Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday, 5th December 2005 at 7.pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillor D. Mitton (vice-chairman), Councillors Mrs V. Byrne, Mrs G. Copley and Mrs V. Stock-Williams, Councillors P. Critchard, A. Horsman, A. Govier, S. Palmer and E. Warren, and the clerk A. Brown. There were apologies from Councillors C. Biscoe, R. Henley, C. Hindley, G. James and N. Wilson. There were 4 members of the public present.
13587 CHAIRMAN’S ANNOUNCEMENTSThe chairman, Councillor R. Bowrah reported that the switch-on of Wellington’s Christmas lights on Friday, 2nd December had gone very well, with fine carol singing by the Churches Together in Wellington, a superb big Christmas tree presented by Langford Lakes, and an excellent display by Wellington Majorettes. The new illuminated Christmas cracker was first class. He thanked all who had supported the event, wished everyone a Merry Christmas and prosperous New Year, and invited all to snacks and nibbles at the end of the council meeting. With reference to minute 13538 (Future use of Basins allotments) he reported that letters had been received from a number of allotment tenants expressing various concerns and stated that a joint meeting between the council and the tenants would be held in the New Year.
13588 POLICE MATTERSSgt Richard Caburn reported stated that during November there had been 21 thefts, 1 burglary from a shed and another from an outbuilding, 2 domestic burglaries (at Wiveliscombe and Churchinford), 6 cases of criminal damage, 7 criminal damage to motor vehicle offences, 10 cases of thefts from cars (2 at Wellington Monument), 6 assaults which were domestic or drink related. There had been a spate of accidents in and around Wellington on Thursday and Friday, 1st and 2nd December, including a fatal crash at Beam Bridge on the Friday. He asked motorists to take care when driving in rain and poor visibility when stopping distances were much greater. Noisy mini motorbikes ridden by teenagers on pavements around the town had become a right pain. The bikes were uninsurable, were a nuisance and a danger to other people. A number of bikes had been seized by police and had been destroyed. As a result the second hand value of such bikes had plummeted and the number of complaints about them had gone down. There would be extra police presence on the town’s streets over the Christmas period, provided by Special Constables. Referring to youth issues, he said they were trying to divert problems away from the street and trying to set up a riding scheme but it was proving difficult because of the financial implications involved. He referred to the loss the community had suffered through the recent death of Mrs Pearl Buttle. The chairman and Councillor A. Govier thanked Sgt Caburn and his colleagues for their hard work and support during the past year.
13589 MINUTES OF NOVEMBER COUNCIL MEETINGSThe minutes of the council meetings held on 7th November 2005, as previously circulated to councillors, were received, taken as read and confirmed as correct.
13590 IMPROVING HEALTH SERVICES IN WELLINGTONConsideration was given to Taunton Deane Primary Care Trust’s discussion paper “Modernising older people’s services in Taunton Deane: Improving services in Wellington.” After some discussion it was agreed to support the proposals in the discussion paper. 13591 NEW COUNCIL FINANCIAL REGULATIONSNew town council financial regulations, attached to these minutes, were circulated to councillors and, on the recommendation of the Finance Committee, who had considered the regulations at its November meeting, the regulations were unanimously approved.
13592 TAUNTON DBC STATEMENT OF COMMUNITY INVOLVEMENTWith reference to minute 13560 further consideration was given to Taunton Deane Borough Council’s revised Statement of Community Involvement dealing with the preparation of the Local Development Framework and other planning issues. A letter and a summary of the CSI were circulated to members who agreed to broadly support the revised CSI. Some reservations were expressed over consultation by developers before submitting significant planning applications. It was agreed to state that the town council would like to be reassured that Taunton DBC would keep a close eye on those consultations to ensure that the consultations were comprehensive and relevant and not just confined to what might help the developer’s application. It was also agreed to point out that the document could have been more user friendly.
13593 WELLINGTON IN BLOOM COMMITTEE GRANT REQUESTA letter, application form and accounts were received from Wellington in Bloom Committee asking the town council to consider making a grant of £1,250 for 2006, which was £250 more than in 2005, pointing out that £262 was for refurbishing the 4 town entry signs. On the proposition of Councillor R. Bowrah, seconded by Councillor D. Mitton, it was agreed to make a grant of £1,250 and to point out that the extra £250 was for the new town entry signs.
13594 FRIENDS OF WELLINGTON PARK GRANT REQUESTA letter, application form and accounts were received from Friends of Wellington Park asking the town council to consider making a grant of £1,600 for 2006, which was £100 more than in 2005. On the proposition of Councillor R. Bowrah, seconded by Councillor D. Mitton it was agreed to make a grant of £1,600. Councillors A. Horsman, S. Palmer, A. Govier and V. Byrne declared an interest and left the hall while this item was considered.
13595 APPOINTMENT OF ASSISTANT TO CLERKWith reference to minute 13581 a verbal report was received from Councillor D. Mitton and the clerk about the advertising of the appointment of an assistant to the clerk. It was agreed that the Staffing Committee should meet on Wednesday, 14th December 2005 at 6.15pm to finalise a decision over advertising and should be the interviewing panel, plus the clerk.
13596 VARIOUS TRAFFIC MATTERSWith reference to minutes 13544 (Pedestrian safety in Mantle Street), 13515 (new waiting restrictions and loading bay changes) and 13320 (Bagley Road right turning lane), an email was received from Mr Ian Titcombe, of Somerset Highways, giving an update on these various traffic issues. The letter was noted.
13597 PROPOSED JURSTON LANE UPGRADINGWith reference to minute 13564 a letter was received from Somerset County Council stating that the town council’s objection to the proposed upgrading of Jurston Lane had been noted. The letter was noted.2202WELLINGTON TOWN COUNCIL: 5TH DECEMBER 2005
13598 INCREASED CAR PARKING CHARGESWith reference to minute 13535 the clerk reported that despite the objections of the town council, Wellington Chamber of Trade, Wellington Economic Partnership and various traders and individuals, Taunton DBC’s Traffic Regulations Orders Panel had agreed on 29th November 2005 to recommend the confirmation of the increased car parking charges in Wellington and Taunton to Executive Councillor C. Bishop, who had decided to refer the decision to the Deane’s full council meeting on 13th December 2005. The report was noted.
13599 FUTURE USE OF BASINS ALLOTMENTSWith reference to minute 13538 the clerk reported that letters had been sent out to tenants of the Basins allotments asking for their views on the possible setting up of an allotment association and that tenants had been asked to reply by 16th December. A decision would not be made until the New Year when it was likely that the council would hold a meeting with tenants. The rent for 2006 was due on 1st January and letters to tenants about the rent were normally sent out in December. The current rent was £8 a plot, which had been unchanged for two years. He suggested that the rent was increased to £10 to help fund expenditure the council would have to meet whatever decision was made over the future running of the allotments. Rents in Taunton ranged from £14 to £18 for similar sized plots and at Rockwell Green the yearly charge was £14. It was agreed to increase the rent to £10 wef 1st January 2006.
13600 PURCHASE OF RELOCATABLE CCTVWith reference to minute 13539 a report was received from the clerk following meetings of the council’s CCTV working party with representatives of two relocatable CCTV supply companies, Petards Ltd and Wireless CCTV. Both supply councils and police forces all over the country. Petards supply the relocatable CCTV used by Taunton DBC and fitted at Wellington Sports Centre. The purchase of a dome camera, laptop and accessories from Wireless CCTV at a cost of £9,190, which includes software training, 12 months warranty, ongoing technical support and 24 months line rental was recommended by the working party. The cost was less than half the price of Petards. The camera would be attached to lighting columns in such places at South Street, North Street and Longforth Road car parks and Lancer Court. The town council would need the permission of Taunton DBC to site the cameras on the car park lighting columns. Quedgeley Parish Council in Gloucester had a similar system. The working party recommended that the approval of the quotation from Wireless CCTV should be subject to a satisfactory report from Quedgeley Parish Council and to a written agreement from Taunton DBC to use their lighting columns. Verbal approval had already been received. On the proposal of Councillor Bowrah, seconded by Councillor Warren, it was agreed to accept the working party report and to approve all its recommendations.
13601 ELECTORAL REVIEW OF TAUNTON DEANE BOROUGHWith reference to minute 13289 the clerk reported that a letter and report had just been received from The Boundary Commission for England about proposed minor changes to the three wards in Wellington. As the council had until 6th March 2006 to make any comments, he suggested that the item should be deferred until the January meeting so that councillors could have adequate time to study the report. This was agreed.

