURT DRIVE FOOTPATHCouncillor Horsman reported that concerns had been expressed about the condition of the footpath from Court Drive to Blackpath between Popham House and Grooms Orchard. It was agreed to ask the county council to tidy the path.
12686 COMMUNITY SPEEDWATCH SCHEMECouncillor Horsman asked for a comprehensive update on the community speedwatch scheme promoted by the council. It was agreed to put an item on the May agenda.
12687 STATE OF MANTLE STREET PAVEMENTCouncillor Horsman reported that he had received complaints from the public about the state of the pavement on the north side of Mantle Street from the Court Drive entrance to Luson surgery. It was agreed to ask the county council to carry out the necessary repairs.

12688 OVERHANGING TREES AT COURT FIELDS SCHOOL (continuedGrooms Orchard bungalows for the disabled that their rear gardens suffered a considerable loss of light due to the tall trees in the grounds of Court Fields Community School on its Blackpath perimeter. It was agreed to write to the county council and the Governors of Court Fields School asking for the trees to be lopped sufficiently to prevent the blocking of sunlight to the residents’ rear gardens. The clerk reported that a similar request had been made to the county council last month when the town council considered a planning application for the erection of new classrooms at Court Fields School adjacent to Blackpath.
12689 BAKERS LANE TRAFFIC CALMINGWith reference to minute 12643 the clerk reported that it was not illegal for cars to park on the traffic calming cushions but if it was felt there was a real problem then the county council would consider putting down short sections of yellow lines to ban parking. The report was noted.
12690 PROVISION OF DROPPED KERBSWith reference to minute 12668 the clerk reported that the provision of dropped kerbs for Kitts-Swains Lane, Oakfield Park-Hoyles road and Beech Hill-Sylvan Road would be added to the county council’s list for next year. The report was noted.
12691 FUTURE FUNDING OF PARISH PLAY FACILITIESWith reference to minute 12664 the clerk reported that the date when the percentage of grant paid by Taunton DBC towards the cost of parish play facilities would change from 85% to 33% was 1st April 2005. The report was noted.
12692 CHRISTMAS ILLUMINATIONSWith reference to minute 12605 a letter was received from Wellington Chamber of Trade and Commerce stating that the chamber was asking its members if they would be prepared to pledge a sum of money to ensure that the Christmas decorations in the town remained uniform and seasonal as well an an individual attraction to the town. The chamber would like to work with the town council to try and provide such displays as seen in Cullompton and Honiton in 2003. The chamber was considering asking local schools to get involved in the festivities and book a slot on one of the three Saturdays leading up to Christmas to sing carols and provide a seasonal atmosphere for shoppers. It was agreed to welcome the chamber’s ideas as outlined in their letter, to point out that the town council had included £8,000 in its budget for Christmas lights for 2004 and that if a small illuminated tree was erected outside each shop or office in the town centre area it would greatly enhance the effect of the Christmas illuminations.
12693 DWELLING AT STABLE PLACE, EIGHT ACRE LANEWith reference to minute 12637 the clerk reported that the application to erect a replacement dwelling at Stable Place, Eight Acre Lane, Wellington, had been withdrawn. The report was noted.

