Minutes of the 94th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 10th January 2005 at 6pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillors Mrs V. Byrne, who arrived at 6.27pm, Mrs V. Stock-Williams, Mrs N. Wilson, Councillors A. Govier, R. Henley, C. Hindley, G. James, D Mitton, and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager, Mr J. Hamer. There were apologies from Councillors D. Gill, P. Critchard and A. Horsman. There were 10 members of the public present.
13096 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Erection of signage on building at Somerset Wildlife Trust, Tonedale Mill, Wellington (43/2004/158LB); (b) Demolition of building at 79 Rockwell Green (outbuilding to 81 Rockwell Green) and erection of two storey building to be used as garaging/workshop with first floor annexe living accommodation over to be used ancillary to 81 Rockwell Green, Wellington (43/2004/159 & 43/2004/162LB: providing there is no undue overlooking or loss of privacy); (c) Change of use of annexe to separate dwelling, 67a High Street, Wellington (43/2004/154: providing there is no undue overlooking. A letter was received from Mr A. Sartain, of Church Lodge, Church Green, expressing concern at the 2metre height of a proposed surrounding patio wall); (d) Demolition of shop and erection of dwelling at 126 Rockwell Green, Wellington (43/2004/153: providing there is no undue overlooking). It was agreed to inform Taunton DBC that the town council was opposed to the following plans: (a) Erection of new dwelling on land to rear of 31 Blackmoor Road, Wellington (43/2004/166: because it is over-development of a tight site, will cause overlooking and loss of privacy and result in an inadequate provision of amenity area for the proposed dwelling); (b) Removal of condition 02 attached to planning permission 43/2004/107, The Wheelhouse, Linden, Westford, Wellington (43/2004/156: it is felt that the condition should remain in force as it was only imposed a few weeks ago. A letter of objection was received from C.L. Jones and A.J. Waterman-Smith, of The Old Stables, Linden Hill on the grounds that they felt the condition was necessary to deal with traffic problems. Standing orders were suspended to allow Mrs Jones to address councillors); (c) Erection of bungalow on land adjacent to 28 Longforth Road, Wellington (43/2004/156: because it is over-development of a tight site, will cause overlooking and loss of privacy, unacceptable loss of amenity for No. 28, is out of character, and will result in dangerous traffic movements because vehicles will have to reverse out into a busy main road from the proposed parking area. A letter of objection was received from Mrs P. Corner, of 20 Howard Road, Wellington on the grounds of overlooking and loss of privacy and a detrimental impact on her property. Standing orders were suspended to allow Mrs Corner to address councillors).
13097 SOMERFIELD STORE APPLICATION DEFERREDWith reference to minute 13006 consideration was given to the application by Somerfield Stores Ltd for the erection of a supermarket (2,187sq.m) and retail unit with first floor offices with associated car parking and servicing, 38-46 High Street, Wellington together with land to rear between High Street and Scotts Lane, formation of a new access to High Street (43/2004/141) and demolition of Kwiksave Store, 38-40 High Street, Wellington and buildings to rear of 38 and 40 High Street, Wellington (43/2004/142CA). Councillors received copies of letters sent by Mr Hamer to the 2090

13097 SOMERFIELD STORE APPLICATION DEFERRED (continued)architects for the applicants asking for comments on objections by various residents and Taunton DBC conservation officer as well as concerns by the police over car parking proposals and the environmental health officer. Mr Hamer stated that the comments of county highways were also awaited. The Deane’s conservation officer was against the proposed demolition of 36-38 High Street (the old discount stores). There were also concerns about the design and layout of the proposals. In response to the first of his letters, the applicants had replied that the agreements with the owners of Orchard Villas, High Street would be honoured, although it was not strictly a planning issue, and that the pedestrian access at Mill Walk would only be for the residents of Mill Walk and would not be a public right of way. In his second letter of 20th December 2004 he had suggested that the applications should be withdrawn – in view of the concerns expressed in both of his letters – so that further submissions and amended proposals could be prepared. Otherwise he anticipated that the applications would be reported to Taunton DBC Planning Committee with recommendations for refusal. It was agreed to defer consideration of the plans until the next town council planning meeting.