13602 ROCKWELL GREEN FOOTPATH AND FOOTPATH GUIDESWith reference to minute 13551 the clerk reported that new Bristol gates and new metal kissing gates had been ordered and that the Footpath Committee had met to work on preparing the new footpath guides. The report was noted.
13603 CADES FARM DEVELOPMENT AND GREEN SPACES FORUMWith reference to minute 13528 an email was received from Karen Dyson, Taunton DBC leisure development manager, about the Cades Farm development Section 106 agreement and the green spaces forum, and agreeing to attend to the January 2006 council meeting to discuss green spaces issues. The letter was noted.
13604 WELLESLEY PARK TRAFFIC MATTERSWith reference to minute 13414 letters were received from Mr J. Jeffery and Mr Ian Titcombe, of Somerset Highways, about the suggested introduction of one-day one-side parking in Wellesley Park, Wellington. It was noted that in his letter Mr Titcombe had turned down the request.
13605 ST JOHN AMBULANCE GRANTWith reference to minute 13503 a letter of thanks was received from Wellington St John Ambulance for the town council grant of £3,000. The letter was noted.
13606 REPLACEMENT OF NO SKATEBOARDING SIGNA letter was received from Taunton DBC asking the council to consider replacing the recently stolen “No skateboarding” sign at the entrance to Parker Close. Residents had requested its replacement. There was a possibility of financial help towards the cost of the replacement sign from the Deane housing department. After some discussion Councillor A. Govier proposed, with Councillor D. Mitton seconding, that the town council should not replace the sign and this was carried.
13607 2012 OLYMPIC GAMESA report was received from Councillor D. Mitton on his attendance at meeting of various councils at Yeovil on 16th November 2005 to consider the opportunities and challenges which the 2012 Olympic Games could bring to the South West with the Olympic sailing sports being held in Weymouth Harbour. While the potential for training in Wellington was limited, he felt that prior to the Olympics it was likely that a number of teams from different sports could be looking for facilities for training and acclimatisation and if that facility could be provided in Wellington it could be of lasting benefit to the town. Court Fields School was going to have a new sports hall and Wellington Sports Centre might be improved as a result of a contribution to the community from the Cades Farm housing development. If within those developments they could bring the standard up to Olympic status they could encourage a foreign team in a sport such as badminton or table tennis, for example, to use Wellington as a base for training and acclimatisation. Another possibility might be fencing using the facilities at Wellington School. If Wellington was to take advantage of this once in a lifetime opportunity, then planning had to start now. It was agreed to put the report on the January agenda for further consideration.13608 PROPOSED ROTARY SIGN AT TOWN ENTRANCE A letter was received from Wellington Rotary Club asking the town council to support the proposed erection of a Rotary sign at the entrance to Wellington, similar to a sign that had been erected at Minehead. 13608 PROPOSED ROTARY SIGN AT TOWN ENTRANCE (continued)for Somerset Highways whose policy it was not to allow such signs as it could lead to a clutter of similar signs. Minehead’s signs seemed to have slipped through the county net and steps might be taken to get it removed. After some discussion it was agreed to inform the Rotary Club that the town council was not in favour of the erection of the sign as it would set a precedent and result in more signs.
13609 USE OF COUNCIL CHAMBER BY PENSIONERS FORUMThe clerk reported that a verbal request had been received from the Taunton and Wellington Pensioners Forum for the use of the town council chamber for meetings. Currently the town council allowed Wellington Museum Society, Wellington Twinning Association, Wellington Horticultural Society and Wellington Chamber of Trade to use the chamber free of charge for meetings. It was agreed that the forum could use the chamber free of charge.
13610 PARKING PROBLEMS IN CROSSLANDS TERRACECopies were received of letters from Mrs S. Russell, of Apple Trees, Crosslands about parking problems in Crosslands cul-de-sac, suggesting restricting parking to one side of the road only, and of the reply from Mr Ian Titcombe, of Somerset Highways, stating that the problems in Crosslands were similar to many other residential roads in Wellington and Taunton where the demand for on-street parking places was greater than the space available and where trying to restrict parking would be very unpopular with residents. It was agreed to support the decision of Mr Titcombe in taking no action over the request for restricted parking. Councillor S. Palmer declared a personal interest and left the hall while this item was discussed.
13611 WELLINGTON ECONOMIC PARTNERSHIPWith reference to minute 13576 no recommendations or items were put forward for inclusion on the agenda for the next meeting of Wellington Economic Partnership to be held on Monday, 23rd January 2006 at 6pm.
13612 PLANNING DECISIONS BY TAUNTON DBCThe clerk reported that Taunton Deane Borough Council had approved the following plans: (a) Application to carry out tree work on one silver birch tree included in Taunton Deane Borough (Wellington No. 1) Tree Preservation Order 1994 at 15 Willcocks Close, Wellington (43/2005/114T); (b) Retrospective demolition of wall on land opposite Victoria Arms, 43 North Street, Wellington (43/2005/110CA); (c) Alterations to access including demolition of wall and dropping of kerb on land opposite Victoria Arms, 43 North Street, Wellington as amplified by agents letters dated 28th October 2005 and 4th November 2005 (43/2005/112); (d) Display of externally illuminated sign, car park at the Victoria Arms, 43 North Street, Wellington (43/2005/117A); (e) Conversion of cellar into separate dwelling at 62 High Street, Wellington (43/2005/118 and 43/2005/119LB); (f) Application to carry out tree work to one sycamore tree included in Taunton Deane Borough (Wellington No. 2) Tree Preservation Order 1998 at 18 Trinity Close, Wellington (43/2005/120T). 13613 COUNCIL INCOME/EXPENDITURE TO 30TH NOVEMBER 2005A report was received from the clerk showing that the council’s income for the period from 1st April 2005 to 30th November 2005 was £83,470 (£120,225 estimated for the full year to 31st March 2006) and that expenditure for the same period was £50,713 (£143,100 estimated for the full year to 31st March 2006). Minutes of the 105th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 5th December 2005 at 6pm

PRESENT: Councillor R. Bowrah (chairman), who presided, Councillor D. Mitton (vice-chairman), Councillors Mrs V. Byrne, Mrs G. Copley and Mrs V. Stock-Williams, Councillors P. Critchard, who arrived at 6.35pm, A. Govier, A. Horsman, S. Palmer and E. Warren, the clerk A. Brown, and Taunton DBC West area planning manager Mr J. Hamer. There were apologies from Councillors C. Biscoe, R. Henley, C. Hindley, G. James and N. Wilson. There were 7 members of the public present.

13583 REFUSED PLANNING APPLICATION
The town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to refuse planning permission for the following application: (a) Change of use of ground floor from shop (A1) to estate agency and surveyors office, 8 Fore Street, Wellington (43/2005/124) because the loss of an A1 retail use in this location will have a negative impact on the retail function of the immediate area, and will detract from the vitality and viability of the primary shopping area. The proposal therefore conflicts with the provisions of Policy W7 of the Taunton Deane Local Plan. The planning officer, Mr J. Hamer recommended refusal on the grounds given above. There were letters of objection from Wellington Chamber of Trade and Mr D. Croughton, of 16 Lillebonne Close, Wellington, on the same grounds.

13584 46 WARREN STREET APPLICATION DEFERRED
It was decided to defer making a decision on an application to erect a 1.8m high timber fence to the side of 46 Warren Street, Rockwell Green, Wellington as amended by applicants plan received 18th November 2005 (43/2005/116) pending the receipt of the comments of Somerset Highways and a site meeting.

13585 SOMERFIELD STORE APPLICATION APPROVED
With reference to minute 13526 revised plans were received for the demolition of the present Kwiksave Store and the erection of a new 2,187sq.m. Somerfield Store with car parking and servicing, 36-46 High Street, Wellington on land between High Street and Scotts Lane as amended by letter dated 31st October 2005 with accompanying drawings Nos. M346/02D, 05C, 06B and 08D (43/2004/141 and 43/2004/142CA). Somerfield’s agents Comprehensive Design Architects stated that the proposals had been revised to take into account the revised junction design recommended by Somerset County Council and that the new highway access to the site had been updated to fully comply with Highway Authority guidelines. A letter was received from Mr Jeff Copp, of the County Council’s Transport Development Group, stating that he had no highway objection to the proposed development subject to a Section 106 agreement being entered into to secure the design, construction and funding of the traffic signal junction. He pointed out that the development would result in additional queuing traffic in Wellington. A further letter was received from Somerfield’s agents Comprehensive Design Architects stating that Somerfield did not intend to charge for car parking in the supermarket car park but would control the length of stay to between 2-3 hours to ensure that the car parking spaces would be available to shoppers. Somerfield had not intended securing the car park outside trading hours as that might impede access to adjacent residential properties but if the council believed a barrier or similar installed at the end of the new access road would help prevent misuse of the car park, then the firm would be only too willing to look at that option.

