Minutes of the 99th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 6th June 2005 at 6pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillors Mrs V. Byrne, Mrs G. Copley, Mrs V. Stock-Williams, who arrived at 6.05pm, Mrs N. Wilson, Councillors P. Critchard, A. Govier, A. Horsman, R. Henley, G. James, S. Palmer and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager Mr J. Hamer. There were apologies from Councillors C. Hindley, D. Mitton and Mrs K. Biscoe. There were 5 members of the public present.
13324 SOMERFIELD STORE APPLICATION DEFERREDWith reference to minute 13250 consideration was again given to the application by Somerfield Stores Ltd for the erection of a supermarket (2,187sq.m) and retail unit with first floor offices with associated car parking and servicing, 38-46 High Street, Wellington together with land to rear between High Street and Scotts Lane, formation of a new access to High Street (43/2004/141) and the demolition of Kwiksave Store, 38-40 High Street, Wellington and buildings to rear of 38-40 High Street, Wellington (43/2004/142CA). Members received copies of letters of objection sent to Taunton DBC by adjoining residents Mr and Mrs P. Hawkings, of 48 High Street, and Mr and Mrs P. Radford, of 2 Orchard Villas. Mr Hamer reported that he had just received a copy of the 18 pages of comments from the highway authority to the applicants’ highway agents/consultants. Basically there were no objections in principle to the development but there were some issues still to be sorted out, including the possibility of a traffic “rat run” from Scotts Lane to High Street. The county felt the proposed lockable bollards to prevent such a rat run could be damaged or removed. The county wanted fixed permanent bollards. There were also issues about the traffic lights at the High Street junction, the timing of the lights, the provision of dropped kerbs and access to premises of adjoining residents. The county also wanted off-site traffic calming measures in Sylvan Road. He was hoping to arrange a meeting the following week between the applicants, the highway authority and Taunton DBC to try to sort out these various issues. It was likely to be considered by the Deane on Wednesday, 6th July. It was agreed to defer a decision on the plan until the July council meeting, the sixth month in a row that the application had been deferred. Mr Hamer was asked to take up the residents’ comments with the developers. It was agreed to write to the developers about their delay in responding to the issues raised by residents and by the county highways. Standing orders were suspended to allow Mr Radford and Mrs Hawkings to speak.
13325 CHANGE OF USE AND CONVERSION OF 52 HIGH STREETWith reference to minute 132152 consideration was again given to an application for the change of use and conversion of a retail unit (furniture shop) and one dwelling to 7 flats at 52 High Street, Wellington (43/2005/030 and 43/2005/037LB). It was agreed to defer the application pending the receipt of the report of the conservation officer.
13326 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Change of use from auction house to retail at Clifton House, Mantle Street, Wellington (43/2005/056); (b) Application to carry out tree works to one horse chestnut tree and two sycamore trees included in Taunton Deane Borough (Wellington No.2) Tree Preservation Order 1997 to the rear of 37 Walkers Gate, Wellington (43/2005/059T); (c) Insertion of Helifex bow ties to side wall of house at 49 High Street, Wellington (43/2005/060LB).2144

13326 COMMENTS TO TAUNTON DBC ON PLANS (continued)It was agreed to inform Taunton DBC that the town council was opposed to the following plans: (a) Erection of a dwelling on land adjacent to 28 Longforth Road, Wellington (43/2005/055) because it is over-development on a cramped site and will cause over-looking and loss of privacy for neighbours. A letter of objection was received from Mrs P. Corner, of 20 Howard Road, Wellington. (b) Erection of a dwelling on land adjacent to Oakleigh, Pyles Thorne Road, Wellington (43/2005/066) because it is over-development of a small site and the proposed dwelling is too big for such a small site.
13327 DEFERRED PLAN: 81 ROCKWELL GREENIt was agreed to defer making comments on an application for external alterations, including insertion of Velux window and re-rendering of west wall, 81 Rockwell Green, Wellington (43/2005/060LB) until the views of the conservation officer had been received.