12695 TWINNING LINK ANNIVERSARIESWith reference to minute 12646 a letter was received from Wellington Twinning Association stating that it had decided to invite a delegation from Torres Vedras in Portugal to take part in the Immenstadt 20th anniversary celebrations in June 2004 as it was the 5th anniversary of the link with the Portuguese town. After some discussion it was agreed to invite a representative from Torres Vedras Town Council to attend the civic celebrations in June.
12696 FEDERATION OF SPORTS CLUBS NOTICEBOARDWith reference to minute 12657 there was considerable discussion about erecting a public noticeboard outside of Somerfield in Fore Street following a site meeting with representatives from the Federation of Wellington Sports Clubs and the county council on 4th March 2004. It was stated that a similar board to the existing double sided board would cost about £2,400, that the federation was prepared to meet half the cost for exclusive use of one side of the board and that positions in line with and at an angle to the existing board had been considered. Councillor Govier proposed, with Councillor Gill seconding, that a new board should be provided at an angle to the existing board with the town council meeting half the cost. Councillor Warren moved an amendment, with Councillor Byrne seconding, that the new board should be in line with the present board. The amendment was carried 3-2 but when it was put as a resolution it was defeated 6-3.
12697 SKATEBOARDING FACILITIES IN WELLINGTONWith reference to minute 12665 Councillor Milne reported that following a joint meeting with local skateboarders, the town council and Deane executive councillor for leisure, Councillor Mrs D. Bradley, on 22nd March 2004 a subsequent meeting with local skateboarders and Councillors Warren and Milne had been held on 26th March to discuss possible equipment. It was stated that the Deane had £17,000 for the provision of new skateboarding facilities. At the meeting with the Deane both the local skateboarders and the town council had been unanimous in stating that these new facilities should be provided by the sports centre on the hard-surfaced (tarmac) area where the previous skateboarding equipment had been provided. The local skateboarders had suggested equipment which they thought would be most beneficial and the cost of this and a quote of £18,300 plus VAT had been obtained from Nulite Leisure, of Highbridge, who had visited the site with Councillor Milne and a local skateboarder. The equipment was a special quarter pipe, a pyramid and bauer box, a launch box and bauer box, a special bank and a drop rail. The equipment was exactly what the skaters wanted. Standing orders were suspended to allow skateboarders to address councillors and they confirmed Councillor Milne’s remarks. After some discussion, Councillor Mitton proposed, with Councillor Govier seconding, that Taunton DBC should be told that the town council supported these proposals and would meet the difference between the £17,000 the Deane had and the £18,300 cost of the Nulite quote. This proposal was carried. There was no seconder for a proposal by Councillor Gill that the town council should offer to match the Deane’s £17,000 so that even more equipment could be provided for skateboarding.
12698 STATE OF BULFORD FOOTWAY NEAR COTTAGE HOSPITALWith reference to minute 12664 the clerk reported that the defective section of the Bulford footpath between the Cottage Hospital and Wellington School Science Block entrance had been surfaced with new tarmac. The report was noted.2003

12699 CONDITION OF PUBLIC OPEN SPACE AT SWAINSWith reference to minute 12651 the clerk reported that Taunton DBC had met the developers Persimmon Homes on site and had asked for urgent repairs to be carried out to gates, fencing, loose chains and to fill in holes in the public open space to the west of the housing association homes at Blackberry Court. The gates to the play areas had been repaired and the holes filled in by the Deane DLO on behalf of the developers who had paid for the work. The report was noted.
12700 PARKING CHARGES FOR COURTLAND ROAD CAR PARK?A letter was received from Taunton DBC recalling that in the past the town council had expressed concern about the lack of lighting in the Courtland Road car park. It was felt there was merit in improving the lighting as suggested by the town council but to fund the improvements it seemed reasonable to introduce parking charges to bring the car park in line with similar car parking adjoining Vivary Park and Wilton Lands in Taunton. The town council was asked for its views on the idea before it was considered by the Deane’s Executive Committee. A letter from Wellington Federation of Sports Clubs expressed concern about the suggested introduction of parking charges. After some discussion it was agreed to inform Taunton DBC that the town council was against suggestion of introducing car parking charges.
12701 DELEGATED PLANNING SCHEMEA letter was received from Taunton DBC asking if the town council wished to continue with the delegated planning scheme for another two years to 31st March 2006. It was agreed to continue with the scheme for two years as suggested.
12702 WELLINGTON FIRST RESPONDERS GRANT REQUESTA letter, application form and accounts were received from Wellington First Responders asking the town council to consider making a grant of £500 towards the £3,500 cost of a second emergency response bag. The Responders eight volunteers worked in conjunction with the West Country Ambulance Service to provide a primary response aid to the local community in the event of a 999 emergency call. Councillor Govier proposed a grant of £500, seconded by Councillor Milne but an amendment by Councillor Mitton, seconded by Councillor Hindley, that a decision should be deferred pending more information about the treatment of Wellington patients was carried 8-5.
12703 SOMERSET RED ARROWS MAJORETTES GRANT REQUESTA letter, application form and accounts were received from Somerset Red Arrows Majorettes, of Wellington, asking the town council to consider making a grant of £2,100 for the purchase of new instruments. Councillor Gill proposed, with Councillor Hindley seconding, that an initial grant of £100 should be made and that the council should consider the request again after fund raising had been carried out by the Majorettes. An amendment by Councillor Govier, seconded by Councillor Wilson, that a decision should be deferred pending a meeting with the Majorettes about their future (only £1.11 in bank balances) and about fund raising was carried 8-4. Councillor Warren declared a personal interest and left the hall while this item was considered.