13585 SOMERFIELD STORE APPLICATION APPROVED (continued)
Somerfield did not intend at this stage to install a CCTV system in the car park but would be happy to discuss the need for such a system with the council. A letter was received from Mr and Mrs P.A. Hawkings, of 48 High Street, Wellington objecting to the amended plans as the loading/unloading bays outside their garages were not acceptable, the street lights were too tall and should be shortened and fitted with deflectors to reduce light pollution, the lights should only be on during store opening times and an hour before and after opening times. They also suggested that a proposed new wall opposite their property should be reduced in length and that steps should be taken to stop the car park from being used for night racing and the gathering of vehicles. Standing orders were suspended to allow Mr and Mrs Hawkings to detail their objections. After careful consideration it was decided to inform Taunton DBC that the town council approved the revised plans. It was agreed to state that the town council would like steps taken to ensure that there is no unnecessary light pollution from the proposed car park lighting while at the same time ensuring the car park and walkways are adequately lit. A balance is required. It was also agreed to state that the town council would like measures taken to ensure that the garage of Mr and Mrs Hawkings and their neighbours, which exit on to the existing lane beside Kwiksave, are protected so that they cannot be obstructed by parking motorists.

13586 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONS
It was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Erection of 15m slimline monopole mast with 3 antennas, 1 radio equipment housing and ancillary development on land at Perry Elm Farm, Perry Elm, Rockwell Green, Wellington, as amended by letter dated 14th November 2005 with accompanying drawing No. P/36417F/010/A (43/2005/127TEN). Mr Hamer stated that it was felt the site was much less obtrusive than the previous one along the side of Exeter Road which had been rejected in October. There were 10 objections, mainly from residents of the Dobree Park housing estate; (b) Construction of 6 all weather pitches for touring caravans at Cadeside Caravan Club site at Nynehead Road, Wellington (43/2005/129); (c) Demolition of shop and erection of dwelling at 126 Rockwell Green, Wellington (43/2005/122: providing there is no undue overlooking or loss of privacy for neighbours). It was agreed to inform Taunton DBC that the town council was opposed to the following plan: (a) Application to coppice one beech tree included in Taunton Deane Borough (Wellington No. 9) Tree Preservation Order at 14 Pyles Thorne Road, Wellington (43/2005/125T) because it is not felt the work is necessary.

13529 CHAIRMAN’S ANNOUNCEMENTS
The chairman, Councillor R. Bowrah reported that he had attended a civic function at
Ilminster when various civic leaders stated how pleased they were to see a representative from Wellington. He referred to a large board on Cox’s Corner advertising the former Richardsons Garage which closed in 2004. It was agreed to ask the owners to paint out the wording on the sign or remove it or replace it with a sign advertising an existing business within the town.

13530 POLICE MATTERS
Sgt Richard Caburn was unable to attend but in a written report stated that during October there had been 19 thefts and related offences, 13 criminal damage offences, 13 offences of criminal damage to motor vehicles (7 in town), 9 thefts from motor vehicles (4 at Wellington Monument car park where the police crime warning signs had been pulled down), 11 assaults (9 of these were from domestic related incidents or incidents where victims/offenders knew each other), 2 domestic burglaries (none in town), 5 outbuilding burglaries, 7 commercial burglaries (2 within the town, one at the Corn Hill model shop and another at the Total Garage in Mantle Street where a safe had been removed: 3 people had been arrested for this offence and were on bail, one of the offenders living in Wellington). Mini motor bikes in the town were becoming a problem. A Press release had been made stating the Police intentions to seize and deal with offenders under new powers from the Police Reform Act. His hope was that the facilitity at Lowmoor Industrial Estate, aided by funding gained by Councillor A. Govier, would be adopted as the correct location for that activity. Referring to the skateboarding problems at Cox Road/Burrough Way referred to on the agenda, he suggested that if the youths could be identified they should be directed and encouraged to attend Unit 6 at the Kings Centre, Blackdown Business Park. Sgt Caburn’s report was noted.

Ten year old Tyler Morrison complained that during the extended two week half-term there had been little for youngsters to do and when he went to the Unit 6 skatepark at the Kings Centre on a Wednesday evening it was supposed to be open according to its website he found it shut.. Councillor A. Govier said that the skatepark opened on Monday and Wednesday mornings but not Wednesday evenings during the halfterm and also regularly opened on Monday and Friday evenings and Saturday mornings. It would like to open more often but it was run by volunteers. To increase opening hours more volunteers were needed. The website ought to have been updated.

13532 PPT: CHRISTMAS TREES AND LIGHTS: COMMUNITY CENTRE
Mr Terry Milton reported that he would be supplying the sound system for the annual Christmas lights switch-on and was working with the Chamber of Trade over erecting trees for individual traders. He pointed out that Wellington Community Centre was not owned by Taunton DBC and the committee would not consider selling it unless it moved to a new community centre.

13534 MINUTES OF OCTOBER COUNCIL MEETINGS
The minutes of the council meetings held on 3rd October 2005, as previously circulated to councillors, were received, taken as read and confirmed as correct.

13535 INCREASED CAR PARKING CHARGES
Councillor R. Henley referred to proposals by Taunton DBC to increase car parking charges in Wellington by 25% from 1st April 2006 and pointed out that in the past two years car parking charges had more than doubled. He proposed the town council should object to the proposed charges which would discourage shoppers. Councillor V. Byrne seconded and the motion was carried 9-0 with 2 abstentions. Councillor D. Mitton proposed asking Taunton DBC to provide free car parking as a boost to the local economy. Councillor A. Horsman seconded and the proposal was carried 9-0 with 3 abstentions.

13536 SKATEBOARDING PROBLEMS IN BURROUGH WAY
Councillor V. Byrne reported that residents in Burrough Way and Cox Road had reported that there were problems with skateboarders who had nearly caused an accident. She proposed the town council should erect a “no dangerous skateboarding” sign and Councillor A. Horsman seconded. The voting was 6-6 with the chairman giving his casting vote in favour of the proposition.

13537 NOTICEBOARD FOR DOBREE PARK ESTATE
Councillor V. Stock-Williams proposed that the town council should erect a public noticeboard near the play area in Frank Webber Road on the Dobree Park estate. Councillor R. Bowrah seconded and this was carried. It was agreed to consult the nearby residents for their views.

13538 FUTURE USE OF BASINS ALLOTMENTS
A report was received from the clerk about the future use of the council owned allotments at the Basins. He pointed out that many of the 48 plots were poorly maintained, that the present size of 30yds by 10yds was too large for the majority of the tenants and that there were some ramshackled sheds on site. He suggested that the plots should be reduced to 20yds by 10yards, that the site should be cleared and laid out with the new sized plots over a phased two year period. As an alternative the tenants could be asked if they wished to take over the running of the allotments under a lease from the town council. It was agreed to consult the tenants for their views. A letter was received from Mr M. Broom giving his views. The letter was noted.

13539 PURCHASE OF RELOCATABLE CCTV
With reference to minute 13501 a report was received from the clerk following a joint meeting between town councillors and Taunton DBC on 1st November 2005. It was stated that Taunton DBC had no plans to extend its permanent CCTV system either in Taunton or Wellington where it had 6 cameras but was looking to extend the quality and hours of monitoring. The town council working party recommended the council to purchase a relocatable CCTV system to be used in different locations in the town. 13539 PURCHASE OF RELOCATABLE CCTV (continued)
to the views of Sgt R. Caburn, it was suggested that the first site for the relocatable camera should be South Street car park where there had been reported vandalism and anti social behaviour problems over several years. Other sites should be decided in consultation with Sgt Caburn and all sites should be for short term periods. The reviewing of tapes, following any reported incidents, should take place in the clerk’s office and be carried out by clerk/councillors. The report was approved.

