Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday, 7th February 2005 at 7pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillors Mrs V. Byrne, Mrs G. Copley, Mrs V. Stock-Williams and Mrs N. Wilson, Councillors P. Critchard, A. Govier, R. Henley, C. Hindley, A. Horsman, G. James, D. Mitton, and E. Warren, and the clerk A. Brown. There was an apology from Councillor Mrs C. Biscoe. There were 4 members of the public present.
13126 DEATH OF COUNCILLOR DAVID GILL
Members and the public stood in silent memory of Councillor David Gill, who died on 20th January 2005. A letter of condolence was received from Police Inspector Mike Ashwin, who referred to Councillor Gill’s interest in policing matters and stated that he was sure Councillor Gill would be sadly missed within the council and the community of Wellington, a view echoed by many councillors.
13127 CHAIRMAN’S ANNOUNCEMENTS
There were no announcements by the chairman, Councillor R. Bowrah.
13128 NEW COUNCILLOR
The chairman welcomed Mrs G. Copley as a new town councillor following her co-option at a special council meeting on 18th January 2005.
13129 POLICE MATTERS
Sgt R. Caburn, reported that during January there had been 11 assaults (8 detected and people charged) with 4 on New Year’s Eve which had been drink related (most violence was drink related); 16 thefts; 1 burglary from a shed; 1 commercial burglary; 3 domestic burglaries – 1 in Wellington and 2 in the rural areas, 1 of which had been a distraction burglary from a 92 year old; 10 offences of criminal damage; 14 criminal damage offences involving motor vehicles; 4 thefts from vehicles which included 2 at Chelston Business Park. During the night of 29th/30th January wing mirrors had been kicked off/ripped off from cars parked on both sides of the road in Holyoake Street and the Gables. Previously cars on the south side of the town had been vandalised. The police were trying to do something about the problem but it was difficult to combat. He described it as the “Wellington Disease.” There was someone in the town who knew who was committing the offences and he appealed to them to get in touch with the police. Referrring to anti-social behaviour he said that 25 first warning letters had been sent to parents about their children’s behaviour. He was pleased that it had been necessary to send out only 7 second letters which were the next stage towards the serving of Acceptable Behaviour Contracts. Two ABCs had been signed up. If there were broken, then Anti-social Behaviour Orders were imposed. There were certain individuals causing problems and the police were restricting what they could do through the ABCs. There were a variety of responses from parents to the letters but he felt they were having some effect. The police were not trying to get the young people into court but trying to divert them from the problems they were causing and make their parents aware of their behaviour. He was meeting with Councillor Govier to discuss youth issues in the town. Referring to parking problems which had occurred in Champford Mews, he reported that he had had a meeting with Mr “Gus” Garrett who had been parking a number of cars in the cul-de-sac and he was hopeful that the problem would not be taking place any more. He also referred to the fatal helicopter crash which had occurred on the Blackdown Hills during the weekend of 22/23 January. He was thanked for his report and for attending.

