Minutes of the 92nd planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 1st November 2004 at 6pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillors Mrs V. Byrne, Mrs V. Stock-Williams, Councillors P. Critchard, D. Gill, who arrived at 6.54pm, A. Govier, C. Hindley, A. Horsman, G. James, D Mitton, and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager, Mr J. Hamer. There were apologies from Councillors C. Biscoe, R. Henley and N. Wilson. There were 16 members of the public present.
13003 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Erection of dwelling on land adjacent to 2 Oakleigh, Pyles Thorne Road, Wellington (43/2004/072: subject to a condition restricting the dwelling to a chalet bungalow; (b) erection of building for employment use (B1, B2 and B8 uses) and provision of parking area at Unit 18, Rylands Farm Industrial Estate, Bagley Road, Wellington (43/2004/138: subject to conditions over noise levels and hours of work, landscaping and colour scheme so that the building is in keeping with existing buildings. A letter was received from Mrs B. Baker about hours of work, colour scheme and drainage. Standing orders were suspended to allow Mrs D. Land and Mrs J. Goss to speak about hours of work, noise levels, landscaping and colour scheme. Councillor Govier declared an interest and left the hall while this item was considered); (c) change of use from residential/holiday use to occasional holiday/ meeting/wedding use, The Big House (Tonedale House), Tonedale, Wellington, as amended by letter dated 29th September 2004 (43/2004/127: subject to the provision of adequate parking); (d) conversion of outbuilding to three units of holiday accommodation and demolition of lean-to structure, Westford House, Westford, Wellington (43/2004/128 & 43/2004/129LB: renewal of 43/99/086 & 43/99/087LB); (e) installation of ATM and display of internally illuminated fascia at Barclays Bank, 26 Fore Street, Wellington (43/2004/139 and 43/2004/140A: Councillor Wilson declared an interest and left the hall while this item was discussed); (f) Erection of a dwelling on land to west of 22 Howard Road, Wellington (43/2004/133: outline permission); (g) demolition of existing building, erection of retail A1 food store comprising approximately 2,580 sq.m. gross internal floor area with associated parking, servicing and landscaping served by an improved access off Bulford and new pedestrian access via Fore Street, Wellington Medical Centre and Bulford car park, Bulford, Wellington (43/2004/131: renewal); (h) application to carry out tree work to one robina tree and two lime trees included in Taunton Deane Borough (Wellington No. 3) Tree Preservation Order 1997 at Linden House Nursing Home, Wellington (43/2004/124T: subject to the Deane’s tree officer agreeing that the work is necessary. It was agreed to inform Taunton DBC that the town council was opposed to the following plans: (a) Retention of upvc double glazed windows and door, Flat 4, 12 High Street, Wellington (43/2004/135LB: because it is felt that traditional timber window frames should be used); (b) change of use to ground floor and basement from retail Al to estate agency and surveyor’s office, 3 Fore Street, Wellington (43/2004/134: because it is felt that the loss of a retail shop in such a prime shopping area will be detrimental to the vitality of the town. There were letters of objection from Wellington Chamber of Commerce and Mr D. Croughton); (c) Conversion of skittle alley to form 5 guest bedrooms, The Weavers Arms, Rockwell Green, Wellington (43/2004/126: because it is felt the loss of a skittle alley will be detrimental to local amenities and the social structure of Rockwell Green).

13004 DEFERRED PLAN: THE WHEELHOUSE, LINDEN, WELLINGTONFurther consideration was given to the application for the change of use of a dwelling with bed and breakfast and ancillary holiday let to adult care home, extensions to dwelling and use of outbuildings as ancillary to care home, The Wheelhouse, Linden, Westford, Wellington (43/2004/107). It was reported that when the town council had originally considered the plan at its meeting on 7th September 2004 it had decided it was in favour subject to no objections being made by neighbours. Since that meeting objections had been received from four neighbours and so the town council had been asked to give the application further consideration in the light of these objections. Letters of objection were received from Mr A. Waterman-Smith and Carol Jones, of The Old Stables, Linden Hill; Mr R. Alexander, of Coach House, Linden Hill; Mr and Mrs M.G. Withers, of Linden Lodge, Linden Hill. A letter of concern was also received from Mrs S. Joyce, of Linden House Nursing Home, Linden Hill. The objections and concerns were on the grounds of increased traffic, poor access, inadequate drainage/sewage and water supplies. Standing orders were suspended to allow the objectors and the applicants to address councillors. Mr Hamer stated that there were still issues regarding traffic and sewage disposal to be sorted out. After some discussion it was agreed to defer making a recommendation to Taunton DBC until the traffic and drainage issues had been resolved and to strongly urge Taunton DBC to also defer a decision until the traffic and sewage disposal issues had been satisfactorily sorted out.

13005 BUILDERS MERCHANTS AT BAGLEY GREEN, WELLINGTONConsideration was given to a letter and an amended plan from Taunton DBC for a revised colour scheme for the erection of sales and storage warehouse (builders merchants) with first floor offices, storage yard, access, landscaping and external lighting at former Lincott Nursery, Bagley Green, Wellington (43/2003/029). It was stated that the developers were unable to agree to the town council’s suggested use of a darker shade of red for the external colour as they wanted to keep their national corporate colour of poppy red but were prepared accept a limitation on the use of the red with the first floor clerestory strip being changed to albatross grey. Standing orders were suspended to allow local residents Mrs D. Land and Mrs J. Goss to speak. After some discussion it was agreed to inform Taunton DBC that the town council was in favour of the revised colour scheme. Councillor Govier declared an interest and left the hall while this item was considered.
13006 NEW SOMERFIELD STOREIt was reported that plans had been received for demolishing the Kwiksave Store and the erection of a new, much larger Somerfield Store at the rear of 38-46 High Street, Wellington (43/2004/141 and 43/2004/142CA). It was stated that the town council would give detailed consideration to the plans when various reports were available.