13540 USE OF TOWN COUNCIL CHAMBER
With reference to minute 13505 the clerk reported that at a meeting of Taunton DBC Review Board held in Wellington on 25th October 2005 it emerged that 3 options were being considered by the Deane: (i) Staying at 28/30 Fore Street with the provision of a lift to the first floor; (ii) providing purpose built accommodation in a central area; (iii) using other premises including the Old Town Hall and Lodge Close Community Centre. The retail part of the Old Town Hall was likely to become available in a year’s time. The report was noted. It was agreed to include an item about the use of the town council chamber on the January 2006 agenda.

13541 PARKING OUTSIDE BEECH HILL STORES
With reference to minute 13502 the clerk reported that Somerset Highways had ordered new white lines which would delineate the lay-by outside Beech Hill Stores and the centre line around the corner. It had been agreed to wait until the new lines were in place to see if the lines were effective. Letters from Mrs J. Jones and Mr P. Bristow (with plan) about the problem were received and noted.

13542 REDEVELOPMENT OF CORN HILL
With reference to minute 13270 the clerk reported that the owners of the Corn Hill properties were talking to a potential developer who was considering making an offer to purchase the site and making a planning application. If that did not proceed in the next few weeks, then the owners would be submitting their own application. The company’s own plans for the redevelopment of the site were at an advanced stage so it was hoped there should be some movement shortly. The report was noted.

13543 VANDALISM IN SOUTH STREET CAR PARK
With reference to minute 13338 a letter was received from the Rev S. Griffiths, the pastor of Wellington Baptist Church referring to past problems at the church and car park and asking if and when action was likely to be taken over CCTV. The clerk reported that he had replied that the town council was considering the purchase of a relocatable CCTV camera and installing it initially in South Street car park. Both letters were noted.

13544 PEDESTRIAN SAFETY IN MANTLE STREET
With reference to minute 13479 the clerk reported that following a site meeting on 13th October 2005 with Somerset Highways it had been agreed that the kerb build-outs by the Roman Catholic Church would be provided with tactile paving and dropped kerbs during the current financial year, that the children crossing sign near the former garage would be moved closer to the crossing point and the blind people crossing sign near the church would be removed as it was not needed any more. With reference to minute 13506 a letter was received from Somerset Highways stating that work on the scheme had started on 7th March 2005 and had been substantially completed by 8th April 2005, a period of five weeks which was a week earlier than advertised in the road closure notice and in a letter to residents. The letter was noted.

With reference to minute 13033 the clerk reported that parking would be free in the South Street, North Street and Longforth Road car parks on the four Saturdays leading up to Christmas, namely 3rd, 10th, 17th and 24th December 2005. The report was noted.

13548 FREQUENCY OF GREEN MAN PEDESTRIAN PHASE
With reference to minute 13145 a copy of a letter sent by Mr N. Milton to Somerset Highways suggesting more “green light” time for main road traffic (High Street and Fore Street) to reduce congestion in Fore Street was received. After some discussion it was agreed to take no action at this time pending the installation of the new traffic light system in High Street which would take place when the proposed new Somerfield Store was erected.

13549 CAB WELLINGTON OUTREACH
With reference to minute 13141 a letter was received from Taunton CAB enclosing the half-yearly report for 1st April to 30th September 2005 which showed that 122 new enquiries were made by clients at the Wellington Outreach compared with 49 during the same period last year. In the same period the Taunton Bureau and all its outreaches combined had 254 new enquiries from clients with addresses in the Wellington East, Wellington North and Wellington Rockwell and West wards. Many of the enquiries covered several issues and the 254 enquiries resulted in 530 social policy issues being recorded. The report was noted with members expressing appreciation of the increasing work carried out at the Wellington outreach.

13550 REMOVAL OF TELEPHONE KIOSKS
With reference to minute 13368 a letter was received from BT stating that the Priory phone, which had been proposed for removal, would remain for the time being but its use would be monitored. The letter was noted.

13551 ROCKWELL GREEN FOOTPATHS AND FOOTPATH GUIDES
With reference to minute 13427 a letter was received from Somerset County Council stating that the town council had been awarded a grant of £1,667.50 towards the cost of producing new footpath guides and access improvements to Rockwell Green footpaths. The letter was noted.

13552 COMMUNITY SPEED WATCH SCHEME
With reference to minute 13513 the clerk reported that a speed check had been held at Rockwell Green near Dobree Park junction on 26th October 2005 when 10 motorists had been reported to the police for speeding from 36mph to 51mph. Report was noted.

With reference to minute 13452 a letter was received from Taunton DBC stating that Tamlyn & Son (Wellington) Ltd had appealed against the decision to refuse planning permission for the change of use of 3 Fore Street from shop/retail (A1 use) to estate agency. It was agreed to write to the Planning Inspectorate stating that the town council was strongly opposed to the change of use.

13554 ERECTION OF TWO STOREY EXTENSION AT 5 ARDWYN
With reference to minute 13122 a letter was received from the Planning Inspectorate stating that the appeal against the town council’s decision to refuse planning permission for the erection of a two storey extension at 5 Ardwyn, Wellington had been dismissed. The letter was noted.

13555 ROCKWELL GREEN ALLOTMENTS
With reference to minute 13197 a letter was received from chartered surveyors and property consultants Cluttons enclosing a copy of the proposed draft agreement between Bath and Wells Diocesan Board of Finance and Rockwell Green Allotment Association for Rockwell Green allotments. Councillor Bowrah declared an interest as an allotment tenant and Councillor Mitton took the chair while this item was considered. It was agreed to note the letter and the agreement. Councillor Govier stated he would be meeting a group of allotment tenants to discuss the agreement.

13556 ADDITIONAL STREET LIGHT FOR OLANDS ROAD
With reference to minute 13378 a letter was received from Somerset County Council with a quote by SEC of £543.23 plus VAT for the erection of an additional street light in Olands Road, Wellington. It was agreed to accept the quote.

13557 PLANNING TRAINING FOR COUNCILLORS
With reference to minute 13423 a letter was received from Taunton DBC about further planning training sessions for councillors. The letter was noted.

13558 TONE PLAY AREA
With reference to minute 13473 the clerk reported that the timber picnic table at the Tone play area had been destroyed by vandals. It cost £1,097. A claim for its replacement had been made to the council’s insurers.

13559 COMMUNITY SPEED WATCH SIGNS
With reference to minute 13513 the clerk reported that three of the town council’s surplus speed watch signs had been sold to Bishops Lydeard Parish Council for £50. The report was noted.

With reference to minute 13391 a letter was received from Taunton DBC with a copy of the revised Statement of Community Involvement. The closing date for comments was 15th December 2005. 13564 PROPOSED JURSTON LANE UPGRADING
A letter was received from Somerset County Council stating that The Trail Riders Fellowship had applied to upgrade part of Jurston Lane, Wellington from a RUPP (footpaths, bridleways and roads used as public paths) to a BOAT (byways open to all traffic). It was agreed to object to the application because it was felt the change would be detrimental to walkers who use this quiet footpath.

13573 ACCESS PROBLEMS IN CLIFFORD TERRACE
Letters were received from Boots the Chemists and Somerset Highways about access problems for Boots’ delivery lorries in Clifford Terrace caused by cars parking too close to the rear access to Boots. The council approved the clerk’s action in agreeing to the extension of the “no parking” road marking in Clifford Terrace by five metres.

With reference to minute 13447 a detailed report was received from the Staffing Committee on the appointment of an assistant to the clerk and was presented by Councillor Mitton. The report covered the written statement of particulars for the post, grievance procedure, disciplinary procedure, job description and pension. On the recommendation of the committee, it was agreed to adopt the report, including all the documentation, and to advertise the post of assistant to the clerk in Jobcentre Plus, the Wellington Weekly News and Somerset County Gazette as well as, if possible, in the

Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday, 3rd October 2005 at 7.10pm (due to late finish of planning meeting)

PRESENT: Councillor R. Bowrah (chairman), who presided, Councillor D. Mitton (vice-chairman), Councillors Mrs C. Biscoe, Mrs V. Byrne, Mrs G. Copley, Mrs V. Stock-Williams and Mrs N. Wilson, Councillors P. Critchard, R. Henley, C. Hindley, A. Govier, S. Palmer, and E. Warren, and the clerk A. Brown. There were apologies from Councillors A. Horsman and G. James. There were 4 members of the public present.