13130 PUBLIC PARTICIPATION TIME: WELLINGTON IN BLOOM
Mrs Isobel Ward, the chairman of Wellington in Bloom Committee, invited members to the committee’s AGM at Bulford Centre on 24th February at 6pm. She also felt there was a need for litter bins to be more evenly spaced in Mantle Street. It was agreed to obtain a survey on litter bins in the town.
13132 PUBLIC PARTICIPATION TIME: WELLINGTON PARK
Mrs Pauline Sturgess, the chairman of Friends of Wellington Park, reported that new notices about the location of Wellington Park had been erected on the public town centre notice board and were available in the tourist office and library. The notices had been produced by Taunton DBC and had been produced as a number of people had complained that they did not know how to get to the park.
13133 MINUTES
The minutes of the council meetings held on 10th January and 18th January 2005, as previously circulated to councillors, were received, confirmed and signed as correct.
13134 BUDGET AND PRECEPT FOR 2005-06
A detailed report and budget (attached to these minutes) were received from the clerk recommending that the council should make a precept of £74,845 for 2005-06 which would mean an unchanged council tax of £16.50 for Band D properties for the sixth successive year. On the proposition of Councillor Horsman, seconded by Councillor James, it was agreed to accept the report and the budget with the addition of £3,000 for youth action programme (as suggested by Councillor Govier) which would reduce the balance at the end of March 2006 to £72,125. Thanks were expressed to the clerk for his work in preparing the budget.
13135 RACING PIGEONS AND CHICKENS AT BASINS ALLOTMENTS
The clerk reported that he had received requests from tenants to keep racing pigeons in a loft and chickens in a chicken ark at the council’s Basins allotments. He had consulted the 24 tenants: there had been 15 replies about the pigeons with 11 in favour and 4 against; there had been 14 replies about the chickens with 13 in favour and only 1 against. Objectors felt that both keeping chickens and pigeons would encourage vermin and that the pigeons would eat crops. Those in favour felt that daily visits to feed the pigeons and chickens would provide more security and reduce vandalism. Pigeon lofts were fairly common on allotments in the North of England. He recommended that both requests should be granted but that the point that good husbandry was essential to discourage vermin should be emphasised to both applicants. On the proposition of Councillor James, seconded by Councillor Hindley, it was agreed to approve both requests.
13136 CONGESTION PROBLEMS AT MILLSTREAM GARDENS
Letters and photographs were received from Mr S. Jones, of The Stables, Millstream Gardens, Wellington asking for the council to take action over the increasing traffic congestion problems caused by parking at Millstream Gardens. Councillors also received copies of letters sent to Somerset Highways on the parking problems and to Taunton DBC objecting to plans for the conversion of buildings at Tone Mill (43/2004/119) and change of use of Tonedale House (43/2004/127). Members also received a copy of a plan prepared by Mr Ian Titcombe (Somerset Highways), following a site meeting, suggesting that there should be a single yellow line on the left hand side of the road from the Milverton Road junction to the present car parking

area; a single yellow line on the right hand side of the road from the Milverton Road junction to Millstream Gardens junction; and a loading bay outside the post office pick-up with restrictions applying Monday to Friday 8am to 6pm. Standing orders were suspended to allow a Millstream Gardens resident, Mr S. Haskins to speak about the danger caused by speeding traffic. On the proposition of Councillor Govier, seconded by Councillor Hindley, it was agreed to ask Somerset Highways to introduce the yellow line restrictions and the loading bay as suggested by Mr Titcombe. It was also agreed to ask the owners of the Tone Mills business park, Courtleigh Developments, to request their tenants to park outside their properties and not on the access road leading to the business park.<>
13137 FUTURE GROWTH AT TAUNTON TO THE YEAR 2026
Councillors gave consideration to a consultation document from Somerset County Council about possible future growth in Taunton and the surrounding area to the year 2026 outlining various options. The document stated that the study was not looking at Taunton in isolation but was also considering possible future growth in towns such as Wellington and Bridgwater. On the proposition of Councillor Govier, seconded by Councillor Warren, it was agreed to reply that the town council strongly felt that the plan for the future of Taunton and its surrounding areas should include a northern relief road for Wellington which would not only remove heavy goods vehicles from the town centre and improve the environment but also provide housing, employment and recreational land on the Longforth Farm site which is vital to Wellington’s future development to enable the town to provide adequate services, shops and job opportunities for its residents as well as retaining its distinct character. Members also received a letter from Taunton DBC inviting the council to a special meeting at St Andrew’s Church Hall, Taunton on Thursday, 3rd March at 6pm to consider the Deane’s response to the consultation document.
13138 PRODUCTION OF NEW TOWN GUIDE
Consideration was given to the production of a new town guide. The clerk reported that the current guide had been produced in 2003. After some discussion it was agreed to produce a new guide in 2005. The clerk reported that it was hoped the cost would be covered by advertisements in the guide. Councillor Warren proposed, with Councillor Critchard seconding, that the guide should include names and addresses as in earlier guides (not the current guide) but the motion was defeated 8-5.
13139 CORN HILL IMPROVEMENTS
With reference to minute 13105 a letter was received from Rayglow Securities Ltd stating that it had appointed its own architect to draw up plans for the redevelopment of their Corn Hill property with the intention of submitting these to Taunton DBC later this year. Once the architect’s plans were in final draft form, Rayglow would be pleased to meet the working party to discuss the plans in more detail. The clerk reported that the working party had asked Somerset Highways for the current double yellow lines on the half-moon shaped area at the bottom of Corn Hill to be changed to a single yellow line and for a 30 minute waiting bay to be provided outside Kings Cycle shop. Members of the working party had visited the control room in Taunton to see the CCTV cameras in operation. The clerk further reported that following a site meeting, Mr Ian Titcombe (Somerset Highways) was happy for the present double yellow lines to be replaced with a single yellow line but did not favour the 30 minute waiting bay as he felt it would cause delivery problems and result in vehicles having

