Minutes of the 101st planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 1st August 2005 at 6pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillors Mrs V. Byrne, Mrs G. Copley, Mrs V. Stock-Williams, Mrs N. Wilson, Councillors P. Critchard, C. Hindley, R. Henley, A. Horsman, D. Mitton, S. Palmer and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager Mr J. Hamer. There were apologies from Councillors A. Govier and G. James. There were 4 members of the public present.
13400 APPROVED PLANNING APPLICATIONSThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to approve planning permission for the following applications: (a) Erection of first floor extension to side and single storey extension to rear of 28 Seymour Street, Wellington as amended by plan no. GAN669 Rev A received 6th July 2005 (43/2005/051) subject to a condition that no further windows shall be constructed on the extensions other than those expressly authorised by this permission. There was a letter of objection from Mr and Mrs B. Whitbread on the grounds of loss of light and suggesting a lower roof line. The planning officer recommended approval; (b) Erection of first floor extension at 9 Exeter Road, Rockwell Green, Wellington (43/2005/071) subject to a condition that no windows shall be constructed on the north and east elevations other than those expressly authorised by this permission. There was a letter of objection from Mr and Mrs C. Hardcastle suggesting that windows on the north and east elevations should be “frosted” to preserve their privacy. The planning officer recommended approval.
13401 WITHDRAWN APPLICATIONThe clerk reported that an application to erect a two storey extension to replace existing garage to side of 1 Ardwyn, Wellington (43/2005/079) had been withdrawn by the applicants who wanted time to consult a tree expert to see if there would be a possibility of building whilst not harming an nearby tree in any way or endangering the property. The planning officer had recommended refusal of the plan because of objections from the landscape officer due to possible damage to a Hornbeam tree protected by a tree preservation order.
13402 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Amended plans for erection of building for employment use (B1, B2 and B8 uses) and provision of parking area at Unit 18, Rylands Farm Industrial Estate, Bagley Road, Rockwell Green, Wellington subject to conditions over noise levels, hours of work, landscaping and a colour scheme so that the building is in keeping with existing buildings on the estate. It was also agreed to suggest that an advisory note be sent to the applicant suggesting that better signage for the estate should be provided. There were letters of concern from Mrs D. Land, Mrs J. Goss and Mr S. Goss suggesting that the hours of work should be 8am to 6pm Monday to Saturday with no working on Sundays and bank holidays, that the building should be green like the rest of the buildings on the estate, that adequate landscaping should be provided and that appropriate drainage be provided, and from Mrs B. Baker, who wanted the hours of work to be 8am to 6pm Monday to Friday and 8am to 1pm on Saturdays as well raising the issues in the other letters. Standing orders were suspended to allow Mrs Land to detail the concerns expressed in her letter. Mr Hamer2161

13402 COMMENTS TO TAUNTON DBC ON PLANS (continued)stated that the only changes in the amended plans from those previously approved in November 2004 were the addition of one large door and the repositioning of one smaller door. (b) Conversion of former church to dwelling including garage and car parking space, Bulford Church, Bulford, Wellington (43/2005/084: subject to there being no undue overlooking or loss of privacy for neighbours).
13403 SOMERFIELD STORE APPLICATION DEFERREDWith reference to minute 13362 the clerk reported that the application for the new Somerfield Store at High Street, Wellington would have to be deferred again until the council’s September meeting because no progress had been made on the highway aspect of the plan. The county council felt that Somerfield’s current designs were unworkable. Ideas had been exchanged on how to overcome the problems and Somerfield were at present working up new designs which were still awaited. Without a workable access, the county considered that the application was “no go” at present. Amended plans were received from Somerfield, changing the design of the replacement buildings at 40-42 High Street, amending the detailing to the proposed supermarket building, adding a screen wall to the service area and amending the details adjacent to the access road. Mr Hamer reported that the Deane’s conservation officer was now prepared to accept the demolition of the former discount stores in High Street. A letter was received from Mr and Mrs P. Hawkings, of 48 High Street, objecting to the proposed loading/unloading bays outside their garages, suggesting that the lighting columns should be shorter and provided with deflectors to avoid light pollution, suggesting a wall opposite their property should be reduced in length, and expressing concerns that there would be disturbance and noise from night racing at the proposed car park. Disappointment was again expressed by all councillors at yet another delay in considering this application and it was agreed to write to the county council, Taunton DBC and Somerfield urging that urgent steps should be taken to sort out the highway problems and any other issues still outstanding.
13404 TONE INDUSTRIAL ESTATE APPLICATIONThe clerk reported that an application had just been received for the erection of 6 light industrial starter units on plot 8 and 9, Tone Industrial Estate, Wellington on land that was formerly a builder’s yard (43/2005/089. The application would be considered at the council’s September planning meeting.