13498 CHAIRMAN’S ANNOUNCEMENTS
The chairman, Councillor R. Bowrah stated that it had been such a disappointment that Wellington’s annual carnival on 24th September 2005 had had to be cancelled because of the discovery of a gas leak in Mantle Street shortly before the procession had been due to leave Rockwell Green. It was not yet known what the financial loss would be to the Carnival Committee but there had been an encouraging response to fund raising to help the committee. He was sure the town council would back these efforts to ensure that the carnival, a very important feature of the town, continued. He thanked the police and special constables for their excellent work on carnival night and stated that their rapport with the public had also helped.

13499 POLICE MATTERS
Sgt Richard Caburn reported that during September there had been 2 dwelling burglaries – 1 in Wellington and 1 in Milverton; 4 commercial burglaries, 3 of which had been in the town centre; 2 sheds had been broken into; 4 thefts from vehicles, 2 of which were at Wellington Monument; 6 cases of criminal damage to motor vehicles; 11 cases of criminal damage; 14 thefts; and 4 assaults. Referring to the cancelled carnival, he said the police had looked at alternative routes but these were not possible. The public had showed a lot of patience and good humour over the incident. He also paid tribute to the work of his officers, some of whom had later had to go to Taunton to help deal with inquiries into a murder there. The traffic police had again been active in Mantle Street to discourage motorists from speeding.

13501 TALK ON POSSIBLE USE OF RELOCATABLE CCTV
With reference to minute 13472 Mr John Lewis, who is in charge of Taunton DBC’s CCTV system, and Mr Scott Wetch, Taunton DBC’s community safety officer, were welcomed by the chairman. Mr Lewis explained that there were 3 types of CCTV – fixed camera schemes (as in Wellington town centre); relocatable CCTV; and mobile CCTV where the camera was either in a vehicle or on someone’s shoulder. Taunton Deane Community Leadership Panel had acquired one relocatable system which was being tested out at Wellington Sports with a view to it being used in various parts of the Deane in response to requests for it. It had been put at the sports centre because there had been a lot of problems with anti social behaviour at the skate park there. The cost of the equipment was just under £20,000 - £11,000 for the camera and digital recorder which recorded for a week at a time and about £6,000/£7,000 for the other necessary equipment. A safe, secure monitoring position was required for the camera, plus a power source. The cost of brackets and fitting the camera was about £150. Relocatable CCTV could not be monitored live but it was a useful evidence-collecting

13501 TALK ON POSSIBLE USE OF RELOCATABLE CCTV (continued)
tool. Mr Weetch reported that in the 3 months since the equipment had been installed
at the sports centre, where the skate park, old ski slope and an alcove were covered by the sweep of the camera, no incidents had been recorded. The experiment was considered a success in view of the previous problems in the area. The camera would
work in low light. It was an overt operation with large signs indicating a CCTV camera was in operation. These notices acted as a deterrent. Sgt Caburn welcomed more CCTV but warned it was not a cure-all against crime. Fixed cameras had helped reduce crime in the town centre and were a useful tool with disorder offences He felt that if relocatable CCTV was bought, Lancer Court should be considered. Anti-social behaviour tended to migrate around the town: last year it had been South Street car park and now it was the Park which had problems. Other sites suggested for relocatable CCTV were South Street, North Street and Longforth Road car parks. The importance of monitoring the tapes was emphasised. After some discussion it was agreed that a working party (Councillors Critchard, Govier, Warren and Wilson) should meet with Mr Lewis, Mr Weetch, the police and Deane executive councillor Joanna Lewin-Harris to discuss the best way forward. Mr Lewis and Mr Weetch were thanked for their talk.

13502 PARKING OUTSIDE BEECH HILL STORES
Councillor Bowrah reported that he had received complaints from the public about the danger caused by vehicles parking in the layby outside Beech Hill Stores with the rear of their vehicles sticking out into the road which was on a bend. A letter was also received from Mr David Morton, of 23 Beech Hill, suggesting that the parking in the layby should be parallel to the footway and that traffic calming measures were needed. After some discussion it was agreed to arrange a site visit with Somerset Highways and the shopkeepers involved to discuss what steps might be taken.

13503 ST JOHN AMBULANCE GRANT APPLICATION
A letter, application form and accounts were received from Wellington St John Ambulance asking the town council to consider making a grant towards the estimated £11,000 cost of providing a new replacement first aid vehicle. Members also received a copy of a letter sent by the clerk to St John Ambulance suggesting that an application for a grant should also be made to Taunton DBC. Councillor Bowrah reported that the Finance Committee had considered the request and recommended a grant of £1,500. Councillor Govier moved an amendment of £3,000, seconded by Councillor Mitton. Councillor Copley moved a further amendment of £2,250 but there was no seconder. The amendment of approving a grant of £3,000 was carried 8-3 with 2 abstentions and when put as the resolution was approved 8-5.

13504 SWITCHING ON OF CHRISTMAS LIGHTS
On the suggestion of Councillor Bowrah it was agreed that the carnival’s Miss Wellington, Jacqueline Rossenrode and Miss Wellington Junior, Jodi Webber, should jointly switch on Wellington Christmas lights on Friday, 2nd December 2005.

13505 USE OF TOWN COUNCIL CHAMBER
With reference to minute 13463 a letter was received from Taunton Deane chief executive, Penny James stating that a full technical report on the work required for DDA compliance was being prepared. That would set in context the Deane’s legal responsibilities. Once that was available, the Deane would be in a position to hold a

was acknowledged. The Deane letter was noted. Councillor Henley reported that the Deane’s Review Board would be considering the matter at a meeting in Wellington later in October. The report was noted.

13506 PYLES THORNE ROAD TRAFFIC CALMING SCHEME
With reference to minute 13470 a letter was received from Somerset Highways detailing the reasons, which included a lengthy re-working of the detailed design to satisfy the safety audit requirements, for the delay in completing the scheme. There was also a speed measurement summary which showed that northbound speeds in Pyles Thorne Road had dropped from 29mph in October 2000 to 21mph in July 2005 and that southbound speeds had dropped from 30mph to 19.7mph following the completion of the scheme. Members welcomed the significant reduction in speeds. It was agreed to ask why the actual construction work had taken so long to finish.

13507 TRAFFIC SAFETY IN BULFORD LANE
With reference to minute 13464 the clerk reported that following a site meeting Somerset Highways had agreed to erect a junction warning sign (to warn of Martins Close and Martins Buildings) and also to install “slow” road markings. The report was noted.

13508 DANGER AT CONCEALED FOOTPATH CROSSING
With reference to minute 13466 the clerk reported that following a site meeting Somerset Highways had agreed to erect an appropriate warning sign on Wellington relief road to highlight the hidden crossing point to motorists travelling from the Exeter direction and had arranged for a roadside hedge to be cut back to improve visibility in the Exeter direction. The report was noted.

13509 ATTENDANCES AT WELLINGTON PARK
With reference to minute 13460 the clerk reported that attendances at Wellington Park during the 2005 summer Sunday entertainment totalled over 1,900. The report was noted.

13510 KIRSTY PAGE GRANT REQUEST
With reference to minute 12548 a detailed, informative and interesting report was received from Kirsty Page on her GAP year experiences in Botswana. The clerk reported that he had thanked Kirsty for her report.

13511 DAMAGED BOLLARDS AT DOBREE PARK
With reference to minute 13461 an email was received from Somerset Highways stating the developers of Dobree Park had been written to by the County Development Control Office on 5th March 2005 listing all remedial works that were required for the site to be placed on a 12 month maintenance period prior to adoption. Those works still had not been carried out. There were also other issues – the footway link not provided between the development and Rockwell Green and the bollards provided as a link for emergency vehicles being cut off at regular time periods. Development Control had been asked to contact the developers (Bellway Homes) again to resolve the above issues. It was reported that the damaged bollards between Dobree Park and Greenway Road, Rockwell Green had been replaced on 3rd October. The report was noted.

13512 QUOTE FOR CHRISTMAS ILLUMINATIONS
With reference to minute 13032 a quote of £5,710.88 was received from Deane DLO for the erection/removal of the town council’s festive lights including the Christmas tree outside the old post office in High Street. It was agreed to accept the quote. The clerk reported that it was proposed to erect an eastern star illumination at Wellington Baptist Church and to illuminate the large fir tree in the grounds of the church as well as providing a new Christmas cracker illumination at the old post office. The report was noted.

13513 COMMUNITY SPEED WATCH SCHEME
With reference to minute 13480 the clerk reported that further speed checks had been carried out in Mantle Street, where one driver had been reported to the police for exceeding the speed limit, and at Milverton Road, Tonedale where no drivers had been reported. In both cases the vast majority of motorists had been complying with the 30mph speed limit. The report was noted.

