Minutes of the 90th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 6th September 2004 at 6pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillors Mrs V. Byrne, Mrs V. Stock-Williams, Mr N. Wilson, who arrived at 6.15pm, Councillors A. Govier, R. Henley, who arrived at 6.15pm, A. Horsman, who arrived at 6.10pm, G. James, and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager, Mr J. Hamer. There were apologies from Councillors K. Biscoe, P. Critchard, D. Gill, C. Hindley, A. Milne and D. Mitton. There were 4 members of the public present.12909 REFUSED PLANNING APPLICATIONThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to refuse planning permission for the following application: (A) Erection of first floor extension at 31 Richards Close, Wellington (43/2004/090: because the proposed extension is considered overbearing in relation to the adjoining property, thereby causing a loss of outlook, light and amenity to its occupiers to an unreasonable degree. As such the proposal is contrary to Taunton Deane Local Plan Revised Deposit Policies S1, S2 and H20. The planning officer Mr Hamer recommended refusal. There a letter of objection from Ms J. Jordan, of 33 Richards Close and a letter of concern from Mr S. Mitchell, of 29 Richards Close.12910 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Conversion of part of building to dwelling, demolition of part of building and erection of 3 dwellings, The Old School House, Crosslands, Wellington as amended by letter dated 27th August 2004 with amended drawings Nos 0414/006A and 007B (43/2004/106); (b) Installation of new organ at The Chapel, Wellington School, Wellington (43/2004/103LB: Councillor Warren declared an interest and left the hall while this item was considered); (c) Conversion of office/warehouse to form office accommodation involving erection of new internal studwork partitions and provision of new entrance door, Building 1, Tonedale Business Park, Tonedale Mill, Milverton Road, Wellington (43/2004/102LB); (d) Application to carry out tree works on 12 grey poplar trees included in Taunton Deane Borough (Wellington No 1) Tree Preservation Order 1993 east of Swains Lane, Wellington, and on 2 evergreen oak trees included in Taunton Deane Borough (Wellington No 1) Tree Preservation Order 1981 east of Swains Lane, Wellington (43/2004/104T: Councillor Warren and Councillor Govier declared an interest and left the hall while this item was considered); (e) Retention of pergola with clear Perspex roof at 5 Burgage, North Street, Wellington (43/2004/108); (f) Removal of front steps and installation of ramp in front lobby at Nat West Bank, 12 Fore Street, Wellington (43/2004/111 and 43/2004/112LB); (g) Change of use of dwelling with bed and breakfast and ancillary holiday let to adult care home, extensions to dwelling and use of outbuildings as ancillary to care home, The Wheelhouse, Linden, Westford, Wellington (43/2004/107: providing there are no adverse comments or objections from neighbours); (h) Retention of two storey extension at 93 Springfield Road , Wellington (amended scheme: 43/2004/109: providing there are no adverse comments or objections from neighbours). It was agreed to inform Taunton DBC that the town council was opposed to the following applications: (a) Application to fell two cupressus macrocarpa trees included in Taunton Deane Borough (Wellington No 2) Tree 2050

12910 COMMENTS TO TAUNTON DBC ON PLANS (continued)Preservation Order 1991 at 20 Elms Road, Wellington (43/2004/101T: because the trees are an important part of the amenity of the area. The town council feels that the trees should be lopped as necessary. Letters of objection to the felling were received from Mr G. King, of 8 Elms Road, Mr M. Broom, of 4 Elms Road and Mrs C. Swan, of 7 Blackmoor Road. A letter was also received from the applicants, Mr and Mrs F. Baker, detailing the reasons for their application); (b) Erection of public toilet block to replace existing, adjoining North Street car park, Wellington (43/2004/116: object to the inclusion of the canopy in the design as the canopy will lead to youths collecting and anti social behaviour problems). 12911 DEFERRED APPLICATION: 2 OAKLEIGH, PYLES THORNE ROADWith reference to minute 12865 it was agreed to again defer commenting on an application for the erection of a dwelling on land adjacent to 2 Oakleigh, Pyles Thorne Road, Wellington (43/2004/072) after Mr Hamer reported there were still on-going discussions to reconcile differences between the landscape and highways officers.
12912 DEFERRED APPLICATION: LAND OPPOSITE 1 FARTHINGS PITTSIt was agreed to defer making comments on a plan for residential development to provide 2 detached dwellings on land opposite 10 Farthings Pitts, Wellington, re-submission of application 43/2004/058 (43/2004/114) pending the views of neighbours who objected to the previous application to erect 3 dwellings on the site.
12913 AMENDED PLANS FOR BUILDERS MERCHANTS AT BAGLEYConsideration was given to amended plans for the erection of sales and storage warehouse with first floor offices, storage yard, access, landscaping and external lighting at former Lincot Nursery, Bagley Green, Wellington, as amended by letter dated 25th April 2003 with accompanying drawing No 0307/10A (43/2003/029). It was stated that the amendments increased the height of the security fencing from 1.8metres to 2.4metres and changed the previously approved colour of Aztec yellow to red. Standing orders were suspended to allow Mrs D. Land to speak. It was agreed to inform Taunton DBC that the town council was in favour of the amendments but would like to see the fence remain galvanised and would like to see a “darker” red used than that of the sample with the amended plans. Councillor Govier declared an interest and left the hall while this item was considered.
12914 PROPOSED WIND FARM AT HINKLEY POINTMembers received copies of letters from Mr and Mrs R. Barker, of 23 Elworthy Drive, Wellington asking the town council to support a proposed wind farm of 12 turbines on land near Hinkley Point Power Station and of the reply from the clerk (after consultation with the chairman) stating that the council only commented on plans outside its area if these were likely to affect Wellington in some way. The actions of the chairman and clerk were approved.
