Wellington Town Council planning minutes August 2004

Minutes of the 89th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 2nd August 2004 at 6pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillor Mrs V. Stock-Williams, Councillors P. Critchard, A. Govier, R. Henley, C. Hindley, A. Horsman, G. James, D. Mitton and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager, Mr J. Hamer. There were apologies from Councillors V. Byrne, D. Gill, A. Milne, and N. Wilson. There were 6 members of the public present.12863 APPROVED PLANNING APPLICATIONSThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to grant full planning permission to the following applications subject to the developments being started within five years of the date of this permission, to the external surfaces of the developments being of materials as shown on the plan hereby approved and to no other materials being used without the written consent of the local planning authority or, in default, by the Secretary of State for the Environment: (A) Erection of building to contain water treatment plan, Swallowfield House, Station Road, Wellington as amended by agents plans 2232-101 received 20th July 2004 (43/2004/085). Approval was subject to the following additional condition: “Before the use hereby permitted is commenced, the building shall be soundproofed in accordance with a scheme to be submitted to and aproved in writing by the Local Planning Authority.” Letters of objection were received from Mrs L. Bowrah and Mr P. Ellison on the grounds of noise and increased traffic flows. Members also received a copy of a letter sent to Holyoake Street residents by the company about the scheme. Councillor Bowrah declared an interest and left the hall before this item was considered, with Councillor Govier presiding for this item.
12864 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Demolition of existing buildings and erection of 6 houses and 6 flats and alteration to access and parking, Wardleworth House, Wardleworth Way, Wellington (43/2004/088: providing there is no undue overlooking or loss of privacy for neighbours); (b) Installation of bathroom and stud wall alterations at 19 and 21 Mantle Street, Wellington (43/2004/094LB); (c) Installation of communal satellite dish at 45 High Street, Wellington (43/2004/095LB). 12865 DEFERRED APPLICATION: 2 OAKLEIGH, PYLES THORNE ROADWith reference to minute 12792 it was agreed to again defer commenting on an application for the erection of a dwelling on land adjacent to 2 Oakleigh, Pyles Thorne Road, Wellington (43/2004/072) after Mr Hamer reported that there were on-going discussions to reconcile differences between the landscape and highways officers.
12866 COMMENTS TO SOMERSET COUNTY COUNCIL ON PLANSIt was agreed to inform Somerset County Council that the town council was in favour of the following plan: (a) Change of use from adult education service to office accommodation for council officers at 10 Courtland Road, Wellington (43/2004/091). Councillor Govier declared an interest as a member of the county council.

12867 SKATEBOARD PARK AT KINGS CHURCH, SYLVAN ROADLetters were received from Mr R.J. Parr, of 53 Buckwell, and Mrs M. Smith, of 54 Buckwell, complaining about the noise from the newly opened skateboard park at the Kings Church at the Blackdown Trading Estate (formerly Wellington Trading Estate) and asking if planning permission had been obtained for the skateboard park. An email was received from Taunton DBC West area planning manager, Mr J. Hamer, stating that the premises had the benefit of planning permission for a place of worship, community centre and storage and distribution of charitable goods. Because the use of part of the building for skateboarding would be within the same use class and the works were entirely within the building, his view was that planning permission was not needed. However he was seeking the views of the Deane’s solicitor to confirm that and would report back to the town council in due course. If planning permission was not needed and if noise was a problem for local residents, recourse would have to be made to the environmental health officer. It was stated that both letters had been sent to Taunton DBC. After some discussion it was agreed to send copies of the letters to the Kings Church and to ask for their comments.