13514 OVERGROWN FOOTPATHS
With reference to minute 13456 the clerk reported that the public footpaths from Crosslands to Longforth Farm and to the sewage works at Tonedale had been cleared. A message of thanks had been received from Mr Basil Pattemore who had raised the matter at the September council meeting. The report was noted

13515 DUAL USE OF LOADING BAYS/WAITING RESTRICTIONS
With reference to minute 13428 a letter and location plans were received from Somerset Highways detailing the proposed changes to and new waiting restrictions for Wellington which had been discussed previously with the town council. These were: (i) Cornhill – change existing “no waiting at any time” to “no waiting Monday to Saturday 8am-6pm”; (ii) Fore Street – change “police bay” outside community office to “30 minutes limited waiting”; (iii) High Street – (a) Change “keep clear” outside Lets Go Travel to “police bay”; (b) Change loading bay on the south side from “at all times” to “Monday to Saturday 6am-1pm.” Unrestricted outside these times; (c) Change loading bay on the north side from “Monday to Saturday 8am-6pm” to “Monday to Saturday 6am-1pm.” Allow 30 minutes limited waiting Monday to Saturday 1pm-6pm; (iv) Millstream Gardens – (a) new “Monday to Friday 8am-6pm” waiting restriction on the north side from the junction of B3187 Milverton Road to the junction of Millstream Gardens estate; (b) Also the same restriction on the south side, from junction of B3187 to private car park entrance; (c) New “Monday to Friday 8am-6pm” loading bay outside trading estate office. It was agreed to reply that the town council supported all the proposals.

13516 STATE OF SPRINGFIELD ROAD
With reference to minute 13486 a letter was received from Mr J. Gould stating that the smelly drain outside 74 Springfield had been cleaned by Somerset Highways, that there were some badly maintained front gardens, that there were a lot of weeds in the gutter, that he and other residents could not remember seeing a road sweeper in the street and that he still felt the name was Springfield and not Springfield Road. It was agreed to note the letter. The clerk reported that he had written to Mr Gould stating all his records showed the street being called Springfield Road, that it was swept monthly by the Deane and that he had told Somerset Highways about the weeds in the gutters. 13517 REMEMBRANCE DAY SERVICES 2005
A letter was received from the Wellington branch of the Royal British Legion inviting the chairman and councillors to attend the branch’s three Services of Remembrance in November 2005 as follows: (i) Field of Remembrance Service at Wellington Baptist Church on Sunday, 6th November at 11.45am; (ii) Remembrance Service of 2 Minutes Silence in Wellington Town Centre on Friday, 11th November at 11am; (iii) Remembrance Day Service and Poppy Laying Ceremony in Wellington Park on Sunday, 13th November at 3.15pm. The letter was noted.

13518 AIR AMBULANCE GRANT REQUEST
A letter was received from Dorset and Somerset Air Ambulance Trust thanking the council for its past support and asking the council to include the Trust in its budget for next year. It was agreed to consider the request at the council’s budget meeting.

13519 MARKET TOWNS EMPLOYMENT PROJECT WEBSITE
A letter was received from the Market Towns Employment Project Working Group stating that it had commissioned a website for Wellington designed to attract new businesses and employment to the area. It was due to be launched in December 2005 and would contain information on location, economy, workforce, sites and premises, communication, quality of life, testimonials, investor support and contacts. It would need regular updating and the group asked if the town council would consider taking on responsibility for updating the content of the website as part of the clerk’s duties. Training on the website updating software would be provided. It was agreed that the clerk should update the website as requested.

PRESENT: Councillor R. Bowrah (chairman), who presided, Councillor D. Mitton (vice-chairman), Councillors Mrs V. Byrne, Mrs G. Copley, Mrs V. Stock-Williams and Mrs N. Wilson, Councillors P. Critchard, A. Govier, R. Henley, C. Hindley, S. Palmer and E. Warren, the clerk, A. Brown and Taunton DBC West area planning manager Mr J. Hamer. There were apologies from Councillors C. Biscoe, A. 13493 APPROVED PLANNING APPLICATIONS
The town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to approve planning permission for the following application: (a) Display of non illuminated fascia sign at Clifton House, The Sales Room, Mantle Street, Wellington (43/2005/086A: The planning officer recommended refusal as he considered the sign was too big, as the 3600mm wide and 1300mm high sign was about twice as high as the existing sign, He pointed out it was in a conservation area. . Standing orders were suspended to allow the applicant Mrs L. Hickin, of the Lighting Company, to speak. She felt that a large sign was needed as the building was back from the road, did not look part of a shopping area and was next to a building that was falling down. It was vital to make people aware of her shop and stop. The sign would not be a dominating feature of the building – a former church – which was a large building. She had already changed the sign from an illuminated one. It was stated there were no objections from neighbours. The decision to approve the sign was carried unanimously. Councillor Hindley declared an interest as a member of Taunton DBC’s Planning Committee. Councillor Henley declared a personal interest and left the hall while this item was considered.

13494 REFUSED PLANNING APPLICATIONS
The town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to refuse planning permission for the following application: (a) Erection of two storey extension to side of 9 Corner Close, Wellington (43/2005/100). The planning office recommended refusal as it was felt that the development would damage the root systems of adjacent trees that are the subject of Tree Preservation Orders. There were no objections from neighbours. The decision to refuse was carried 10-2.

13495 SOMERFIELD STORE APPLICATION DEFERRED
With reference to minute 13450 a letter was received from Comprehensive Design Architects stating that Somerfield’s highway consultant, Faber Maunsell, was endeavouring to bring the negotiations with the county council to a conclusion and it was hoped the matter could be resolved shortly. The concerns of the residents from Orchard Villas were noted. Somerfield would ensure that any rights which third parties might have in respect of rights of way or rights of access would be catered for in the development. Somerfield accepted that there might have to be some restriction on the hours of construction works because of the close proximity of residential properties but some works, such as demolition, would best be carried out outside normal trading hours when High Street was not busy. Regarding store trading hours, Somerfield would normally expect to be able to trade between 8am to 10pm Monday to Saturday and 10am to 4pm on Sundays. Deliveries of perishables, such as bread,

milk, fruit etc, might have to take place before the store opened in the morning. Deliveries would be similar to those currently taking place to service the existing Kwik Save store. The letter was noted. Mr Hamer reported that the planners were relatively happy with the design of the new supermarket and the shop/offices on the High Street frontage. The highway authority and Somerfield were inching closer to an agreement over highway issues. Because of noise and disturbance to nearby properties, the planners were looking at controlling hours of delivery, with no deliveries of perishables before 7am, normal deliveries after 8am and a code of practice to ensure vehicles did not turn up before these times. Mr Hamer agreed to ask Somerfield about security measures for the proposed car park. It was decided to defer consideration of the revised application until the December meeting.

13496 TONEDALE MILL REDEVELOPMENT PROPOSALS
With reference to minute 13306 amended plans for the conversion of mill buildings into residential (148 dwellings) and commercial units and associated exterior works, Tonedale Business Park, Tonedale Mill, Milverton Road, Wellington (43/2004/141 and 142CA) were considered. A letter was received from Woodhall Planning & Conservation giving details of the amendments, which included a new roundabout on the Milverton Road near the junction with Wardleworth Way. In reply to questions Mr Hamer stated that no social housing would be provided on site as the development was on “a financial knife edge” but the developers Courtleigh Securities had agreed to make a contribution of £200,000 towards affordable homes off-site. On the proposition of Councillor Mitton, seconded by Councillor Hindley, it was agreed unanimously to inform Taunton DBC that the town council was in favour of the amended plans.