to reverse out into the main road. A letter was also received from Mr Dennis King stating that Corn Hill traders would like the single yellow line restriction to be Monday to Friday (8am to 4pm) and would also like the parking bay outside Kings Cycles. After some discussion Councillor Mitton proposed, with Councillor James seconding, that the council should ask Somerset Highways for a single yellow restriction (Monday to Friday 8am to 4pm) but should not pursue the suggested single parking bay. This was agreed.
13140 CHRISTMAS LIGHTS
With reference to minute 13064 the clerk reported that a donation of £100 had been received from Swallowfield plc for the town’s Christmas lights and that a letter of thanks had been sent. The report was noted.
13141 TAUNTON CAB COMPUTER GRANT REQUEST
With reference to minute 13064 a letter of thanks was received from Taunton and District Citizens Advice Bureau for the town council grant of £200 towards computer costs for the Wellington CAB office. The letter was noted.
13142 EXTENSION OF SPEED LIMIT IN BAGLEY ROAD
With reference to minute 13111 an e-mail was received from County Highways stating that speed readings taken in Bagley Road near Rylands Nurseries from Wednesday 19th January to Tuesday 25th January 2005 inclusive produced average daily speeds of between 40 and 45mph with some higher speeds on Sunday, 23rd January. With such readings it would not be appropriate for a 30mph limit without other physical engineering measures to slow traffic and unless there was a bad accident record it was unlikely that funding would be forthcoming. It was agreed to ask County Highways for suggestions for slowing down speeding motorists, such as painting the words “slow” on the road and providing rumble strips.
13143 LONGFORTH ROAD/BRENDON ROAD PARKING RESTRICTIONS
With reference to minute 13026 an e-mail was received from County Highways stating that there had been no objections to the proposed waiting restrictions for Longforth Road, Brendon Road, Jurston Lane and Parker Close and that the yellow lines would be completed in the next few weeks. The letter was noted.
13144 PARKING PROBLEMS IN CHAMPFORD MEWS
An e-mail was received from County Highways that it was hoped the parking problems in Champford Mews would be resolved soon if Mr Garrett stopped parking his vehicles there. The letter was noted.
13145 FREQUENCY OF GREEN MAN PEDESTRIAN PHASE
With reference to minute 13104 a letter was received from County Highways turning down the council’s request for increasing the frequency of the green man pedestrian phase as the town centre traffic lights as County Highways felt that the current arrangement “is arguably a reasonable compromise for the majority of users.” The letter was noted.
13146 ROCKWELL GREEN BUS SHELTER
With reference to minute 13036 the clerk reported that a new bus shelter near the entrance to Dobree Park, Rockwell Green had been erected complete with seating and a light. The report was noted.