12705 SPACE GRANT REQUESTAn application form and accounts were received from SPACE (Supporting Parents And Children Through Education) asking the town council to consider making a grant of £300 towards the £1,000 cost of new creche equipment. It was agreed to defer a decision pending more information. Councillor Govier declared a personal interest and left the hall while this item was discussed.
12706 CALAMITY JANE SHOW INVITATIONA letter was received from Wellington Operatic Society inviting the council chairman to be its guest at its forthcoming production of Calamity Jane at the Wellesley Theatre from Tuesday, 11th May to Saturday, 15th May 2004. Councillor Henley stated that he would attend on 11th May. Councillors were asked to inform the clerk if they wished to have tickets for the same evening.
12707 AFFECT OF WELLINGTON PLANS ON MILVERTONA letter was received from Milverton Traffic Action Group stating that the group felt that two possible developments in Wellington – the Longforth Farm Scheme and the relocation of Taunton Cattle Market to Chelston – would lead to increased through traffic in Milverton, particularly heavy vehicles and asking if these considerations had been addressed by the town council in considering both projects. During discussion involving Councillors Gill, Mitton, Byrne and Hindley, it was pointed out that both developments were bound to have some affect on Milverton but it was felt that the soon to be constructed bridge over the railway at Silk Mills, Taunton would reduce through traffic in Milverton. Standing orders were suspended to allow Mrs N. Little, MTAG chairman, to address councillors on the group’s concerns.
12708 ADDITION OF WESTFORD STREAM TO MAIN RIVER NEWWORKA letter and map were received from the Environment Agency stating there was a need to ensure a more integrated and consistent approach to managing flood risk and so it was proposed that all those watercourses that posed the greatest flooding risk to people and property would come under the jurisdiction of the Agency. The Westford Stream in Wellington was to be classed as a main river under the proposals. It was agreed to point out that the Westford Stream suffered from yearly silting problems which would need to be tackled annually.
12709 GOVERNOR OF WELLINGTON SCHOOLA letter was received from Wellington School stating that the four year term of office of Councillor Warren as the council’s nominated governor of Wellington School expired in September 2004 and asking the council to nominate a representative to serve after September. It was agreed to appoint Councillor Warren.

12712 GREENSPACE FORUMA letter was received from Taunton DBC about the suggested setting up of a Greenspace Forum for Wellington following a meeting involving the town and Deane councils and local sports clubs about green spaces strategy and sports pitch issues held on 3rd March 2004 when Wellington sports pitch assessment key findings and Wellington Playing Field/Recreation Ground vision details had been presented. The town council was asked if any of its members were interested in joining the forum. Councillors Byrne, Govier and Warren expressed an interest and it was also agreed to suggest that there should be representatives from various sports clubs on the forum.
12713 FLOWERS FOR LOCAL WAR GRAVESA letter was received from the Wellington branch of the Royal British Legion asking if the town council would continue to meet the annual £150 cost of providing flowers for local war graves. It was agreed to meet the cost of £150 for 2004-05.