13497 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONS
It was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Conversion of office to 2 one bedroom flats and 3 two bedroom flats at 5 and 6 White Hart Lane, Wellington (43/2005/102: Councillor Mitton declared an interest as a member of Wellington Community Association); (b) Erection of chalet bungalow on land adjacent to Oakleigh, Pyles Thorne Road, Wellington (43/2005/101); (c) Erection of dwelling on land adjacent to Oakleigh, Pyles Thorne Road, Wellington (43/2005/104). It was agreed to inform Taunton DBC that the town council opposed the following plans: (a) Erection of 15m slimline monopole mast with 3 antennas, 1 radio equipment housing and ancillary equipment on highway land at Exeter Road, Rockwell Green, Wellington (43/2005/103TEN: There were letters of objection from Mrs D. Land, Mrs B. Baker and Mrs I. Small. Councillor Critchard declared an interest and left the room while this item was discussed); (b) Erection of bungalow on land at Manderleigh, Bagley Road, Rockwell Green, Wellington (43/2005/105: There was a letter of concern from Mrs D. Land. Councillor Govier declared a prejudicial interest as a family member owned a nearby property and left the hall while this item was considered. 13454 CHAIRMAN’S ANNOUNCEMENTSThe chairman, Councillor R. Bowrah reported that he had attended Wellington Cricket Club’s annual open day where he had been warmly received, and also attended the summer spectacular organised by the Federation of Wellington Sports Clubs which had been a superb event.
13455 POLICE MATTERSSgt Richard Caburn reported that during August there had been 3 burglaries – 2 at Wiveliscombe and 1 at Wellington where an elderly person had been districted while the theft took place; 8 thefts from motor vehicles, including 4 at Wellington Monument; 13 offences of criminal damage to vehicles in various locations; 15 cases of criminal damage; 11 assaults, most of which had been detected with the culprits known to the victims, mostly alcohol related and 16 thefts. Following spot checks 2 men had been arrested in Wellington for the possession of cocaine for personal use. One of the men had links with London. Monitoring was continuing to take place of the Kings Arms, High Street which was the busiest pub in the town and attracted most problems. The position had improved now that better trained doormen were employed. Referring to speeding in Mantle Street he reported that speed checks had been carried out resulting in 6 fixed penalty tickets being issued to mainly local drivers who were travelling at over 40mph. A number of other vehicles had been stopped and warned, including a bin lorry. A longer term solution needed to be found to the problem of speeding in Mantle Street which was something the highways should look at. Dealing with anti social behaviour he said that August, with the school holidays and summer nights, was the worst month for such behaviour. There had been problems in Wellington Park, where goldfish had been killed by washing up liquid, and at Dobree Park, Rockwell Green as well as hanging baskets damaged. Teenaged girls, who had drunk excessively, had caused a lot of the problems. There was a group of “young ladies” who were causing trouble and the police were doing all they could to deal with the problem. Some of the culprits had been identified and they had a good idea of others involved. Offences linked to anti social behaviour were difficult to prove and he appealed to the public to report such incidents, giving date, time and place if possible. The police were continuing to support schemes which took youngsters off the street such as paint-ball sessions which had been held mid-week as well as at weekends, and a motorcycle project at Tonedale. Although petty vandalism was upsetting, the town did not have a huge disorder problem. The figures showed that Wellington was still a very pleasant place in which to live. Councillor Horsman asked how effective CCTV in dealing with anti social behaviour, referring to the fact that when he went home from work at 6am he often saw flower troughs overturned and flowers strewn about the pavements. Sgt Caburn replied that CCTV were an aid to the police but often all they knew was that an offence had been committed between 8pm and 8am which was a lot of tape to look at. The police could not afford to spend hours and hours looking at tapes as it would not be an effective use of their time. He asked people to tell the police if they saw something happening, giving the date, time and place of the incident. 13455 POLICE MATTERS (continued) response to an incident in the Park on Sunday night (4th September). In reply to questions from Councillor Copley, Sgt Caburn said that the police spoke to the head of Court Fields School on a regular basis and that there was good communications between schools and the police about the various behaviour problems encountered. The chairman thanked Sgt Caburn for attending.
13456 PUBLIC PARTICIPATION TIME: OVERGROWN FOOTPATHSMr Basil Pattemore reported that the public footpaths from Crosslands to Longforth Farm and to the sewage works were obstructed by overgrown hedging/brambles and there was also some fly-tipping on the Crosslands footpaths. He thanked the council for arranging for the footpath from Church Lane, railway lines and old canal to be cut. 13457 PUBLIC PARTICIPATION TIME: JOHN NASH’S 65TH BIRTHDAYMr John Nash, of the Wellington Weekly News, thanked councillors for the gift of an engraved town plaque and for attending his 65th birthday party at the Arts Centre.
13458 PPT: FUTURE USE OF 28 FORE STREETMr Colin Spackman, the secretary of Wellington Museum Society, said that the society supported the town council’s efforts to retain the use of 28 Fore Street as the offices and chamber of the town council and the home of the museum, which provided a significant service for Wellington, attracting 3,000 visitors annually. Any move from the town centre area, which was ideal for the museum, would be a drain on the museum’s reserves and would affect its viability.
13459 PPT: WELLINGTON IN BLOOMMrs Isabel Ward, the chairman of Wellington in Bloom Committee, reported that the results of the 2005 Britain in Bloom competition would be announced on Thursday, 8th September at Hestercombe House; that the committee was hopeful of success; and invited councillors to the committee’s annual awards presentation on 14th October. She also referred to the lack of response from Taunton DBC over the deteriorating state of 15 Fore Street, a listed building, and 18 Fore Street. It was agreed to contact Taunton DBC over these two buildings.
13460 PPT: FRIENDS OF WELLINGTON PARKMrs Pauline Sturgess, the chairman of Friends of Wellington Park, reported that the just completed summer season of Sunday entertainment at the park had gone from strength to strength, with numbers rising. There were regular attendees from Tiverton and Cullompton as well as from the town. Questionnaires had been given to regulars to find out their views on the range of entertainment and as a result some innovations, such as a children’s gazebo where they could play games under supervision and 50/50 stalls, had been made. For the third year the park had received a green flag award and had also won a national heritage award, which was a tribute to the work of Taunton DBC parks staff whohad had a lot vandalism and graffiti to put up with. Membership of the Friends was going up and she thanked members for their hard work. The winter programme included a Trafalgar Night concert at the Arts Centre on 15th October 2005 and, hopefully a Burns Night supper at Tonedale House in January 2006.

