Minutes of the 100th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 4th July 2005 at 6pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillors Mrs V. Byrne, Mrs G. Copley, Mrs V. Stock-Williams, Councillors P. Critchard, A. Govier, C. Hindley, A. Horsman, G. James, D. Mitton, S. Palmer and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager Mr J. Hamer. There were apologies from Councillors Mrs K. Biscoe, Mrs N. Wilson and R. Henley. There were 2 members of the public present.
13359 APPROVED PLANNING APPLICATIONSThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to approve planning permission for the following applications: (a) Erection of two storey extension and a conservatory at 52 Buckwell, Wellington as amended by agents letter dated 14th June 2005 with attached drawing (43/2005/065: A letter was received from Mr R. Parr, of 53 Buckwell, objecting to the proposed position of the conservatory with its apex on the boundary between the properties, resulting in a drastic reduction of light and evening sun. The planning officer recommended approval and stated that the amended plans showed the apex of the conservatory on the house wall. The clerk reported that he had spoken to Mr Parr about the amended plans and that Mr Parr was happy with the amended position which was as he had requested).
13360 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Change of use and conversion of retail unit and one dwelling to seven dwellings, 52 High Street, Wellington (43/2005/030 and 43/2005/037LB: approval was carried 6-1 with 4 abstentions); (b) External alterations including insertion of velux window and re-rendering of west wall, 81 Rockwell Green, Wellington (43/2005/060LB).
13361 COMMENTS TO SOMERSET COUNTY COUNCIL ON PLANS It was agreed to inform Somerset County Council that the town council was in favour to the following plans: (a) Proposed erection of play equipment at Beech Grove Primary School, Courtland Road, Wellington (43/2005/069: Councillors Govier, Horsman and Palmer declared an interest and took no part in the discussion on this application); (b) Construction of a glass reinforced kiosk and works associated with new sewage pumping station at Tone Bridge, Wellington (4/21/05/007).
13362 SOMERFIELD STORE APPLICATION DEFERREDWith reference to minute 13324 the clerk reported that the application for the new Somerfield Store at High Street, Wellington would have to be deferred again until the council’s August meeting. A joint meeting had been held between Somerfield, their agents and consultants, the county council and Taunton DBC but the county were still not satisfied with the information they had received from the consultants in terms of the impact of the proposal on the road network in Wellington and the detail of the road junction/access. The consultants were to carry out further surveys, amendments and reports before the application could progress. Without a firm view from the county, Mr Hamer would not be putting the application before Taunton DBC at its meeting on 6th July but he hoped to put it before the Deane’s Planning Committee on 17th August 2005. 13362 SOMERFIELD STORE APPLICATION DEFERRED (continued)Architects answered various points raised at the June council meeting. It stated that: (a) There would not be a traffic route through the site linking Scotts Lane to High Street and therefore there was no risk of a “rat run” being created; (b) The access rights which the residents at Orchard Villas currently enjoyed would be maintained in the new development; (c) Somerfield Stores had no intention of converting private access lanes, such as Mill Lane, into public thoroughfares; (d) Their proposals had been revised to fully accord with the recommendations made by the County Council’s Highways Authority in respect of the geometry and setting out of the new road junction with access roads. The letter added that the town council’s support during the long running application was very much appreciated. It was agreed to note the report and the letter.
13363 OLD BAKERY STORE EXTENSION AT WHITE HART LANEWith reference to minute 13253 a letter was received from Mrs J.A. Sellers, of 4 White Hart Lane, Wellington, thanking the council and councillors for their support in opposing the application to erect a first floor extension at The Old Bakery Store, White Hart Lane (43/2005/032). The residents had been disappointed that the plan had been approved by Taunton DBC despite the request for refusal by the town council and the objections of neighbours. The letter was noted.