13147 FADED/BROKEN STREET NAME SIGNS
The clerk reported that the Church Fields street name plate had been repainted by Deane DLO, who had carried out an excellent job on one of the town’s oldest street signs, and that a new Drakes Park North name plate had been erected to replace the old one which had been broken. The report was noted.
13148 ALEXANDRA ROAD PLAY FACILITIES
With reference to minute 13072 the clerk reported that the cost of erecting a five a side goalpost at Roly Poly Green off Alexandra Road/Longforth Road would be £365. He suggested that the town council met the cost as the Deane’s parks department had no money left in its budget to fund it. The Deane would level the grass area where the post was to be erected and would provide white lining. On the proposition of Councillor Mitton, seconded by Councillor Hindley, it was agreed to meet the cost of £365 for the goalpost on the condition that the goalpost is the property of Taunton DBC and that the Deane would be responsible for its future maintenance/upkeep.
13149 40TH TWINNING ANNIVERSARY WITH LILLEBONNE
With reference to minute 13090 the clerk reported that a civic service had been arranged at Wellington Parish Church on Sunday, 3rd July 2005 at 9.45am, following by a civic reception in the parish room with drinks/tea/coffee/biscuits, that Wellington Junior School Hall had been booked for a roast beef dinner in the evening of 3rd July at 5.30pm for 6.30pm followed by a dance. The council approved the arrangements and agreed to meet the cost of the civic reception, the cost of the band (estimated at around £375) and the cost of the dinner tickets (£15 a head) for the civic visitors. The clerk pointed out that all these costs were covered in the council budget for 2005-06. Councillor Byrne reported that 97 local children would be visiting Lillebonne and 42 visiting Immenstadt on twinning exchanges. Councillor Copley declared an interest and left the hall while this item was discussed.
13150 NEW DWELLING AT REAR OF 31 BLACKMOOR ROAD
With reference to minute 13096 the clerk reported that the application to erect a new dwelling on land to the rear of 31 Blackmoor Road, Wellington had been withdrawn. The report was noted.
13151 DOG WASTE BIN AT ROCKWELL GREEN
With reference to minute 13028 a letter was received from Taunton DBC inviting bids for 10 new dog waste bins which would be available from April 2005. It was agreed to again apply for a dog waste bin in the vicinity of the Barley Mow/Meadowside at Rockwell Green, the same location as per minute 13028.
13152 FOOTPATH REPAIRS
The clerk reported that following the resurfacing of the footway in North Street, Somerset Highways would be repairing/resurfacing the footway in Mantle Street shortly from the Blue Mantle Hotel down Mantle Street to its junction with Bulford and up into Bulford for about 140 yards. The report was noted.
13153 STEPS AT HIGH PATH, STATION ROAD
The clerk reported that the steps at the Tonedale end of High Path had been temporarily closed due the steps breaking up because of frost damage and needing replacement. New steps would be concreted in after 1st April 2005 as the county council’s budget for that type of work had been used up. The report was noted.

13154 COMMUNITY SPEED WATCH SCHEME CO-ORDINATOR
With reference to minute 13031 the clerk reported that it was planned to resurrect the community speed watch scheme in Wellington with the co-operation of Sgt Richard Caburn with the clerk taking over as the scheme co-ordinator. The speed gun would be kept in the council office in future. The report was noted.
13155 HELPING HANDS GRANT
With reference to minute 13107 Councillor Byrne referred to Press reports that Helping Hands had closed and asked what had happened to the council’s grant of £1,500. Councillor Bowrah replied that it was hoped to resurrect Helping Hands in the next few months and that the £1,500 had been used to pay back wages. Councillor Mitton hoped that there would be a round table meeting with the various agencies such as CAB and Helping Hands to ensure that there was consultation over their work and to avoid over-lapping and duplication. The clerk reported that he had contacted the various agencies over such a meeting but had received no reply from Helping Hands. It was agreed that steps should again to taken to arrange such a joint consultative meeting. Councillor Hindley declared an interest and left the hall while this item was discussed.
13156 ROCKWELL GREEN ALLOTMENTS
With reference to minute 13106 and in reply to questions from Councillor Byrne and Councillor Warren, the clerk reported that a date for the suggested meeting between the allotment tenants, the town council and Bath and Wells Diocesan Board of Finance was awaited from the board.
13157 TEMPORARY CLOSURE OF BURN HILL NEAR MILVERTON
A letter was received form Somerset Highways stating that the B3187 road would be closed at Burn Hill, near Milverton for 2 weeks from 14th February 2005 to enable the installation of water service pipes. The alternative route would be signposted. The letter was noted.
13158 JUSTICES LICENCE FOR DOLPHIN INN, WATERLOO ROAD
Notice was received of the application for the transfer of the justices licence for the Dolphin Inn, Waterloo Road, Wellington to Nicholas John Fenn, the application to be heard by Taunton Deane magistrates on 8th February 2005. It was noted.
13159 TEMPORARY CLOSURE OF PYLES THORNE ROAD
A letter was received from Somerset Highways stating that Pyles Thorne Road, Wellington would be temporarily closed for 6 weeks from 1st March 2005 to allow traffic calming works to be carried out. The letter was noted.
13160 WELLINGTON ECONOMIC PARTNERSHIP
With reference to minute 13116 a report was received from the clerk on the Wellington Economic Partnership meeting held on 24th January 2005 covering planning applications for Tonedale Mills redevelopment, the new Cades Farm housing proposals, the relocation of Taunton Cattle Market, the erection of a new supermarket on the site of Wellington Medical Centre at Bulford, the demolition of the Kwiksave Store and its replacement by a new Somerfield Store at High Street. He further reported that Taunton DBC hoped to erect 7/8 small industrial units on the now demolished F & R site on the Blackdown Business Park (formerly Wellington Trading Estate) and that the cost of the project was £450,000/£500,000. He also