13461 DAMAGED BOLLARDS AT DOBREE PARKMr Mike Lake reported that the demountable bollards between Dobree Park and Greenway Road, Rockwell Green, had again been knocked down; that the roads in Dobree Park had still not been adopted although the estate had been completed some years ago and that there were no white lines governing traffic on the estate. It was agreed to take issues up with the county council and the developers.
13462 MINUTES OFAUGUST COUNCIL MEETINGSThe minutes of the council meetings held on 1st August 2005, as previously circulated to councillors, were received, taken as read and confirmed as correct.
13463 USE OF TOWN COUNCIL CHAMBERWith reference to minute 13411 members received a copy of the letter sent by the clerk to Mrs Penny James, chief executive of Taunton DBC, detailing the reasons why the town council wanted to continue to use 28 Fore Street for its office and chamber, seeking a firm commitment from the Deane that it intended to maintain its presence in Wellington by continuing to provide the community office, tourist information centre and other services and suggesting the holding of a joint meeting to try to bring the issue to a mutually satisfactory conclusion. An email was received from Mrs James acknowledging the preferred option of the town council and stating she was working on the advice of her technical experts who would tell her what was needed to comply with the Disability Discrimination Act and how to achieve compliance in the most cost effective manner. She would be consulting with colleagues and members on the idea of a joint group to consider the issues and would come back to the town council. An email was also received from Councillor John Williams, the leader of Taunton DBC. Both emails were noted. Councillor Henley said he intended to call the whole matter in and put it before the Deane’s Review Board. After some discussion it was agreed to support this move, with one abstention.
13464 TRAFFIC SAFETY IN BULFORD LANECouncillor Mrs V. Stock-Williams reported that several residents in Bulford Lane and Improvement Place had expressed concerns about the speed of traffic in the lane which was narrow with limited visibility when emerging from Martins Buildings and Martin Close. They had suggested the provision of mirrors opposite the two entrances and turning the lane into a one-way thoroughfare. It was agreed to contact Somerset Highways for their views on improving the situation.
13465 PROVISION OF ADDITIONAL SEAT IN REC PLAY AREACouncillor A. Horsman reported that a number of parents had suggested that the provision of an additional seat in the large play area at Wellington Recreation Ground would be useful as the existing seat was often fully occupied. It was agreed to ask Taunton DBC to provide an extra seat and, on the suggestion of Councillor Mrs V. Byrne, to also consider the provision of an aerial runway.
13466 DANGER AT CONCEALED FOOTPATH CROSSINGCouncillor Mrs V. Stock-Williams proposed asking the county council to erect advance signs on Wellington relief road warning of a concealed footpath exit/entrance opposite Byways on Oldway Road. She pointed out that the staggered gateway cutting through a hedge opened directly onto the relief road at a blind spot for both motorists from the Exeter direction and pedestrians from the footpath (WG17/5). After some discussion it was agreed to have a Juniperus blue arrow tree.
13468 PROPOSED REMOVAL OF TELEPHONE KIOSKSWith reference to minute 13368 a letter was received from BT stating that the proposed removal of the public payphone from the Priory would not proceed until the issues raised by the town council had been resolved. All responses about cashless proposals were being collated and held pending the outcome of the Ofcom review of BT’s universal service obligation which was expected to be concluded around November of 2005. Any comments or concerns would be taken into consideration before any action was taken. The letter was noted.
13469 IMPROVING ACCESS TO WELLINGTON MONUMENTWith reference to minute 13440 a letter was received from the National Trust with notes on the site meeting held at Wellington Monument on 12th August 2005 to gather ideas to improve the access, interpretation and building repairs to the Monument and its surrounds. It was stated that the tower had been closed in July for public access because of cracks in the structure and an increased risk of masonry fall. In September one of the largest cherry-pickers in the country would be used to access the state of repair of the whole tower. The main access issue was how to provide for quiet enjoyment of pedestrians, allow vehicle/wheelchair access for those less able to walk the track and restrict the opportunities for joy-riding, crime and vandalism. Various suggestions were put forward included repairing the potholes, closing the car park near the Monument to improve the open space for quiet enjoyment, providing extra car parking areas, providing a hand rail and lighting for the tower. A condition survey would be carried out and a management strategy formulated for the site with full public consultation. The letter and report were noted.
13470 PYLES THORNE ROAD TRAFFIC CALMING SCHEMEWith reference to minute 13421 a letter was received from Somerset County Council acknowledging receipt of the town council’s comments. The letter was noted.
13471 ERECTION OF DWELLING AT OAKLEIGH, PYLES THORNE ROADWith reference to minute 13326 a letter was received from Taunton DBC stating that the application to erect a dwelling on land adjacent to Oakleigh, Pyles Thorne Road, Wellington had been withdrawn. The letter was noted.
13472 POSSIBLE PURCHASE OF RELOCATABLE CCTV CAMERAWith reference to minute 13412 the clerk reported that Mr John Lewis, who is in charge of CCTV in Taunton Deane, would be attending the council meeting on 3rd October 2005 after the trial of the relocatable CCTV camera at Wellington Sports Centre. The report was noted.
13473 TONE PLAY AREA EQUIPMENT INSPECTIONWith reference to minute 13188 a report was received from Zurich Municipal’s engineer surveyor Mr Greg Hoare on the six-monthly inspection carried out on 9th August 2005 of the equipment at the town council’s Tone play area. The clerk stated that instructions had been given to tighten the bolts on top of the swings as suggested and that the aerial runway suppliers had been asked for their comments on the report dealing with that equipment. 13474 PROVISION OF DOG WASTE BINSWith reference to minute 13420 the clerk reported that all five dog waste bins had been installed. The report was noted.
13475 ERECTION OF HOUSE ADJACENT TO 28 LONGFORTH ROADWith reference to minute 13326 a letter was received from Taunton DBC stating that an appeal had been lodged against the decision of the Deane to refuse planning permission for the erection of a house on land adjacent to 28 Longforth Road, Wellington. The town council had recommended refusal. It was agreed to write to the planning inspector stating the town council opposed the application.
13476 TAUNTON DBC FOOTPATH & PLAY AREA GRANTSWith reference to minute 12888 the clerk reported that grants of £1,540 for footpath maintenance and £735 for Tone play area maintenance had been received from Taunton DBC, the same amounts as in 2004. The report was noted.
13477 NEW TOWN GUIDEThe clerk reported that the new town guides had been delivered and were available free of charge at the community office, museum and town council office. Councillors received a copy of the new guide.
13478 AUDIT OF TOWN COUNCIL ACCOUNTS FOR 2004-05With reference to minute 13257 the report of the external auditors, Moore Stephens on the council accounts for 2004-05 was received. This stated that “no matters have come to our attention giving cause for concern that relevant legislation and regulatory requirements have not been met” but suggested that the council should have a separate document detailing internal controls. The clerk reported that he had asked Moore Stephens for details of the suggested document. He pointed out that the council’s Standing Orders stated that cheques had to be signed by 2 councillors, that accounts for payment must be approved monthly by the council and that councillors received a monthly statement of receipts and payments. The report was noted.
13479 PEDESTRIAN SAFETY IN MANTLE STREETWith reference to minute 13413 an email was received from Somerset County Council suggesting a site meeting with town councillors before fixing a date for a public meeting. It was agreed to arrange such a site meeting.
13480 COMMUNITY SPEED WATCH SCHEMEWith reference to minute 13429 the clerk reported that a check had been carried out in Mantle Street by Court Fields School on 1st September 2005 and that 8 motorists had been reported for speeding (37mph to 42mph). The vast majority of drivers had been within the 30mph limit. Another session was planned for the same location on 6th September. The report was noted.
13481 ARTS ASSOCIATION SHOWA letter was received from Wellington Arts Association inviting councillors to attend a performance of “Young, Talented & Overdrawn!” either on 9th or 10th September 2005 at the Arts Centre in aid of the Arts Centre Building Fund. Councillors Bowrah, Byrne and Copley stated that they would attend.

13482 SURESTART CHILDREN’S CENTRE INVITATIONA letter was received from SureStart (Somerset Early Years Development and Childcare Partnership) inviting councillors to a consultation event about a children’s centre in Wellington on 28th September 2005 at 9.30am to 11am at the Kings Centre. Members were asked to reply direct if they would be attending.
13483 SUSTAINABLE COMMUNITIES BILLA letter was received from the Campaign for Sustainable Communities Bill asking the council to support the campaign and the Bill. The letter was noted.
13484 COMMUNITY INVOLVEMENT FOR PLANNINGA letter was received from Somerset County Council enclosing a copy of the statement of community involvement for planning – issues and options report and asking if the town council wished to make any comments on the report. It was agreed to note the letter.
13485 NEW WASTE AND RECYCLING ARRANGEMENTSA letter was received from Taunton DBC giving details of phase 2 of the new waste and recycling collection arrangements which will cover Wellington North, Wellington West and Rockwell Green and which will involve weekly recycling and food waste collections, fortnightly collections of refuse, and optional fortnightly composting collections for garden waste. The new collection bins would be delivered in October. The letter was noted.
13486 STATE OF SPRINGFIELD ROADA letter was received from Mr John Gould, of 74 Springfield Road, Wellington, complaining about weeds growing in the gutter, the road surface, the lack of street sweeping and blocked drains. It was agreed to contact the county council about the drains, weeds in the gutter and the road surface.
13487 AGE CONCERN LOCAL LINK PROJECTA letter was received from Age Concern Somerset inviting councillors to the launch of its Local Link Scheme at Taunton Library on Tuesday, 25th October 2005 at 11am. The local link would be a volunteer who would promote the wide range of services that Age Concern offered. Two volunteers were being sought for the Wellington area. Councillors were asked to inform the clerk if they would like to attend.
13488 WELLINGTON ECONOMIC PARTNERSHIPWith reference to minute 13441 the clerk reported that the Wellington Economic Partnership meeting due to be held on 12th September 2005 had been cancelled. The next WEP meeting would be held on Monday, 10th October 2005 at 6pm. The report was noted.

13490 COUNCIL INCOME/EXPENDITURE TO 31ST AUGUST 2005A report was received from the clerk showing that the council’s income for the period from 1st April 2005 to 31st August 2005 was £43,687 (£120,225 estimated for the full year to 31st March 2006) and that expenditure for the same period was £33,704 (£143,100 estimated for the full year to 31st March 2006). 13492 ROCKWELL GREEN BUS SERVICECouncillor P. Critchard reported that temporary traffic lights and scaffolding erected outside a house between Oaken Ground and Greenway Road were causing problems for the Wellington to Rockwell Green bus service. When buses were waiting for time at the stop at the bottom of Greenway Road they were obscuring the temporary traffic lights. The actual bus sign was covered over which meant it was out of use. He felt it would be unsafe for buses to wait, set down or pick up passengers in the entrance to Greenway Road so he suggested the buses should wait for time by the chip shop and then carry out down the terminus so that they could turn around, pick up as necessary and move off straightaway. It was agreed to contact First bus company and suggest these arrangements for their consideration.
