Minutes of the 93rd planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 6th December 2004 at 6pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillors Mrs V. Byrne, Mrs V. Stock-Williams, Mrs N. Wilson, who arrived at 6.10pm, Councillors P. Critchard, A. Govier, R. Henley, who arrived at 6.10pm, C. Hindley, A. Horsman, G. James, D Mitton, and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager, Mr J. Hamer. There was an apology from Councillor D. Gill. There were 2 members of the public present.
13054 REFUSED PLANNING APPLICATIONThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to refuse planning permission for the following application: (A) Erection of garage at 138 Barn Meads Road, Wellington (43/2004/145: because the proposed garage, by reason of its design, materials and external appearance is considered out of keeping with the present design and appearance of the area, likely to have an adverse effect on the street scene at this point and on the visual amenity of the neighbouring properties. Proposal is therefore contrary to Taunton Deane Local Plan policies S1 and S2. The planning officer, Mr J. Hamer recommended refusal).
13055 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Change of use of vehicular repair workshop to builders, timber and plumbers merchants, including storage and distribution, tool hire and ancillary retail sales, erection of single storey extension, Unit 7, Scotts Lane, Blackdown Business Park, Wellington (43/2004/144: Subject to hours of opening being 7.30am-5pm Monday to Friday, 8am-12noon Saturdays, and no noisy on-site activities between 11pm and 5am. The voting was 5-5 with the chairman giving his casting vote in favour. Mr Hamer reported that Taunton DBC was likely to approve the plan as although traffic was likely to increase there were no objections on traffic grounds from County Highways, it was already a trading estate, and noise limitation conditions had been suggested by the environmental health department. There were letters of objection from Mr and Mrs P. Hiles, of 75 Sylvan Road, and Mr M. Hiles, of 77 Sylvan Road on the grounds of increased traffic and noise. Standing orders were suspended to allow Mr and Mrs P. Hiles to address councillors about their objections).
13056 COMMENTS ON COUNTY COUNCIL PLANNING APPLICATIONSIt was agreed to inform Somerset County Council that the town council was in favour of the following plans: (a) Proposed siting of 2 steel storage containers at Court Fields Community School, Mantle Street, Wellington (43/2004/147). Councillor Govier declared an interest as a county councillor.