reported on the work of the Market Towns Employment Project which aimed to ascertain what skills were needed locally, what skills were available and what training was offered through such agencies as SCAT to provide future skills. The next WEP meeting would be on Monday, 14th March 2005 at 6pm. The report was noted.

The clerk reported that Somerset County Council had approved the following plan: (1) Proposed siting of 2 steel storage containers at Court Fields Community School, Mantle Street, Wellington (43/2004/147).

13163 COUNCIL INCOME/EXPENDITURE TO 31ST JANUARY 2005
A report was received from the clerk showing that the council’s income for the period
from 1st April 2004 to 31st January 2005 was £95,968 (£85,721 estimated for the full year to 31st March 2005) and that expenditure for the same period was £73,500 (£106,800 estimated for the full year to 31st March 2005). The report was noted.
13164 ACCOUNTS FOR PAYMENT
On the proposition of Councillor Bowrah, seconded by Councillor Govier, it was agreed to authorise the payment of the following accounts and the signing of the following cheques: The E-Steamed Cleaning Company £50 for cleaning pavements by High Street bus shelters on 9th January 2005; Zurich Insurance Company £80.47 for insurance for new equipment at Tone play area; Taunton Deane Community Transport Ltd £144 for hospital patient transport from Wellington to Musgrove Park Hospital for December 2004; St John’s Primary School £273 for school crossing patrol for Autumn term 2004; Mr A. Brown £1,575.76; Inland Revenue £607.98; Taunton Deane Borough Council £754.84 for grass cutting at Tone play area for 2004; Hinewood Cleaning Services £146 for fortnightly/monthly cleaning of town centre bus shelters, 6 monthly cleaning of 7 other Wellington bus shelters and monthly window cleaning of council office and chamber; Society of Local Council Clerks £130 annual subscription for 2005; The Carly Press Ltd £17.39 for file dividers and box of address labels; Custom Plastics £14.86 for 2 free standing name plates and 1 name tag for councillors; electricity payments for Christmas lights powered by private supplies: Mount Veterinary Group £60, H.T. 13165 SPRINGFIELD ROAD CAR PARK
Councillor Hindley reported that the residents’ car park in Springfield Road was being abused with pick-up vans being parked there and also vehicles being abandoned. It was agreed to monitor the situation.

Councillor Hindley reported that the double yellow lines in White Hart Lane were badly faded and as a result motorists were illegally parking on the lines. It was agreed to refer the matter to Somerset Highways.
13167 CLERK’S TERMS AND CONDITIONS OF SERVICE
Councillor Mitton presented an interim report on terms and conditions of employment for the clerk of the council by a working party who met on 7th February 2005. The need for the report arose from changes in employment legislation and the duties and responsibilities of the clerk. The council agreed to accept the interim report. It was stated that a final report should be available for consideration at the April council meeting on Monday, 4th April 2005.
